Liaoning Province is one of the worst provinces involved in persecuting Falun Gong. Up till December 1, 2003, 90 Falun Gong practitioners have been persecuted to death. This is the fourth highest number of deaths across the country. (1)

is called "Provincial Office of Preventing and Handling the Evil Cult Problem" (2) In Liaoning Province, the most common name is "Provincial Leadership Team for Maintaining Social Stability," (3) abbreviated as "Maintaining Stability Office." "Provincial Leadership Team for Maintaining Social Stability" has the same function as that of "Leadership Team to Deal with Falun Gong Problem"

Wen Shizheng
Secretary of CCP Committee of Liaoning Province (August 1997 till now) (4)
He has been using all opportunities to attack and slander Falun Gong. On July 20, 1999, the Jiang Regime started to persecute Falun Gong. Wen Shizheng made a series of speeches to support the persecution (5,6). After Jiang was interviewed by the French newspaper Le Figaro and declared Falun Gong a "cult", Wen Shizheng immediately embedded it into his own speeches (7). Furthermore, he also planned persecution against Falun Gong at provincial CCP Committee meetings (8,9), meetings for the provincial Party and the government departments (10,11) and other organization's meetings (12).

Bo Xilai (13)
He is the deputy secretary of CCPC of Liaoning providence, also the governor of Liaoning providence, former Mayor of Dalian City and general party secretary of Dalian City. During his term of Mayor, Dalian became one of the cities that severely persecuted Falun Gong. As the mayor, he has the unshirkable responsibility. During his term as Mayor of Dalian, general party secretary of Dalian (14) and Governor of Liaoning providence (15, 16, 17, 18), he planned and managed the work of persecuting Falun Gong many times during work meetings and conferences.

Zhang Xingxiang
Deputy Secretary of Provincial CCP Committee, Secretary of Shenyang City CCP Committee (March 2001 - 2003)
Since 1999 till today, Zhang Xingxiang has been attacking, slandering and coordinating activities to persecute Falun Gong at the provincial top level open conference (19), provincial CCP Committee meeting (20), many Shenyang City meetings (21,22,23,24) and in the occasions when he went to inspect lower levels of government (25).

Wang Weizhong
Deputy Secretary of CCP Committee of Liaoning Province, Secretary of Provincial Discipline Investigation Committee (2001-2003), head of the "Provincial Team for Maintaining Social Stability" (2002-2003)
He has been to Masanjia Forced Labor Camp many times and is the supporter of those who undertake the task of persecuting Falun Gong practitioners (26,27); he participated in the opening of the Liaoning Province Anti-Cult Association (28).

Ding Shifa
Former Secretary of Provincial Political and Judiciary Committee (1999-March 2001), currently head of the Liaoning Province People's Supreme Court (2003)
Since 1999, he has been to lower levels of government many times to coordinate the persecution of Falun Gong (29) and has made speeches at many important anti-Falun Gong events (7,30,31a).

Li Feng
Member of the Standing Committee of the province CCP Committee of Liaoning Province, Secretary of Provincial Party Political and Judiciary Committee (September 2002 - 2003), chief of the Provincial Public Security Bureau (2001)
He has organized many activities to persecute Falun Gong, including infiltrating schools (32), organizing the Provincial Anti-cult Association (33,28), supporting and encouraging tortures at Masanjia Forced Labor Camp (27).

Song Shanyun
Deputy Secretary of Provincial Political and Judiciary Committee, Director of the "Provincial Office for Maintaining Social Stability" (i.e. "610 Office") (2003), former Deputy Secretary of Dandong City CCP Committee, Director of the Dandong City Discipline Investigation Committee (prior to 2003) (34).
In June 2003, he participated in the opening of the Fushun City Brainwashing Center and is the main provincial official to make a speech at the event (35). On July 11, 2003, he went to investigate at Yingkou City (36).

Zhang Changshun
Deputy director of the "Provincial Team Office for Maintaining Social Stability" ("610 Office", the Provincial Office of Preventing and Handling the Evil Cult Problem) (2001), former deputy director of the Provincial Appeal Office (2000).
Due to his persecution of Falun Gong, he was awarded the Liaoning Province "model person" at the 2001 "National Award Conference for Model Persons and Groups in the Battle Against 'Falun Gong'". (37).
