In June 2001, the “Wanjia tragedy” shocked both China and the world when long-term, brutal persecution at the Wanjia Labour ‘Re-Education’ Camp in Harbin City, Heilongjiang Province led to the deaths of three Falun Gong practitioners and left twelve other practitioners on the verge of death. In January 2002, another five Falun Gong practitioners were persecuted to death at the same camp. In November 2000, Ms. Wang Lixuan and her nearly eight-month-old infant son were both tortured to death at the Tuanhe Labour Camp in Beijing. In April 2001, Falun Gong practitioner Mr. Zheng Wei, a disabled man, was persecuted to death at the Dalian ‘Re-Education’ Facility in Liaoning Province. In October 2000, 18 female Falun Gong practitioners were stripped of their clothing and thrown into the male criminals’ cells at the Masanjia Labour Camp in Shenyang City, Liaoning Province. In August 2001, more than 130 Falun Gong practitioners at the Masanjia Labour Camp held a hunger strike to protest the constant brutality.
Since Jiang Zemin began his systematic and comprehensive suppression of Falun Gong in July 1999, in violation of both the Chinese constitution and international human rights agreements, several hundred “labour re-education camps” in China have imprisoned more than 100,000 Falun Gong practitioners, using brutal torture to the point of destroying them physically, breaking them down mentally, and subjecting them to economic blackmail. Furthermore, the labour camps impose strict information blockades on their atrocities through such methods as bribing the victims’ family members and transferring the staff members involved away from their posts, etc., in order to conceal these crimes and absolve responsibility (Appendix 1 contains a partial list of labour camp persecution cases with accompanying photos).

At present, at least 100,000 Falun Gong practitioners are illegally imprisoned in labour camps. At least 136 Falun Gong practitioners have died as a direct result of persecution suffered in labour camps, amounting to 24% of the 570 death cases that have been verified by this organization. At least 69 labour camps have directly persecuted Falun Gong practitioners to death (Appendix 2 contains detailed information). Even practitioners who were senior citizens older than 65 years, infants as young as eight months, or disabled had no impunity.

WHEREAS at least 136 Falun Gong practitioners have died as a direct result of persecution suffered in labour ‘re-education’ camps;

WHEREAS at least 100,000 Falun Gong practitioners are illegally imprisoned in labour camps; the persecution methods used in such camps are extremely cruel, encompassing a wide variety of brutal tortures; and following incidents, the labour camps impose strict blockades to conceal information and absolve responsibility;

WHEREAS the labour camps in China have the authority to imprison Falun Gong practitioners for as long as three years without any due process and arbitrarily extend the terms of imprisonment at will;

WHEREAS Ms. Wang Yuzhi, Mr. Zhao Ming, Mr. Lin Shenli, and Professor Zhang Kunlun, etc., who presently reside outside of China, have experienced and witnessed the brutal persecution first-hand while imprisoned in labour camps in China;

WHEREAS international organizations such as the United Nations, etc., condemn the brutal persecution of Falun Gong practitioners in Chinese labour camps, and urge China to abolish the labour ‘re-education’ system used to persecute Falun Gong practitioners;

The “World Organization to Investigate the Persecution of Falun Gong” hereby announces the establishment of the “Committee to Investigate the Crimes of Chinese Labour ‘Re-Education’ Camps in the Persecution of Falun Gong,” to proceed to systematically and comprehensively investigate the criminal conduct of China’s Labour Re-Education Camps in the persecution of Falun Gong, and furthermore to immediately open investigations into the Wanjia Labour Camp in Harbin City, Heilongjiang Province, where as many as 15 Falun Gong practitioners have been persecuted to death, and the Masanjia Labor Camp in Shenyang City, Liaoning Province (Appendix 3 contains the preliminary name list for obtaining evidence).

This organization seeks to invite and coordinate the global social conscience to systematically investigate the criminal conduct of all institutions and individuals involved in the persecution of Falun Gong in every labour ‘re-education’ camp in China. Moreover, the emphasis of the investigation will be on those labour camps at which the persecution of Falun Gong is cruel to the extreme degree, including the Masanjia Labour Camp in Shenyang City, Liaoning Province; the Tuanhe Labour Camp in Beijing City; the Changlinzi Labour Camp in Harbin City, Heilongjiang Province; the Dalian ‘Re-Education’ Facility in Liaoning Province; and the Shijiazhuang Labour Camp in Hebei Province.

We call on all people of conscience in Mainland China and overseas to provide us with contact information for labour camps and involved individuals, including their telephone numbers, addresses, and fax numbers, etc., photographic evidence of the persecution, and any other related evidence; to cooperate with this investigation and ensure its smooth progress; to stop this inhuman persecution; and to uphold justice in society.
