Summary of Evidence

The Chinese Communist Party (CCP)’s Central Political and Legal Affairs Commission has long been the primary aggressor in the persecution of Falun Gong practitioners. As the Party Secretary of the Department of Justice of Ningxia and Liaoning provinces, Li is responsible for the persecution, torture, killing, and disabling of Falun Gong practitioners in these regions.

On November 10th, 2015, police officers in Wuzhong, Ningxia kidnapped Falun Gong practitioners Gao Jianping, Wei Ningju, and Zhang Xueyan, among others. On November 13th, the police also went on to kidnap Wu Jinlan, and illicitly kept them in the Prison of Wuzhong. Shortly afterwards, Ma Minglang, along with other police officers, broke into the houses of Practitioners Yang Shizhong and Ma Fenglan. The officers intimidated them in their own homes, and forced them to sign sheets to give up their beliefs. As a result, Yang was left shivering from their atrocious behavior. A few days later, Yang became ill and later passed away from mental shock. [3]

On February 26th, 2016, Li Wenzhang organized meetings and delivered speeches on handling “cults” in Ningxia’s Party Committee, demanding that “Anti-Cult” policies should be fully implemented.[4]

After Li Wenzhang was transferred to Liaoning Province, he continued to execute Jiang Zemin and CPC’s policies to persecute Falun Gong practitioners. He repeatedly spread rumors about Falun Gong during meetings held by Liaoning’s Political and Legal Affairs Commission, demanding the commission’s Public, Inspection, and Law departments to persecute Falun Gong Practitioners. Within his two years’ employment in Liaoning, officials in the province devastatingly persecuted at least 40 Falun Gong practitioners to death. In 2017 alone, Liaoning Province saw 15 deaths of practitioners due to persecution, 12 among which occurred in the Provincial Jail. There were also 179 illicit kidnaps during this time, making Liaoning the province with the most severe cases of persecution.  

Case 1:

On June 28th, 2016, Policemen in Liaoyang, Liaoning broke into Falun Gong practitioner Jiang Deting’s house. Claiming that they came to “investigate”, they kidnapped Jiang and illegally kept him in the Detention Center of Liaoyang County. On July 7th, policemen informed Jiang’s relatives that they should take him back to receive medical treatment. Jiang’s back was severely injured, and passed away a few hours after his relatives received him. Due to his serious internal injuries, witnesses believe that he was tortured.[5]

Case 2: 

On October 27th, 2016, police in the city of Liaoyang illegally kidnapped and detained Falun Gong practitioners Liu Ying and Xu Guixia (a couple), as well as Su Dianxing. In Liaoyang’s detention center, Xu was tortured, including slaps to the face and being forced to lie on a nail board. Xu went on hunger strike for three days and was force-fed until she developed a twitch. Without rescue, Xu died shortly. The entire process only lasted for 10 days. [6]

Case 3:

On July 4th, 2017, Falun Gong practitioner Yu Baofang and her husband Wang Dianguo were kidnapped by policemen in Anshan, Liaoning. Yu was persecuted to death on July 17th, only 13 days after the kidnap. [7]

Case 4:

On August 3rd, 2017, Falun Gong practitioner You Zhenghua in Wafang County, Dalian, Liaoning was illegally kidnapped, her property pillaged and confiscated. Continually menaced and harassed, You was left psychologically damaged. Falling ill a month later, You was sent to the hospital by her relatives. She died on December 19th, 2017, at the age of 65.[8]

Case 5:

On June 28th, 2016, Falun Gong practitioner Sun Min, a distinguished teacher with a trophy for excellence, was illegally kidnapped by policemen in Anshan, Liaoning. She was sentenced to 7 years’ imprisonment in Anshan’s Female Prison without public trial and transferred to Liaoning’s Female Prison on October 10th, 2017, where she was continuously persecuted. On the morning of March 8th, 2018, the prison guards informed Sun’s father that her health was failing and was being treated in a hospital. At noon, Sun’s father and relatives arrived at the hospital, only to find Sun had passed. [9]

Case 6:

On September 19th, 2018, Korean Practitioner Jin Shunnv (Kim soon nyeo) in the city of Fushun was kidnapped. She was sent to Nangou Detention center and persecuted until she was comatose. On October 10th, 2018, she was presumed dead, at the age of 66. [10]

Case 7:

On September 7th, 2016, Falun Gong practitioner Li Jiechun was illegally kidnapped by policemen in Chaoyang. On December 29th, Li was sentenced to 5 years’ imprisonment in Dalian Jail without public trial. There, he was deprived of sleep for 5 days, as a form of torture. On December 3rd, 2018, Li was presumed dead.[11]

Case 8:

On October 24th, 2016, practitioner Song Shouyun was kidnapped and illegally detained for a year in Chaoyang County, Liaoning. Information about her wasn’t heard until the midnight of September 28th, 2017, when her family was notified by Chaoyang Detention center that she was dying. Severely tortured, she remains comatose until today.[12],[13]

According to Minghui.org’s incomplete statistics, at least 663 Falun Gong practitioners in Liaoning were persecuted in 2018. Among those, 23 were persecuted to death, 131 illegally sentenced, 29 tried privately, 176 illegally detained, and 164 kidnapped. [14]

Since March of 2017, Liaoning’s Political and Legal Affairs Committee and the “6-10” Bureau (an organization created by Jiang Zemin for the specific purpose of persecuting Falun Gong Practitioners) have instilled policemen across Liaoning to harass Falun Gong Practitioners. In Xinbin County, the “knockdown-movement” harassed 162 practitioners; In Qingyuan county, 70. [15] [16]

Led by the Political and Legal Affairs Committee, the Ministry of Public Security in Liaoning started the “80-day fever.” In two months, fifty Falun Gong practitioners were privately tried, kidnapped, and harassed in Shenyang alone.[17]
