Notice to Investigate Governor of Guangdong Province, Zhu Xiaodan’s Participation in the Persecution of Falun Gong

Zhu Xiaodan, born in January 1953, is the current Governor of Guangdong Province.  Since the Chinese Communist Party (CCP) led by Jiang Zemin started the genocidal persecution of Falun Gong in July 1999, Guangdong Province has been one of the places where persecution is the most severe and where live organ harvesting of Falun Gong practitioners has been taking place.  Large numbers of Falun Gong practitioners were persecuted to death, disability and mental disorders. Cases of torture and missing are countless. Zhu Xiaodan, being in major posts in the provincial CCP committee and government, bears inescapable responsibilities.

In July 1999, Zhu Xiaodan was the deputy secretary of Guangzhou Municipal CCP Committee and the deputy head of team against pornography and gangsters.  Zhu was personally involved in destroying Falun Gong books.  At the location where Falun Gong literatures were destroyed, Zhu Xiaodan claimed, “We must firmly follow the central government and provincial (CCP) Committee’s requirements and instructions, take immediate actions, completely uncover and confiscate Falun Gong books and materials.”  He further required that all sectors take measures to investigate the three print shops where Falun Gong books were printed. Total 47,000 Falun Gong books were destroyed at that time.

On February 27, 2001, Zhu Xiaodan, as the Deputy Secretary of Guangzhou Municipal CCP committee, spoke at the Guangzhou Propaganda Department Heads Conference. Zhu required the attendees to regard “thoroughly expose and criticize Falun Gong” as “an important task of the propaganda and ideological work”; Zhu also provoked the general public to “conduct a battle of surrounding and annihilating Falun Gong.”  To those Falun Gong practitioners who have been illegally detained, Zhu Xiaodan required the related departments to “seriously work on the transformation of Falun Gong and learn the experience of battling against Falun Gong,” etc.

According to the incomplete statistics, in the three years from 1999 to 2002 in Guangzhou, there were at least 13 Falun Gong practitioners persecuted to death.  Falun Gong practitioner Hao Runjuan, female, age 28, was illegally arrested on February 25, 2002 and was viciously beaten and tortured for three consecutive days at the Jingtai Police Station of Guangzhou Public Security Bureau, Baiyun Branch. No water or food was provided.  On February 28, Hao Runjuan was illegally detained at the Baiyun District Police Station. 22 days later, Hao Runjuan who was in excellent health was tortured to death.  Her body was “dissected.”  When Hao Runjun’s family went to identify her body, what they saw was that “the body was cut into pieces and all bloody.”  When the families asked the police why they had to cut the body in pieces, the police not only told the lie that “they did autopsy to find the reason of death,” but also threatened the family saying “We dare you to tell anyone about this!”

Guangdong Province is one of the areas with the most suspected cases of live organ harvesting of Falun Gong practitioners.  Especially between 2000 and 2006, hospitals of all sizes were conducting human organ transplants.  Among them, the numbers of the transplants at the Second Affiliated Hospital of Guangzhou Medical College, the General Hospital of Guangzhou Military Region, and the Third Affiliated Hospital of Sun Yat-sen University were huge; nevertheless, there were no clear explanations on the sources for those organs.

WOIPFG hereby establishes a case to investigate Zhu Xiaodan, and calls those who have evidence of Zhu Xiaodan’s participation in the persecution of Falun Gong to contact WOIPFG promptly.

Our principles are: whoever has committed the crime is responsible for it, individuals are responsible for group organized crimes, instigating a crime is the same as directly committing a crime.  Based on these principles, all the crimes conducted in the name of organizations, units, and systems will eventually be the responsibility of the individuals.  All the responsible persons who have participated in the persecution of Falun Gong will be investigated thoroughly and brought to justice.

We hereby warn those who have participated in the persecution of Falun Gong: the persecution of Falun Gong is crime of genocide and crime against humanity.  It is the same crime committed by the Nazi war criminals.  Carrying out instructions can’t be used as an excuse for exemption; all the participants are responsible.
