He was the former deputy minister of the Chinese Ministry of Health[i]; director of the Technical Clinical Application Committee (OTC) of the China Human Organ Transplantation (July 2006)[ii]; director of China Human Organ Donation Committee (CODC) (2008)[iii]; as well as honorary director of the Department of Organ Transplantation, First Affiliated Hospital of Sun Yat-sen University; and director of Liver Surgery at Peking Union Medical College Hospital.[iv]

Abstract:
Huang Jiefu is a key organizer of the organ harvesting of Falun Gong practitioners in the Chinese Communist Party Health System. In the hospital where he served, the number of transplants is huge, and many doctors have outright admitted to using the organs of Falun Gong practitioners. He is also personally involved in large numbers of organ transplants. For example, in 2012, he stated that he had personally performed more than 500 liver transplants in one year. On September 28, 2005, Huang Jiefu performed a liver transplant surgery and was suspected of using three living people as spare liver sources. In the CCP’s large-scale organ harvesting of Falun Gong practitioners, he is one of the main criminals involved. 

(I). Huang Jiefu is an important organizer of the organ harvesting of Falun Gong practitioners in the Chinese Communist Health System.

From October 2001 to early 2013, Huang Jiefu was the main person in charge of organ transplants at the Ministry of Health/the Health Planning Committee of the Communist Party of China. This period was also the peak of organ harvesting from Falun Gong practitioners by Jiang Zemin’s group.

He has promoted the establishment of organ transplant centers in many hospitals, including various unqualified municipal-level Chinese medicine hospitals, township hospitals, and grassroots military hospitals. These institutions, despite being ill-equipped to handle transplants, carried them out in large quantities regardless. At the peak of Huang's efforts, there were more than 1,000 transplant hospitals[v]according to Ye Qi, chairman of the CCP's OPO Organ Acquisition Alliance. Among these, there were 891 hospitals that had cases of organ transplants investigated by WOIPFG. From 2001 to 2006, the number of hospitals offering kidney transplants increased from 106 to 368. During this five-year period, the volume of kidney transplants disclosed by these hospitals was at least 30,000, which is equivalent to the number of all kidney transplants done in China in the 40 years prior to 1999. The explosion in the number of transplanted organs cannot be explained by death row inmates and voluntarily donated organs.

(II). Huang Jiefu is suspected of direct participation in the live organ harvesting of Falun Gong practitioners

1. On September 28, 2005, Huang Jiefu used three living persons as the backup liver sources for one liver transplant surgery[vi]

According to the CCP’s state-run media outlet Xinhua reprinting from Xinjiang News Online, Sina.com reprinting from Urumqi News OnlineToday’s Nurse magazine and Phoenix Weekly, the then-Vice Minister of Health Huang Jiefu accompanied Luo Gan, the then-Secretary of the CCP’s Central Political and Legal Affairs Commission, to attend the 50th anniversary celebration of the establishment of Xinjiang Uyghur Autonomous Region in the afternoon of September 28, 2005. In the meantime, Huang Jiefu demonstrated an autologous liver transplantation surgery at the First Affiliated Hospital of Xinjiang Medical University. To prevent the surgery from becoming a failure, Huang Jiefu instructed the First Affiliated Hospital Sun Yat-sen University of Medical Sciences in Guangzhou, the Third Military Medical University Affiliated Southwest Hospital in Chongqing, and the hospital where he was performing the operation to each find a backup liver.

This surgery exposed the three following issues:

1) The three backup livers had to have been three living persons

According to reports, it was only after a 15-hour surgery and a 24-hour observation period that Huang Jiefu declared the transplant a success, saying that the back-up livers were no longer needed. According to organ transplant methodology, the liver’s cold ischemia time should not exceed 15 hours. Huang Jiefu required up to 40 hours to determine the success or failure of his transplant, and thus took 40 hours to decide whether he needed a spare liver. Therefore, the three spare livers prepared by Guangzhou, Chongqing, and Xinjiang before the surgery can only come from three live people, that is, three living persons were used as backup sources[vii], so that if the operation had failed, Huang Jiefu can take their organs and use them at any time. [viii]

2) A collection of organ banks consisting of detained living donors exists outside of China’s justice system

Because the execution of a death row prisoner must strictly comply with the law, the time and location of the execution must be predetermined by a written document issued by the Supreme Court. At the time of the execution, officials from the court and the procuratorate must be on site to perform a positive identification of the prisoner; the positive identification procedure is repeated after the execution is carried out. However, in the case of Huang Jiefu’s operation, medical staff from Chongqing and Guangzhou were able to bring the backup donors to the destination by air, and the liver donor in Xinjiang was also on standby. This proves that the three liver donors were especially detained and existed outside of the justice system. In other words, there are a group of people who exist outside of the judicial system, and can be slaughtered at any time to provide organs for organ transplants.

3) The donor organ banks of living persons are suspected to exist across China, and the number of detained persons is enormous

Huang Jiefu’s organ deployment from different provinces and cities indicates that organ banks of living persons are widespread all over China. The probability of organ matching and the speed of finding compatible backup livers from three cities simultaneously implies that the number of living organ donors is enormous.

(III). Huang Jiefu alone performed more than 500 liver transplants in 2012, with only one organ being a donated one

As a liver transplant surgeon, Huang Jiefu told a journalist from Guangzhou Daily in March 2013 that he alone performed more than 500 liver transplants in 2012, and among them, only one transplant used a donated organ[ix].

(IV).  At the First Affiliated Hospital of Zhongshan University in Guangzhou where Huang Jiefu was appointed as the honorary director, many doctors admitted to using live Falun Gong practitioners as donors.

Summary of the investigation results:

When Han heard that Huang Jiefu did more than 500 cases of liver transplantation every year, he said: "We have done more than 1,500 cases now!" Han confirmed twice the organ bank of detained Falun Gong practitioners and the use of their organs, saying, “Correct. That’s right.”

Dr. Han verbally admitted the existence of live organ harvesting from Falun Gong practitioners, which took place after Huang Jiefu declared that the CCP would “stop using the organs of executed prisoners” in 2015.

Qin Han: We have a brain death center in our South China area, it's in our hospital, Huangpu Hospital, about a 40 minute drive. We have two divisions of our the hospital, the headquarters and the Huangpu District one. Surgery is performed in the headquarters while the organs are taken from Huangpu. You won't have to worry about ischemia. Our center is dedicated to organ transplants. We are all over the country, everyone does it like this and we already quit using the so-called death row inmates, so it is like this in the whole country. This is the case in every big city. South China may only have one center of ours, a transplant center like this. But you know, for example, some places need a certain type, they'll just call and come to get it, it's basically like this. We mainly supply Guangzhou, and our priority is Zhongshan Hospital. It's pretty much like this, but we run everything ourselves, after all.
