Feng Zheng committed particularly severe violations of religious freedom

As a senior CCP leader in Shanxi Province, Feng, directly or through chain of command, planned, ordered, and committed or otherwise participated in the widespread and systematic violence against Falun Gong.

From June 2003 to May 2011, while serving as the Director of the Shanxi Prison Administration, Feng planned, ordered and implemented the “forced transformation” of Falun Gong practitioners. Under his command, Shanxi prison personnel tortured Falun Gong practitioners in an attempt to coerce them into giving up and denouncing their faith. As a result, Liu Zhibin, Kang Zhiguo,[2] Luan Fusheng, and Guo Juting died of torture in the Jinzhong Prison[3] and Cao Shuangmei died of torture in the Shanxi Women's Prison.[4]

On the morning of July 20th, 2004, Feng's subordinates subjected 51-year-old Liu Zhibin to a "forced transformation” process. Prison guards of the Jizhong Prison of Shanxi Province first placed Liu into a “transformation cell”. Then, led by prison guard Han Xiaoliang, prison personnel stripped Liu Zhibin, beat him with batons and handcuffs, and poured boiling water over his head.   Feng's subordinates continued to torture Liu for over an hour until he died.Shortly after, the prison told Liu's family that he had died of a heart attack and proceeded to cremate his body without the consent of his family .[5]

In July 2009 under Feng's command at Shanxi Women's Prison, prison guard Lei Ruixiang instigated inmates to beat up 52-year-old Cao Shuangmei to the point of death because she had refused to denounce Falun Gong. After Cao died from the severe beatings, the prison informed her family that she had passed away due to a heart attack. Prison authorities did not allow Cao's family to see her body for over a month.[6]

From April 2013 to January 2018, Feng served as the Director of the Shanxi 610 Office. Under his command, local authorities imprisoned and tortured numerous Falun Gong practitioners resulting in the deaths of Cheng Xiande, Wang Jigui, and Zhao Cungui.  In addition to those who died under torture, local authorities imprisoned and further sentenced five Falun Gong practitioners over the age of 70: Ji Delian, Liu Lala, Li Guipu, Yang Suxian and Li Xifu.[7]

On March 17th, 2014, over twenty Yuci District policemen under Feng's jurisdiction kidnapped and broke into the home of Cheng Xiande, a 75 years old resident of Yuci District, Jinzhong City, Shanxi Province. Local authorities then indicted and sentenced Cheng on October 30th, 2015 for practicing Falun Gong.In prison, Feng's subordinates tortured Cheng so much that he became incapacitated. Cheng passed away on January 9th, 2016, twenty days after prison authorities sent him home.[8]

On August 4th 2014, officials from the 610 office of Yangquan City under Feng's command kidnapped Wang Jigui, a Chinese medical doctor from Pingding County, Yangquan City, Shanxi Province. Local authorities then sentenced Wang to three years of imprisonment in the Shanxi Jinzhong Prison system. Wang died on June 2nd, 2016 in Shanxi Xinkang Prison.[9]

Police under Feng's command arrested 62-year-old Zhao Cungui on November 17th, 2015 for practicing Falun Gong. At Taiyuan City Detention Center, prison personnel fed Zhao food laced with unknown drugs. As a result, Zhao developed blurred vision and big pustules on his head and legs. Prison authorities then transferred Zhao to Jinzhong Prison in May 2016. A little over two months later, the prison notified his family that Zhao had died “after a sudden illness.” [10]

Fang Ying of Pingding County, Shanxi Province filed a lawsuit against former president Jiang Zemin for the persecution of Falun Gong. Soon after, police under the jurisdiction of Feng harassed her at her home three times and forced her to denounce Falun Gong. In addition,  local CCP officials at her workplace  repeatedly sent personnel to threaten her. She passed away on April 3rd, 2016.[11]

On November 14th, 2016, the Shanxi CCP Political and Legal Affairs Committee dispatched personnel to Fenxi County to interrogate and threaten Falun Gong practitioners who filed had lawsuits against Jiang Zemin and attempted to “transform” them.[12]
