Investigative Report on the Persecution of Falun Gong by Jiang Tieliang

? – 2008: Court Clerk, Assistant Judge, Judge, Vice Court President, Court President, and a Judicial Committee member of the Dongcheng District People's Court, Beijing.

2008 - Present: Deputy Director of the Judicial Bureau of Dongcheng District, Beijing, Member of the Communist Party Group of the Judicial Bureau[1],[2].

Summary of Evidence

Since the Jiang Zemin Group began to suppress Falun Gong in July 1999, the Supreme People's Procuratorate as well as the Supreme People's Court of China have tried their best to follow Jiang Zemin. Actions from these groups include illegally arresting Falun Gong practitioners without warrants, sentencing them without proper legal procedures, and even frequently without trials. As a result, many innocent Falun Gong practitioners have been illegally sentenced, “re-educated” through forced labor, and even persecuted to death over the past 20 years. As a law executor to have committed such persecutions, one should take full responsibility for his/her commitments. 

Notably among these acts, on August 17, 2001, the Dongcheng District Court of Beijing illegally tried 25 Falun Gong practitioners who displayed a 99 meters long banner displaying the message “Falun Dafa Is Good” as well as 18 "Hong Yin" poems at Tiananmen Square on December 31, 2000. The presiding judge was Jiang Tieliang, a judge of the Dongcheng District Court, on charges of “using the cult organization to undermine the law.” Falun Gong practitioners who have been illegally sentenced include:[3] [4]

  1. SHAO, Qiang (邵强), male, 24 years old, technical college graduate, address: Donghai Road #6, Shinan District, Qingdao, Shandong Province, sentenced to 10 years in prison. During the illegal detention in Shandong Provincial Prison in Jinan, his head was severely beaten, leading to mental illness[5].
  2. QIU Xiuxin (邱秀欣), female, 35 years old, middle school graduate, address: Zhong'er Road #34, Shizhao District, Qingdao, Shandong Province, sentenced to 10 years in prison.  During the illegal detention in Shandong Women Prison in Jinan, she was brainwashed and eventually began to persecute other practitioners in the prison[6].
  3. SUO Zhenjiang (索振江), male, 43 years old, middle school graduate, farmer from Shilouzhen Village, Beijing, sentenced to 8 years in prison.
  4. XIU Haifeng (修海峰), male, 29 years old, specialized middle school graduate, address: 304 Building #8, 20 Yaojia Lane, Huayuan North Road, Dongchangfu District, Liaocheng, Shandong Province, sentenced to 8 years in prison.
  5. WANG Jian (王健), female, 34 years old, middle school graduate, farmer from Xiaomutian Village, Chaoyang District, Gaomi, Shandong Province, sentenced to 7 years in prison.
  6. BU Fanwei (卜繁伟), male, 21 years old, middle school graduate, address: Xinhua Street 1-4-267, Tahe County (town), Heilongjiang Province, sentenced to 8 years in prison. He was detained in Haerbin Prison, where he was tortured.[7]
  7. LI Xiaoyong (李晓勇), male, 27 years old, college graduate, address: 16 Yan'an South Road, Changji, Xinjiang Uygur National Minority Autonomous Region, sentenced to 7 years in prison.
  8. WANG Huanping (王焕平), male, 54 years old, middle school graduate, farmer from Ziran Village, Yugou, Jiaokou Rural Area, Qinyuan County, Shanxi Province, sentenced to 3.5 years in prison.
  9. PENG Lizhong (彭立忠), male, 27 years old, middle school graduate, farmer from Shuishou Village, Muqi Town, Xinbin County, Fushun, Liaoning Province, sentenced to 4 years in the Lingyuan First Prison of Liaoning Province.[8]
  10. LI Guiyou (李贵友), male, 45 years old, elementary school graduate, farmer from Shangjiahe Village, Xinbin County, Fushun, Liaoning Province, sentenced to 3 years in the Lingyuan First Prison of Liaoning Province.
  11. ZHAO Hongming (赵鸿铭), male, 22 years old, middle school graduate, address: 30-4 Donglin Street, Dashitou Town, Dunhua, Jilin Province, sentenced to 3.5 in the Lingyuan First Prison of Liaoning Province.
  12. LIANG Deren (梁德仁), male, 33 years old, elementary school graduate, farmer from Dongmen Village, Guangning Rural Area, Beining, Liaoning Province, sentenced to 3.5 years in in the Lingyuan First Prison of Liaoning Province.
  13. SUI Yinghua (隋英华), male, 29 years old, middle school graduate, address: 10 Hunhe Street, Qingyuan County (Town), Fushun, Liaoning Province, sentenced to 3.5 years in the Lingyuan First Prison of Liaoning Province.
  14. ZHANG Shuliang (张述良), male, 54 years old, specialized middle school graduate, address: 402 Building #10, Xincun Tianyuanli, Xihu District, Wuhan, Hubei Province, sentenced to 1.5 years in prison.
  15. ZHANG Dakui (张大奎), male, 27 years old, specialized middle graduate, address: 402 Building #10, Xincun Tianyuanli, Xihu District, Wuhan, Hubei Province, sentenced to 3 years in prison.
  16. Yu Lantao (于澜涛), male, 42 years old, technical college graduate, address: Wujiashan Dongwuli 61-403, Xihu District, Wuhan, Hubei Province, sentenced to 3 years in prison.
  17. ZHOU Bo (周波), male, 21 years old, high school graduate, address: 41-1-508 Suihua Road, Dongzhou District, Fushun, Liaoning Province, sentenced to 4 years in the Lingyuan First Prison of Liaoning Province.[9]
  18. WANG Yingli (王英里), male, 36 years old, middle school graduate, worker from Douling Tree Farm, Xinbin County, Fushun, Liaoning Province, sentenced to 3.5 years in the Lingyuan First Prison of Liaoning Province.
  19. MA Fuyue (马福月), male, 48 years old, middle school graduate, from Xinjingzi Village, Yangquanzi Town, Panshan, Liaoning Province, sentenced to 3 years in prison.
  20. ZHOU Shaotang (周绍堂), male, 61 years old, elementary school graduate, from Yitun Village, Dongguo Town, Panshan County, Jinpan, Liaoning Province, sentenced to 4 years imprisoned in the Lingyuan First Prison of Liaoning Province.
  21. LIU Ziwei (刘子巍), male, 25 years old, specialized middle school graduate, address: 3 Zhaoshan Street, Shiren Town, Jiangyuan County, Baishan, Jilin Province, sentenced to 3 years in prison. He was persecuted to death in Chaoyanggou Labor Camp on December 13, 2004.[10]
  22. WANG Pu (汪溥), male, 32 years old, technical college graduate, address: 58-1-1-501 Jiangjun Third Street, Shuncheng District, Fushun, Liaoning Province, sentenced to 4 years in the Lingyuan First Prison of Liaoning Province.[11]
  23. LANG Xinhua (郎新华), male, 46 years old, high school graduate, address: 9 Heping Street, Xinbin County, Fushun, Liaoning Province, sentenced to 3 years in the Lingyuan First Prison of Liaoning Province.
  24. LI Dexiang (李德相), male, 26 years old, middle school graduate, from Xialongwanzi Village, Dasiping Town, Xinbin County, Fushun, Liaoning Province, sentenced to 4 years in the Lingyuan First Prison of Liaoning Province. He was persecuted to death on October 1, 2012.[12]
  25. LIANG Jinchun (梁锦春), male, 28 years old, college graduate, address: 366-404 Guandu First Road, Maoming, Guangdong Province, sentenced to 4 years in prison.

 

Two of them, LIU Ziwei (刘子巍) and LI Dexiang (李德相), have been persecuted until death.
