Major crime

When Jiang Zemin began to persecute Falun Gong in July 1999, the Supreme People's Procuratorate and the Supreme People’s Courtfollowed Jiang’s orders closely.  They illegally arrested and imprisoned Falun Gong practitioners, and created new legislation to fully support the persecution. In the past 20 years, many innocent Falun Gong practitioners have been illegally brainwashed, sentenced to prison, and even persecuted to death.

At the end of 1999, during the CCP’s first illegal trials of Falun Gong practitioners, Fang Gong sued a practitioner for the crime of “utilizing cult organizations to undermine law enforcement.”[5] This opened up the first case of illegal prosecution against Falun Gong practitioners, and Fang Gong was fully responsible for starting this trend.

On December 26, 1999, members of the Falun Dafa Research Association, including Li Chang, Wang Zhiwen, Ji Liewu, and Yao Jie were illegally tried in Beijing First Intermediate Court. Fang Gong, as the Deputy Chief Procurator of the first branch of the Beijing Procuratorate, was the prosecutor for this trial. The court was held at the First Chamber of Criminal Trial of Beijing No. 1 Intermediate Court. The Presiding Judge was Ma Zirong, the judge was Wang Huiqing, and Acting Judge was Li Xiang. The practitioners were convicted with the crime of "using a cult organization to undermine the law, organizing and using a cult organization to cause death, and illegally obtaining state secrets." Li Chang was illegally sentenced to 18 years in prison and deprived of political rights for 5 years. Wang Zhiwen was illegally sentenced to 16 years in prison and deprived of political rights for 4 years. Ji Liewu was illegally sentenced to 12 years in prison and deprived of political rights for 2 years. Yao Jie was illegally sentenced to 7 years in prison, and deprived of political rights for 1 year. After that, Li Chang, Wang Zhiwen, and Ji Liewu were illegally detained in Beijing Qianjin Prison, and Yao Jie was illegally detained at the Beijing Women's Prison.[6]
