Investigative Report on the Persecution of Falun Gong by Su Jing

head of the Masanjia Labor Camp’s Second Female Division
December 29, 2020

Full Legal Name: Su (last name) Jing (first name) (苏境)

   Gender: Female

   Country: China

   Year of Birth: 1953

   Place of Birth: Unknown

From October 1999 to August 2007, Su Jing was the head of the Masanjia Labor Camp’s Second Female Division (also known as the Liaoning Province Ideological Education School, a brainwashing center).

The persecution of Falun Gong is a persecution of faith. Therefore, brainwashing and transformation of those arrested are at the core of the persecution to force Falun Gong practitioners to give up their beliefs. The Chinese Communist Party (CCP) calls this “educational transformation,” i.e., brainwashing.

Below are examples of the awards issued by the CCP to Su Jing and the Masanjia Labor Camp to recognize her active role in “transforming” Falun Gong practitioners, and details of her crimes against Falun Gong practitioners.[1]

Awards presented to Su Jing:

  • China’s Ministry of Justice - “Outstanding Education Expert” (second-level national model hero)
  • Liaoning Province - “Red Flag Excellent Female Model Worker”, “Police Officer that People Like” in the provincial political and legal system, “Excellent Civil Servant,” and “Model Civil Servant” with first-class award.

Awards presented to the Masanjia Labor Camp (Liaoning Ideological Education School)

  • China’s Ministry of Justice – Advanced Education and Transformation Work Team in the National Judicial Administration System
  • National - National Advanced Unit against Falun Gong
  • Liaoning Province – Provincial Advanced Team against Falun Gong
  • Liaoning Province - Red Flag Excellent Female Team, Second-Rank Award for Educational Transformation
  • Shenyang City Female Civilization Model Post

Masanjia Labor Camp is located in Masanjia Township, Yuhong District, Shenyang City, Liaoning Province. On October 29, 1999, in order to implement Jiang Zemin’s campaign against Falun Gong, Masanjia Labor Camp’s Second Female Division was set up, specifically to detain Falun Gong practitioners. Su Jing was named head of the Second Female Division.[2] On February 6, 2001, the Second Female Division was renamed “Liaoning Province Ideological Education School,”[3] specializing in “transforming” Falun Gong practitioners.[4] Su Jing was named the headmaster of the “School.”[5] In October 2006, the Second Female Division was merged with the First Female Division to become the Masanjia Female Labor Camp. Su Jing was promoted to work at the Camp level. In August 2007, Su Jing was transferred to the Liaoning Province Guan’Ai School located in Luotaishanzhuang (also known as Luotaishanzhuang Brainwashing class) where she continued her leading role in “transforming” Falun Gong Practitioners.

Below is a summary of Su Jing’s crimes against Falun Gong Practitioners in Masanjia:

Masanjia Labor Camp is not an ordinary labor camp. It is a model labor camp under the direct command and control of the Jiang Zemin Group in its persecution of Falun Gong. It is under the direction of the CCP Personnel Department, the CCP Central Leadership Team to Handle Falun Gong Issue, the CCP Political & Legal Affairs Committee, the CCP 610 Office, and the Justice Department. In order to force Falun Gong practitioners to give up their beliefs and to reach the targeted “transformation rate,” Masanjia designed and implemented numerous torture methods that were promoted throughout China by the CCP.

In 2001, China Central TV reported, "As the representative of the Masanjia Labor Rehabilitation Institute in Liaoning Province, Director Su Jing will participate in the ‘Anti-Falun Gong’ speech group and give lectures while touring around the country.”[6]

  1. Torture

Based on incomplete statistics, from October 1999 to April 2004, the estimated total number of Falun Gong practitioners detained at Masanjia reached 4,000.[7] As many as 1,300 were detained there at any one time.[8] Guards led by Su Jing used dozens of torture methods on Falun Gong practitioners,[9],[10],[11],[12] including methods like the “iron chair,” which restrains body movement for extended period of time with hands and feet tied up, preventing the person from sitting upright and causing bodily injuries; solitary confinement; electric shock to sensitive private parts; hanging by handcuffs, where the legs and arms are stretched to the extreme in the posture of a cross while the person is hung by handcuffs so that they are subjected to the entire weight of their body and stretched until they suffer bodily injuries; baojia,” a system in Masanjia that assigned inmates to monitor Falun Gong practitioners around the clock and allowed inmates to impose corporal punishment on practitioners; sitting on a small stool for extended periods of time, which led to the ulceration and inflammation of the buttocks; handcuffed in the “dead person's bed” pose where the victim is tied to a bed in the spread-eagle position; deprivation of sleep for up to ten days; splits where the victim’s legs were forced spread to the maximum while guards pulled the legs further apart); tying the legs in a folded position for long periods of time, causing the victim to pass out due to excruciating pain; forced brainwashing; forced standing or squatting for long period of time; brutal beating; force-feeding; and forced injection of chemicals.

Based on incomplete statistics, as of August 2006 when Su Jing left Masanjia, at least twelve Falun Gong practitioners died due to torture and six suffered nervous breakdowns.[13]

1. Torture Murder

Zhang Haiyan, a resident of Heishan County, Liaoning Province was sentenced to two years of forced labor in November 2001. During her detention in Masanjia, she was tortured with tactics including hanging by handcuffs, tied in painful positions for long periods of time, and beaten. Due to the torture, she became mentally disoriented and could not take care of herself. After she was sent home, she continued to suffer tremendously from pain and anxiety. She died on January 18, 2004 at the age of 34.[14]

Wang Wenjun was a 38-year-old employee of the Nuerhe Weaving Factory in Jinzhou City, Liaoning Province. In June 2001, she was sentenced to three years of forced labor in Masanjia. She was forced into slave labor for an excessive number of hours and subjected to brainwashing. As a result, her health deteriorated, and she started to suffer from abnormal vaginal bleeding. In December 2002, Masanjia guards tied her legs together in a double-cross posture for as long as five hours, and also forced her to sit on a small stool long periods of time. On July 22, 2003, she passed away at home at the age of 38.[15]

Zou Guirong was a road maintenance worker from Xinbin, Fushun City, Liaoning Province. On January 24, 2000, she was sent to Masanjia where she was beaten by guards and inmates alike because of her practice of Falun Gong. She was subject to the “jet plane” torture method where her upper body and legs were forced to form a 45-degree angle, head down and arms raised straight up from behind her back to the maximum extent. She was also subjected to a torture method called “riding a motorcycle” where she was forced to squat halfway for long periods with arms extended out in front. Once, she was beaten with four electric batons and steel needles, day and night for five days. By the end, her body was covered in deep bruises and her legs were so swollen that she could not get into bed. Because she tried to expose the torture she endured, she was subjected to brutal beatings and forced injections that damaged her nervous system. At the end of April 2002, she died at the age of 36 in Fushun Hospital as a result of the torture she endured.[16],[17]

Bai Shuzhen was from Wafangdian City, Liaoning Province. In October 2001, she was sentenced to two years of forced labor and sent to Masanjia where she was subjected to torture, brainwashing, and slave labor. On April 12, 2003, she died of torture at the age of 60.[18]

Zhang Guizhi from Jinzhou City, Liaoning Province was sentenced in October 2001 to two years of forced labor in Masanjia, where she was subjected to torture, forced brainwashing, and slave labor. As a result, she died on April 12, 2003 at the age of 47. Her body showed signs of beating, with bloodstains around her nose and mouth.[19]

Wang Yunjie from Dalian City, Liaoning Province was kidnapped on June 4, 2002 and sent to Masanjia. She was subjected to four months of solitary confinement during which she was kept in water cells, a warehouse built from triangle steel beams, and in basements. She was also made to stay under the scorching sun for over 20 days. Wang Yunjie was subjected to savage beatings and slave labor. She was forced to fold her legs in front of her while she was tied up and hung using handcuffs for extended periods of time. Once she was released from her restraints, she could not stand, walk, or sit normally. Moreover, guards shocked her breasts with electric batons so often that her breasts suffered from severe, incurable ulceration. She passed away in July 2006 at the age of 40.[20]

Other Falun Gong practitioners subjected to similar torture methods at Masanjia include Wang Yan, Su Juzhen, Gao Rongrong, Li Baojie, Qin Qingfang, Ren Shujie, and others.

2. Mental Breakdowns Due to Physical and Psychological Torture

Li Jinghua from Chaoyang City, Liaoning Province was sent to Masanjia on October 30, 1999. There, she was subjected to beatings due to her practice of Falun Gong. On August 2, 2000, she was put in solitary confinement and not allowed to sleep for 3 days while holding the “jet plane” position where her upper body and legs were forced to form a 45-degree angle with head down and arms raised straight up from behind her back to the maximum extent. Meanwhile, the guards shocked her palms, soles, breasts, and neck using electric batons, leaving severe burns on her skin. Later, unable to force her to give up her belief in Falun Gong, Masanjia put Li Jinghua into a psychiatric hospital. In 2001, at the age of 34, she suffered a mental breakdown due to the torture she endured.[21]

Falun practitioners that became mentally disoriented due to torture and brainwashing at Masanjia include Qi Zhenrong and Jiang Yan, both from Benxi City, and Yang Jingzhi, Shen Shuwen and Zhang Yanqiu, all from No. 7 Middle School in Beipiao City.[22]

  1. Sexual Violence

In October 2000, 18 female Falun Gong practitioners were thrown naked into the men’s cells at Masanjia for the express purpose of having the male inmates rape them. Five of the 18 died, seven suffered mental breakdowns, and the rest were maimed. Masanjia guards shouted, “What is tolerance? It is not to allow you to sue when you are raped!”[23]

In April 2001, Masanjia guards sent nine Falun Gong practitioners (Zou Guirong, Su Juzhen, Yin Liping, Zhou Min, Wang Li, Zhou Yanpo, Ren Dongmei, Zhao Suhuan, and one other practitioner) to Zhangshi Male Labor Camp at different times. The females were put in the same cell as 40 to 50 male inmates and left to be group raped. Some of these practitioners suffered mental breakdowns within 18 days.[24], [25]

Falun Gong practitioners were also subjected to other brutal sexual torture. Masanjia guards used electric batons to shock female practitioners’ private parts and breasts. They tied toothbrushes together and inserted them into female private parts. They also stuffed spicy pepper powder into female private parts. One victim of this form of torture was Xin Suhua.[26], [27], [28]

  1. Slave Labor

At Masanjia, Su Jing treated Falun Gong practitioners like slaves. She obtained orders from outside the labor camp and forced Falun Gong practitioners to work without pay for up to 18 to 20 hours daily to generate revenue for Masanjia at high-profit margin.[29]

At Masanjia, Falun Gong practitioners had no days off during the week. As reported by Minghui in 2000, they had no more than 7 days off during the entire year. They worked for an average of 14 to 16 hours a day. Furthermore, Su Jing often extended working hours, claiming a tight schedule and deadlines, forcing Falun Gong practitioners to work until 3 to 4 am the next day, or 36 hours nonstop. Because of the excessive workload and high stress, a large number of Falun Gong practitioners suffered from bruised and even atrophied muscles on one side of their buttocks. Some passed out due to exhaustion while working. Many had swollen legs and irregular menstruation. The excessive work hours caused serious injuries to Falun Gong practitioners. Additionally, Masanjia guards would punish those who were not productive enough, cursing at them, slapping them in the face, forcing them to squat or sit in other uncomfortable positions for long periods of time, shocking them with electric batons, increasing their sentence times, as well as other forms of inhuman abuse.[30]
