(Note: Since May 1, 2017, the organization of Yingze District Procuratorate was changed from the original Public Prosecution Section and the Investigation Supervision Department into the First Department of the Criminal Prosecution, the Second Department of the Criminal Prosecution, and the Third Department of the Criminal Prosecution. From then on, the same procurator who approves an arrest would also prosecute the case.[2])

Hou Qiang followed Jiang Zemin's policy closely to persecute Falun Gong and became an attacker for the Chinese Communist Party (CCP) against Falun Gong practitioners. He sued Falun Gong practitioners for owning so-called “criminal materials,” such as Falun Gong books, Falun Gong materials, and computers and mobile phones with Falun Gong files on it. Dozens of innocent practitioners were illegally sentenced to prison. Zhang Jinsheng was persecuted to death.

 

  1. Hou Qiang illegally prosecuted Falun Gong practitioners as a public prosecutor or procurator

Falun Gong practitioner Zhang Jinsheng was 62 years old. He worked for the Development and Reform Commission of Wanbai District before he was arrested. At around 11 PM on May 5, 2008, the Yingze Police Station of Taiyuan City illegally arrested Zhang Yueqin, Zhang Jinsheng’s sister and her home was illegally ransacked. On May 16, Zhang Jinsheng went to Yingze Police Department and requested the police release his sister. Mr. Zhang was subsequently followed and kidnapped by the police. He was then illegally prosecuted by Houqiang and sentenced to seven years in Jinzhong Prison by the Yingze District Court. His sister Zhang Yueqin was also illegally sentenced to five years in prison. On the evening of November 18, 2012, Zhang Jinsheng was persecuted to death.[4]

Falun Gong practitioner Li Yan was a senior engineer. She wrote a complaint, “Before the 2008 Olympics, the police kidnapped me at the entrance of our community on the evening of May 16. They took away my car, my private properties in the car, and the keys to my home. I was sent to the Yingze District Police Station. In August of that year, I was sued by the Procuratorate of Yingze District, Taiyuan City (Prosecutor: Hou Qiang, Prosecution document: Criminal Proceedings [2008] No. 366). I was illegally trialed in court. They did not allow me to have any lawyers and did not inform my family. In court, I was illegally sentenced to seven years in prison for the crime of ‘destruction of law by a cult organization’” After that, Li Yan was illegally detained in the Women's Prison of Shanxi Province.[5]

In October 2008, Hou Qiang illegally prosecuted Falun Gong practitioners Liang Linsheng, Zhou Hua, and Zhou Xunyi.  All three practitioners were illegally sentenced and sent to prison.

 

  1. Hou Qiang’s persecution against Falun Gong practitioners while he was Deputy Chief of the Public Prosecution Section

At around 8 PM on June 5, 2014, Falun Gong practitioner Ji Guozhen was illegally prosecuted by the Public Prosecution Section of the Yingze District Procuratorate. On July 30, 2014, she was illegally sentenced to four years in prison.[6]

Falun Gong practitioner Liu Bailian was 62 years old. She was illegally arrested by the police on June 9, 2014. On the morning of December 17, 2014, she was illegally prosecuted by the Public Prosecution Section of the Yingze District Procuratorate. She was sentenced by the Yingze District Court to three-and-a-half years in prison.

Falun Gong practitioner Xia Yilin was illegally prosecuted by the Public Prosecution Section of the Yingze District Procuratorate on August 16, 2016. He was sentenced to four years in prison.[7]

 

  1. Hou Qiang’s persecution against Falun Gong practitioners while he was head of the Second Department of the Criminal Prosecution

On June 25, 2018, police from the Yingze Police Station kidnapped Falun Gong practitioners Wang Suping (67 years old), Luo Baojun (62 years old), Sun Zhifen (60 years old), Zhang Qingxiang (69 years old), Zhang Runying (71 years old), Guo Runxian (68 years old), Tian Yuqin (60 years old), and Hu Lanying (65 years old), among others. On October 18, 2018, another Falun Gong practitioner, Wang Lanmei (72 years old), was also kidnapped.[8] The nine Falun Gong practitioners were illegally prosecuted by the Yingze District Procuratorate and illegally tried on April 2, 2019. The average age of the nine Falun Gong practitioners was over 60 years old. They were all forced to wear handcuffs and shackles when they appeared in court. Eight of them were illegally sentenced as follows:[9]

Sun Zhifen (60 years old) was sentenced to 10 years in prison and fined 30,000 yuan.

Wang Suping (67 years old) was sentenced to 10 years in prison and fined 30,000 yuan.

Zhang Qingxiang (69 years old) was sentenced to 6 years in prison and fined 20,000 yuan.

Tian Yuqin (60 years old) was sentenced to 6 years in prison and fined 20,000 yuan.

Luo Baojun (62 years old) was sentenced to 5 years in prison and fined 20,000 yuan.

Zhang Runying (71) was sentenced to 2 years in prison and fined 10,000 yuan.

Guo Runxian (68 years old) was sentenced to 1 year in prison and fined 6,000 yuan.

Hu Lanying (65 years old) was sentenced to 1 year in prison and fined 5,000 yuan.
