Investigative Report on the Persecution of Falun Gong by Dong Ning

According to Minghu.com, in reported statistics tracked since the year 2000, Dong Ning directly persecuted more than 100 Falun Gong practitioners. He caused the death of two practitioners and had over 30 practitioners sentenced, sent to labor camps, and illegally detained. He also ransacked the homes of over 70 practitioners. Since Dong Ning has taken the head position at the Domestic Security Division in Binhai, the security force has intensified its persecution of Falun Gong practitioners. Additionally, using their positional power, the security force has extorted large amounts of money from persecuted practitioners. Below are just some of the documented cases.

Cases of Persecution to the Death

Guo Xiuhua, a Falun Gong practitioner who worked at Shengli Oil Field, was kidnapped by Dong Ning and his team after they illegally broke into her home and ransacked it. Guo Xiuhua was illegally detained in Binhai Detention Center. While there, she was brutally beaten. After a year of torture, the detention center discovered that Guo Ziuhua had breast cancer. After being released for medical treatment, she continued to be monitored and harassed by the local court, the prosecutor’s office, and Binhai Police Station, leading her to eventually abandon her home. Ms. Guo died on December 26, 2018 from the persecution. Her son sought justice after her death, going to Binhai Police Station and meeting with Dong Ning, who was directly responsible for his mother’s death. Dong Ning refused to take any responsibility for Ms. Guo’s death and instead threatened her son should he take any further action.[1]

Cases of Kidnapping, Torture and Illegal Detention

On November 1, 2004, Dong Ning led his team to the Shengbei Community Number 34 Middle School teacher’s office. There, they searched for Luan Hong (a music teacher), claiming that they needed her assistance in an investigation. They forcibly removed her from the school, and on November 15, 2004, Luan Hong was illegally sent to a labor camp for three years.[2]

On September 29, 2005, Dong Ning tricked Dong Qiuju, a 60-year-old relative of a Shengli Oil Field worker, into going to Binbei Police Station for questioning. Dong Qiuju was detained and his home was ransacked. Police stole his computer and other personal belongings. Dong was then illegally detained at a brainwashing center. Dong Ning lied to Dong Qiuju’s family regarding what happened and demanded money for his release. Dong Qiuju’s family provided over 10,000 Chinese Yuan, but Dong Ning still refused to release Dong Qiuju, instead demanding even more money. Dong Qiuju was finally released on January 19, 2006, at which point his family had paid the police tens of thousands of Chinese yuan as a “brainwashing conversion fee.”5

On June 26, 2006, Dong Ning led over 10 undercover police to break into the home of Yue Guomin, a worker at Jingan Property Management Company, illegally ransacking his house.  Later, Yue was kidnapped and sent to Gongying Brainwashing Center. Yue went on a hunger strike in protest of his illegal detention. In response, Dong Ning force-fed Yue Guomin salt water with the intention of intensifying his pain. Yue’s wife, Qiu Aifen, requested that Dong Ning send her husband to the hospital for treatment, but instead, Yue Guomin was illegally sent to a labor camp for three years.

Due to constant targeting, Yue Guomin was forced to abandon his home. In order to find out Yue’s whereabouts, Dong Ning targeted Yue’s daughter, Yue Qun, who was only 18 years old and attending high school. On June 19, 2007, Yue’s daughter was captured by Dong Ning’s team. Dong Ning knelt on Yue Qun’s back, handcuffed her from behind, and took her to a brainwashing center. Dong Ning took Yue Qun’s watch, keys, cell phones, and other personal belongings. She was emotionally and physically abused while detained at the center. When Yue Qun regained consciousness the following day, she was in pain and shock from the abuse she suffered. Handcuff marks were clearly visible on her wrists, and it took over ten days for her to recover from the swelling in her hands caused by the handcuffs. On November 26, 2010, Yue Guomin was kidnapped from his home and sent to Jishu Brainwashing Center escorted by four police cars.[3]

On September 18, 2006, Shengli Oil Field Falun Gong practitioner Shi Meifeng was deceived by her company leader into attending a “company meeting.” Upon arrival, she was kidnapped and forced into a brainwashing center. Police also ransacked her house. Later, she was illegally sent to a labor camp for a year and a half.[4]

On December 15, 2006, Shengli Oil Field Falun Gong practitioners Wang Shiying (female, 62 years old), Yuan Shaoju (female, 61 years old), and Du Meiying (60 years old), were kidnapped by Dong Ning as they were distributing Falun Gong truth clarification flyers.[5]

In early January 2007, a Shengli Oil Field worker’s wife, Wang Huanzhi, was kidnapped while at work by Dong Ning and the “610 Office” and her home was ransacked. In March 2007, Wang Huanzhi was sent to Wang Village Female Labor Camp where she was illegally detained for a year and a half.[6]

On October 13, 2007, Shengli Oil Field Electronics Department worker Jing Hai was kidnapped by Dong Ning. He was illegally detained at the Binhai Detention Center. In June 2008, Jing Hai was illegally sentenced to five years in prison by the Dong Ying District Court.[7]

On June 15, 2009, Dong Ning led a team to illegally break into Falun Gong practitioner Li Xuerong’s house. They ransacked her house, taking away her computer, printers, and other personal belongings. They sent Li Xuerong (a senior citizen) to Shengli Oil Field’s Jishu Brainwashing Center, a so-called legal retraining school, with the aim of “converting” Falun Gong practitioners. Because Li Xuerong refused to cooperate with police and did not convert, he was illegally sent to a labor camp for three years.[8]

Between the hours of 4PM and 5PM on November 25, 2011, Shengli Oil Field Falun Gong practitioners Tian Yuping and Bao Guo’e were kidnapped while clarifying the truth about Falun Gong and sent to Caiyou Brainwashing Center and Shengli Oil Field’s Jishu Brainwashing Center. On the afternoon of December 23, several Falun Gong practitioners, including Wang Xia, went to the brainwashing center where the Falun Gong practitioners were illegally detained to request that their fellow practitioners be released. However, Dong Ning also illegally detained Wang Xia and another practitioner named Tian Yumei at the brainwashing center.

On April 21, 2012, Shengli Oil Field Shengli Oil Extraction Number Three Division retiree Cui Baogeng went to Beijing to clarify the truth about Falun Gong. Dong Ning kidnapped him on the evening of April 23. Mr. Cui was illegally detained at the Shengcai Brainwashing Center for over half a year.[9]

On the evening of March 4, 2013, Shengli Oil Field’s Shengli Oil Extraction Division Falun Gong practitioners Wang Liangyuan, and his wife Wang Guirong (both senior citizens), were posting truth clarification materials around Shengli Square. They were kidnapped by Dong Ning who was the head of the Binbei Police Station and the Domestic Security Division. Dong Ning sent the two to Shengcai Brainwashing Center where they were illegally detained.[10]

On July 21, 2015, Dong Ning lead a team to kidnap 12 local practitioners, including Liu Xuemin, Shi Qiang, and Zhang Wei. Dong also ransacked their homes. These practitioners were detained at the Binhai Police Station and other brainwashing centers.[11] Later, Chen Yin was illegally sentenced to five years in prison, Pan Yuying was sentenced to three years in prison, Shiqiang was sentenced to two years in prison, and Liu Xuemin was sentenced to one-and-half years in prison.[12]

Around 9:30AM on November 16, 2017, Dong Ning led a team of police to the home of Falun Gong practitioner Chen Huanying. The police lied to Chen saying they were there to check on her natural gas. They proceeded to kidnap Chen and the other practitioners who were visiting Chen (Liu Hongwu and Zhang Aili). Dong Ning then sent Chen Huanying to Shengli Oil Field Police Station where her wrists were handcuffed and her feet were chained. Chen was forced to sit on an “iron chair” (a form of torture) while she was illegally questioned and threatened by police.[13]
