The “610 Office” exists for the Chinese Communist Party to carry out the persecution of Falun Gong. The Guiyang City “610 Office” is in charge of directing and carrying out the persecution in Guiyang City.

Guiyang City Legal System Education Center (aka Lannigou Brainwashing Center) is an extra-judicial black jail organized by the local Political and Legal Affairs Committee and the “610 Office.” It is designed to hold and torture Falun Gong practitioners in order to “transform” them (force them to give up their beliefs). Many Falun Gong practitioners, from college students to elderly people in their 70s or even 80s, have been indefinitely imprisoned there.

As Deputy Director of the Guiyang City “610 Office” and Secretary of Guiyang City Legal System Education Center (Lannigou Brainwashing Center), Lin Qing should be held responsible for the persecution of Falun Gong practitioners, including torturing, disabling, and killing Falun Gong practitioners around Guiyang during the period he was in office (2002-2015).

 

Main Crimes

Since taking the position of Secretary of the Guiyang City Legal System Education Center (Lannigou Brainwashing Center) at the end of 2002, Lin Qing has performed physical and mental torture on several hundreds Falun Gong practitioners detained at the center, resulting in many of them being injured, permanently disabled, or dying. As head of the center, Lin is directly responsible for the death of Falun Gong practitioners Mr. Gao Maosen, Ms. Liu Yuanzhen, Ms. Bao Liqun, Ms. Shi Tongwen, and Zhao Zhengshu.

In the Guiyang City Legal System Education Center, the methods used to “transform” Falun Gong practitioners include torture, putting nerve-damaging drugs in practitioners' drinks, and force-feeding practitioners who were on hunger strikes, indirectly causing multiple deaths. In the summer, practitioners were shut inside hot rooms, and in winter, they were locked in very cold rooms without heating. Every day, the practitioners were forced to watch videos and read booklets slandering Falun Gong. Each Falun Gong practitioner was forced to live in the same room with three detention center crew members who monitored the practitioner 24 hours a day. They even forced young female practitioners to live in the same room with male detention center staff for extended periods of time. When a practitioner was persecuted to near death, he or she would be taken to a police hospital before being then taken back to the center for more “brainwashing.” The practitioners who refused to be “transformed” would be sent to forced labor camp. Numerous practitioners were disabled physically or mentally as results of the persecution. Some lost their lives.[2]

Ms. Bao Liqun persecuted to death

In May 2005, Ms. Bao Liqun, 56, was illegally arrested and she was transferred to the Lannigou Brainwashing Center and subjected to forced brainwashing. Ms. Bao was force-fed after a four-day hunger strike. Due to the brutal persecution, she showed symptoms of bloody stool and diarrhea, which worsened day by day. Those in charge of the brainwashing were afraid they might be held responsible for her serious condition and notified her family to come take her home on June 13, 2005. After Ms. Bao returned home, her diarrhea gradually worsened. Her hearing started to deteriorate, and she felt dizzy. She later exhibited heart and kidney problems. One week after her family took her to the hospital, Ms. Bao Liqun passed away on August 20, 2005.[3]

Ms. Liu Yuanzhen persecuted to death

Ms. Liu Yuanzhen, 62, was arrested in December 2005 and taken to the Lannigou Brainwashing Center. After 7 days of being on a hunger strike to protest the persecution, Ms. Li was in critical condition. Given the strong pleas by her family, the center released her. After she returned home, the police frequently came to her home to harass her, causing her to suffer severe physical and mental injury. Ms. Liu Yuanzhen died due to the persecution on May 11, 2006.[4]

Ms. Shi Tongwen persecuted to death

Since 1999, Ms. Shi Tongwen and her family members have suffered brutal persecution. All of her family members, except her four-year-old grandson, were taken to the Lannigou Brainwashing Center. During the arrest in April 2005, the police beat Ms. Shi's son, Li Ping, until he was unconscious, then dragged him into a vehicle and took him to the brainwashing center. After arriving at the brainwashing center, Li Ping was beaten again until his head was covered in blood. Ms. Shi herself was so brutally tortured that she was critically injured. She was sent home later but she was paralyzed from torture and could not take care of herself. On May 6, 2007, she died at the age of 67.[5]

Mr. Gao Maosen persecuted to death

Mr. Gao Maosen, 46, was arrested in July 2006. He died on November 17 after being severely beaten at the Lannigou Brainwashing Center. A cable TV cord was placed around Mr. Gao's neck so it would look like that he committed suicide.[6]  The local “610” members told Mr. Gao's family members they were not allowed to talk about this with others.[7]

Ms. Yang Lanzhen Mentally Disabled

Ms. Yang Lanzhen was arrested in early November 2013. She was taken to the Lannigou Brainwashing Center after several days of being held in a detention center. About a month later, Ms. Yang was sent home. She had been tortured so badly that her face was deformed, and her hands swelled. It appears that she may have been injected with brain-damaging drugs and suffered a mental disorder.[8]

Ms. Xiang Shiqing Held in Brainwashing Center for more than 3 years

Ms. Xiang Shiqing, 60, was arrested in April 2007 and detained at the Lannigou Brainwashing Center. There, she was subjected to torture and force-feedings daily. When she was dying, she was sent to Guizhou Province Police Hospital on May 5.[9] Ms. Xiang kept demanding the center to provide a legal document for her detention or they should release her.[10]  Ms. Xiang had been illegally held at the Brainwashing Center for more than 3 years.[11]

Partial statistics showed that as of August 2010, at least 180 Falun Gong practitioners were persecuted at the Guiyang City Legal System Education Center (Lannigou Brainwashing Center).[12]
