Investigative Report on the Persecution of Falun Gong by Li Chunsheng

Title or Position: 

May 2013 - Now: Deputy Governor of Guangdong Province, Director of the Provincial Public Security Department, and Deputy Secretary of the Provincial Political and Legal Committee.[1]

The Politics and Law Committee is the commanding agency for persecuting Falun Gong practitioners. The Public Security Bureau and its National Security Brigade are the main executive agencies. As the deputy governor of Guangdong Province, the deputy secretary of the Political and Legal Committee, and the director of the Public Security Department, Li Chunsheng was responsible for all the persecution Falun Gong practitioners experienced during his tenure in office.

 

Major crimes:

Since 2013, Li Chunsheng has actively followed Jiang Zemin and Zhou Yongkang's persecution policies against Falun Gong. According to incomplete statistics, 15 Falun Gong practitioners were persecuted to death during his tenure. Their names were: Chen Lianfang[2] (2013), Cao Jingyu (2013), Chen Zhengrong[3] (2014), Peng Wenxiu[4] (2015), Liang Jinchun (2016), and Zhao Ping[5] (2016), Wu Binsen. (2016), Xu Huizhu[6] (2016), Chen Xiaoyue (2016), Ma Xingyong[7] (2016), Huang Jingxian (2017), Qiu Yisu (2017), Feng Juan (2017), Li Fengbao[8] (2017), and Jiang Hanquan[9] (2019).

Falun Gong practitioner Jiang Hanquan was arrested by the police for posting Falun Gong couplets at his door during the Chinese New Year in 2014. Later, he was persecuted in the detention center until he developed hypertension (the third-grade, very high-risk group), hypertensive heart disease, hypertensive nephropathy, and hyperuricemia, putting his life in great danger. However, Jiang Hanquan was still illegally sentenced to 3 years and 6 months in jail. After being released at the end of 2017, he was repeatedly harassed and intimidated by the local police. He died in early 2019. While he was still alive, Jiang Hanquan, “The persecution methods against Falun Gong practitioners in the jail were evil. Violence and deception were used to ‘transform’ the practitioners (forcible abandonment of their faith). Even the old or the ill practitioners did not get any sympathy and were persecuted.” “After drawing blood from the prisoners, the tubes of blood from Falun Gong practitioners were specially marked. Blood from other prisoners was not marked. I didn’t know for sure if the blood was used for the purpose of harvesting the organs of Falun Gong practitioners or not.”

Falun Gong practitioner Huang Jingxian was 40 years old in 2017. He was arrested and sent to a detention center on June 26, 2017. On August 26, Huang Jingxian started a hunger strike. He was brutally force-fed and died within a few days. His remains are currently frozen in the funeral home.[10]

Falun Gong practitioner Feng Juan was 67 years old in 2017. She was arrested and sent to a “brainwashing class” (a black prison that forced Falun Gong practitioners to give up her faith) for hanging a Falun Gong truth clarifying banner in the park in April 2017. After 10 days of persecution, she developed severe vomiting and diarrhea. Only 2 months after her release, she suffered a visceral failure and died on October 1, 2017.[11]

Falun Gong practitioner Chen Xiaoyue, was 45 years old in 2016. In July 2016, Chen Xiaoyue’s home was illegally ransacked, and she was arrested and taken to a police station for interrogation. After returning home, Chen Xiaoyue suffered intimidation as well as severe discomfort from the persecution she endured. Her legs and feet became swollen and she died on August 27, 2016.[12]

Beginning in 2015, the National Security Bureau for the Public Security Department of Guangdong Province started to arrest Falun Gong practitioners on a large scale. On September 24, 2016 alone, nearly 20 practitioners were illegally arrested. It was recorded that at least 25 Falun Gong practitioners had been illegally sentenced since 2015, including 8 practitioners who were sentenced to more than 8 years in prison. 3 Falun Gong couples were sentenced at the same time. Many practitioners were persecuted until they developed severe myocardial infarction and high blood pressure. A practitioner’s eleven-year-old child was also interrogated in a police station. As the director of the Guangdong Public Security Department, Li Chunsheng is responsible for all these crimes against Falun Gong practitioners.[13]

 

Some cases:

1) Liang Shunjing and his wife, Deng Xiufen, from Meizhou City were sentenced to 10 years in prison. The couple was arrested by the police from Public Security Bureau on December 11, 2015. Liang Shunjing was persecuted such that three large tumors appeared on his body. Deng Xiufen was persecuted until developing severe hypertension. On March 29, 2016, Liang Shunjing was sentenced to 10 years and 3 months in prison, and Deng Xiufen was sentenced to 10 years in prison.[14]

2) Zhou Yuqin was sentenced to 10 years, Shi Xuemei to 9 years, and Liu Qingqiang to 4 years in prison. On September 24, 2016, three Falun Gong practitioners were arrested by the police from the State Security Bureau of the Guangdong Provincial Public Security Department, including Zhou Yuqin, Shi Xuemei, and Liu Qingqiang (Shi Xuemei’s husband). On March 30, 2018, they were illegally sentenced in a court. Zhou Yuqin was sentenced to 10 years and extorted out of 50,000 yuan. Shi Xuemei was sentenced to 9 years and extorted out of 30,000 yuan. Liu Qingqiang was sentenced to 4 years and extorted out of 10,000 yuan.[15]

3) Lin Yande was sentenced to 8 and a half years and Huang Huajie to 5 and a half years in prison. Lin Yande was arrested by the National Security Police on October 15, 2015. On September 30, 2016, Lin Yande was illegally sentenced to 8 and a half years in prison. On November 1, 2016, Huang Huajie was illegally tried in the Jieyang Rongcheng District Court and sentenced to 5 and a half years in prison.[16]

4) Feng Shaoyong, Chen Zeqi, Jiang Rongxin and Chen Zhicong from Shenzhen City were sentenced illegally. Feng Shaoyong had a Ph.D. degree. Chen Zeqi was a 54-year-old man. Che Zhicong was only 21 years old. They were all arrested on September 24, 2016. Jiang Rongxin was persecuted until he developed severe myocardial infarction. In August 2018, Feng Shaoyong and Chen Zeqi were both sentenced to 8 years in prison, while Jiang Rongxin and Chen Zhicong were sentenced to 5 years in prison.
