WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at Shulan (Hangzhou) Hospital and Its Staff Members Suspected of Participation

The wait times for liver and kidney transplants at Shulan (Hangzhou) Hospital are extremely short; the hospital’s organ transplantation volume is large; and its sources of organs are unknown. Its president Zheng Shusen did not deny using Falun Gong practitioners’ organs in transplants during an investigation conducted by World Organization to Investigate the Persecution of Falun Gong (WOIPFG). Zheng Shusen’s large volume of organ transplants over a long period of time has coincided with the CCP’s persecution of Falun Gong practitioners; during WOIPFG’s investigation on multiple doctors in the First Affiliated Hospital, Zhejiang University, where Zheng Shusen has been working, recorded evidence of their suspected involvement in the live organ harvesting has also been obtained; one of Zheng Shusen’s papers was also withdrawn by the International Liver Transplant Society, due to the Society’s concerns about live organ harvesting.[1] Zheng is the former president of the First Affiliated Hospital of the Zhejiang University College of Medicine, the current president of Shulan (Hangzhou) Hospital, former chairman of the Chinese Conference of Organ Transplantation, as well as former chairman of China’s Organ Procurement Organization (OPO).[2] At the same time, Zheng Shusen was also the chairman (from 2007 to 2017) of the Zhejiang branch of the “China Anti-cult Association” (CACA), which is one of the Chinese Communist Party’s (CCP) agencies established specifically for the persecution of Falun Gong. And Zheng himself has participated in the brainwashing and “transformation” of Falun Gong practitioners and other actual criminal persecution activities in the name of the association[3].In addition, evidence suggests that the member agencies and individuals under the China Organ Procurement Organization, when Zheng Shusen was its chairman, are also suspected of having participated in the live organ harvesting of Falun Gong practitioners.

A massive amount of evidence suggests that Zheng Shusen is one of the important organizers in the CCP’s live organ harvesting of Falun Gong practitioners on an enormous scale and an executor of the systematic persecution against these practitioners. The hospitals, where Zheng Shusen has been working, are suspected to be important bases for the live organ harvesting of Falun Gong practitioners.

According to the data obtained from a special investigation conducted by WOIPFG, during the half-year period from December 12, 2017 to May 20, 2018 alone, Zheng Shusen’s own surgical team at Shulan (Hangzhou) Hospital performed 545 cases of liver and kidney transplantation (306 cases of liver transplantation and 239 cases of kidney transplantation) and used 560 organs (including 15 discarded organs). The percentage of emergency transplants in terms of total organ transplant cases was 10% to 20%. The organ wait times were one to two weeks, with the shortest wait time being only one day. Also, there were cases of the hospital seeking patients for existing organs and organ surplus. There were more than 400,000 kidney sources, and the hospital guaranteed to provide its patients with young organ donors within one month.

It is worth noting that, according to the results of this special investigation, the hospital performed 545 cases of liver and kidney transplantation (306 cases of liver transplantation and 239 cases of kidney transplantation) during a half-year period, which included the off-seasons around the New Year’s Day and the Chinese New Year. Therefore, there should have been at least 1,000 transplant cases performed during the entire year. Moreover, this is only the number of operations performed by Zheng Shusen’s surgical team alone within half a year. Judging from the scale of Shulan Hospital, where there are 37 doctors (including 16 directors and deputy directors), there should be at least two surgical teams. So, according to conservative calculations, the volume should be no less than 2,000 cases of liver and kidney transplantation. I. About Shulan (Hangzhou) Hospital

Shulan (Hangzhou) Hospital is a tertiary private general hospital. On December 6, 2015, Shulan Hospital was officially opened for business in Hangzhou, with Zheng Shusen being its president (he was concurrently serving as the president of the First Affiliated Hospital, Zhejiang University).[4] At the beginning of its establishment, Shulan Hospital was affiliated to Zhejiang University and named “Zhejiang University International Hospital”, intending to have the reputable century-old university endorsing Zheng’s own private enterprise. In 2018, the hospital was renamed “Shulan (Hangzhou) Hospital” and became a branch of the Shulan Health Group.[5]

Shulan Health Group was founded by Zheng Shusen and his wife Li Lanjuan, who are both academicians of the Chinese Academy of Engineering. The group has formed partnerships with many medical centers and medical institutions around the world, including the UCLA (University of California, Los Angeles), Harvard University, Massachusetts General Hospital, Princeton University, the University of Hong Kong, Union Hospital in Hong Kong, and the Macau University of Science and Technology.[6]

In December 2015, Zhejiang Daily newspaper’s online edition reported that on December 6, 2015, Zhejiang University International Hospital was officially inaugurated and opened for business. The entire hospital was constructed in accordance with the Joint Commission International (JCI) standards. The initial investment was 500 million yuan, which also made it the largest and most comprehensive hospital with the highest standard run by “social forces” in Zhejiang Province. At the time of its establishment, the hospital had 512 beds, more than 500 medical staff, 41 clinical departments and eight medical technology departments. It also had 13 operating rooms with a full range of world-class equipment, such as PET-CT, MRI, DSA and CT scanners, as well as the da Vinci Surgical Systems.[7]

According to the authorities’ official media reports, on the inauguration day of the hospital, several affiliated medical centers were also established, including the “Shulan Health · International Hepatobiliary and Pancreatic Disease Diagnosis and Treatment Center”, the “Shulan Health · International Urological Disease Diagnosis and Treatment Center”, the “Shulan Health · International Complicated Disease Multidisciplinary Consultation Center”, the “Shulan Health · Cell Therapy Research Center” and the “Academician and Expert Workstations of Zhejiang University International Hospital”.[8]

Shulan Hospital is located on Dongxin Road, which is a prime area of Xiacheng District, Hangzhou, with a construction area of approximately 63,000 square meters. Its new 20-story building has almost become a landmark in Hangzhou. On April 25, 2017, the International Organ Transplant Center of Zhejiang University International Hospital was inaugurated. At the same time, an “Organ Transplant Academic Committee” was also established. The number of ward beds in the hospital was also increased from 512 to 1,000.[9]

According to the official website of Shulan Hospital, there are currently 20 staff members in the Hepatobiliary and Pancreatic Surgery Department, including Zheng Shusen as an academician, five chief physicians, seven associate chief physicians, four attending physicians and three residents. There are 17 staff members in the Nephrology Department, including one chief physician, three associate chief physicians, seven attending physicians and six residents.[10]

II. Telephone investigation: short wait times, large volumes of organ transplants, unknown donor organ sources

1. Zheng Shusen didn’t deny the use of Falun Gong practitioners’ organs

2. Zheng Shusen solicits business for his own Zhejiang University International Hospital

Summary: Zheng Shusen just performed a liver transplant on the day of the investigation. The newly established Zhejiang University International Hospital was doing liver transplantation, and Zheng was the chief surgeon. Zheng could wait for patients to show up at Zhejiang University International Hospital, although he was working at the First Affiliated Hospital, Zhejiang University at the same time. If a patient wanted to contact Zheng, he could send a message to his mobile phone.

3. Zhejiang University International Hospital had already performed over 50 cases of liver transplants, while its organ transplant qualification was still being approved, but the authorities had tacitly approved it.

Summary: Zheng Shusen established his own hospital, called Shulan Hospital (aka. Zhejiang University International Hospital) in 2016. They had already performed more than 50 cases of liver transplantation at the time of the investigation. Zheng Shusen’s main focus was on liver transplants. The hospital was waiting for the authorities’ approval of its transplant qualification, but the authorities had already tacitly approved it. Over 100 beds (3 wards x 39 beds = 117 beds) were used for their hepatobiliary and pancreatic surgeries. They had about 100 inpatients for liver transplants. They did transplants almost every day.

4. It might take about two weeks to get a donor liver. Sometimes people could even do the operation on the second day of hospitalization. The liver procurement mainly depended on Zheng Shusen’s connections.

7. Official media reports

According to a mainland government official media report, from the afternoon of May 11 to noon on May 12, 2017, the eight operating rooms of Shulan (Hangzhou) Hospital were brightly lit, and eight large organ transplants were completed within 20 hours. One of the patients surnamed Wu waited only two days before he received a “donated” liver.[11]

According to a report published on Qianjiang Evening News on October 30, 2019, “Zheng Shusen, the president of Shulan Health, has completed more than 3,300 liver transplants so far.”[12] According to the official website of the First Affiliated Hospital, Zhejiang University, as of July 10, 2015, Zheng Shusen had performed 1,741 cases of liver transplantation.[13]

III. One Special Investigation Revealed an Astonishing Number of Organ Transplant Cases

According to the data obtained from a WOIPFG special investigation, from December 12, 2017 to May 20, 2018, during a half-year period, Zheng Shusen’s own surgical team alone at Shulan (Hangzhou) Hospital performed 545 cases of organ transplantation (306 cases of liver transplantation and 239 cases of kidney transplantation) and used 560 organs (including 15 discarded organs). The percentage of emergency transplants in terms of total organ transplant cases was 10% to 20%. The organ wait times were one to two weeks, with the shortest wait time being only one day. Also, there were cases of the hospital seeking patients for existing organs and organ surplus. There were more than 400,000 kidney sources, and the hospital guaranteed to provide its patients with young organ donors within one month. There were seven cases of double transplantation on the same patients, and the recorded intervals between the first and second operations were only one to three days. In one liver transplant case, three donor livers were used within nine days. On February 10, 2018, four liver transplants and two kidney transplants were completed within one day.[14]

The cases collected in this special investigation have relatively complete patient personal information, such as their names, genders, ages, home addresses and personal ID numbers. In order to protect their privacy, some of the information is not shown in our published report.

Investigation Summary

1. Investigation period:

December 12, 2017 to May 20, 2018

2. Total organ transplant volume:

A total of 546 cases, including 306 cases of liver transplant, 239 cases of kidney transplant and one case of heart transplant.

3. Number of organs consumed:

More than 560 (15 organs were discarded). In some cases, there is no information on wasted organs.

4. Emergency transplantation: 10 ~ 20%

According to the case descriptions, eight cases are clearly recorded as emergency transplants, and the other cases are unspecified. On March 23, 2018, some description was written: “10-20% of the organ transplant recipients at Shulan Hospital are in a critical condition or terminally ill, with many cases of acute organ failures and emergency transplantation.” Therefore, calculated according to the percentages, there should be about 55 to 110 cases of emergency transplantation.

5. Organ wait times:

In most cases, the organ wait times were within two weeks. In two cases with the shortest wait times, it took only one day to find a matching organ. And in the case with the longest wait time, it took 23 days. There were two cases, in which the wait times were three days each. And in two other cases, the wait times were four days each. In one case, the wait time was eight days. In another case, the wait time was 11 days. And in a third case, it was 12 days. The wait times in other cases were not indicated.

6. Available organs sought transplant organ recipients

“Organs looking for recipients is a customary rule in Shulan Hospital’s Nephrology Department.”

Examples:

1) A “donor” kidney was delivered to the hospital at 7:30 p.m. on February 13, 2018, and its pathology was good. Doctor Shou Zhangfei then contacted the organ recipient, and the surgery was performed at 8 a.m. on February 14, 2018.

2) The second organ transplant operation scheduled on February 15, 2018 was cancelled due to the fact that no patient was willing to undergo a surgery on the Chinese New Year’s Eve, and the donor liver was transferred to the First Affiliated Hospital, Zhejiang University.

7. Liver and kidney sources could be selected by age

On February 15, 2018, the kidney source prices at Shulan Hospital rose to more than 400,000 yuan each, and the hospital guaranteed to find young donor organs for patients within one month.

On December 13, 2017, the liver and kidney sources could be selected by age, and the patients had a one-to-one contact with doctors in the organ transplant group. This will be investigated further.

8. Double organ transplantation cases

There were seven cases indicated to be double transplantation cases. The interval between the first and second operations in one case was one day, and it was three days in another case. The other cases did not specify the exact intervals.

Example: On December 12, 2017, only one day had passed between the first and second transplantation operations for one patient.

The patient was a 43-year-old female surnamed Zhong, who’s from Shaoxing County, Zhejiang Province. On December 11, 2017, she was admitted to Shulan Hospital at 6 p.m. due to acute liver failure. It was a drug-induced hepatic failure. The patient suffered from an abdominal pain two months ago, and she took Chinese herbal medicine for 22 days at the Chinese Medicine Clinic of Jinyuetang in Shaoxing one month ago. She had yellow urine for two weeks, suffered from fatigue and vomited for two weeks. Three days before her first surgery, she was diagnosed with acute liver failure at the First Affiliated Hospital, Zhejiang University. She had been hospitalized four times so far, and her liver functions would increase from time to time. At 11:30 p.m., the donor liver was frozen and its pathology was good, but it was deemed unsuitable for transplantation for unknown reasons (the donor liver was discarded). On the afternoon of December 12, another donor liver was selected, and the second transplantation operation was completed at 8 p.m.

9. A case of liver transplantation used three donor livers within nine days

From February 18 to March 1, 2018, Shulan Hospital performed a liver transplant with three donor livers within nine days, and the third liver transplantation operation was successful.

On February 18, 2018, at 11 a.m., one liver transplantation operation took place (this was the time when the organ recipient was sent to the hospital). The recipient was surnamed Dang, who had liver cancer, and the donor organ blood type matched his. The doctors responsible for the surgery were Zheng Shusen, Zhang Wu, Wang Shuo and Dong Danjie. The doctors responsible for the liver excision and repair were Lin Guoling and Gao Sheng. Yuan Lei received the liver, and Zhao Xian was responsible for the anesthetization. 55% of the donor liver had coagulative necrosis, so it was not transplanted (the donor liver was discarded).

At 4 p.m. on February 28, another donor liver was sent to the organ recipient Dang, with 35% mixed steatosis and 10% coagulative necrosis, and the organ was not transplanted (the donor liver was also discarded).

One liver transplant was performed at 10 p.m. on March 1 (this was the time when the organ recipient was sent to the hospital). The organ recipient Dang suffered from hepatitis B liver cancer and had just undergone a TaCE surgery. The donor organ’s blood type matched his. The doctors responsible for the surgery were Zheng Shusen, Yang Zhe, Fan Ning and Wu Weiqiang. The doctors responsible for the liver repair were Lin Guoling and Chen Xuliang. Yuan Lei received the liver, and Huang was responsible for the anesthetization. The third donor liver was excellent, and the organ transplant was completed.

10. Four liver transplants and two kidney transplants were performed in one day

On February 10, 2018, four liver transplants and two kidney transplants were completed on the same day. The organ recipients were all male. One liver transplant patient had a blood type of A+, and the rest were all B+. The oldest patient for the liver transplantation was 62 years old, and the oldest for the kidney transplantation was 73 years old.

December 10, 2017 (Summary of November, 2017)

Till November 2017, 204 cases of liver transplantation were completed in Shulan Hospital, the occurrence of hyper-acute rejection (within minutes - hours after the transplant organ and the recipient's blood vessels are connected) will perform emergency liver transplantation again. Before operation, using artificial liver (blood replacement) invented by Lanjuan Li to maintain, and using the room temperature donor liver irrigation machine to reduce hepatocyte and biliary tract damage so that the donor liver could be used for more than 12 hours.

On May 18, at 11:30 a.m., a donor kidney and liver delievered, blood type AB.

Case 1: Recipient Liu XX, 50 years old, male, O+, 2 weeks with vague upper abdominal pain, liver cancer found for one week, carried marginal liver transplantation in the afternoon of May 17, un-succeeded, in critical condition. This time, the second transplant, with 30% mixed fatty degeneration of donor liver, completed at 4:30 p.m

(1) On May 17 at 1:30 p.m., two donor livers delievered, one with 50% macrofollicular lipodystrophy, recipient patient Liu XX, 50 years old, male, 30 years of hepatitis, blood type O+, 2 weeks of vague pain in the upper abdomen, 1 week of liver cancer discovery, from Jidong County, Heilongjiang Province. Zheng Shusen had the pathology report for liver cryopreservation changed to 35% (from 50%) macrofollicular lipodystrophy.

(2) Another donor liver with good pathology, patient Lou XX, 53 years old, female, O+, from Yuecheng District, Shaoxing, Zhejiang Province, chronic and acute liver failure, alcoholic liver and hepatitis B, more than 10 days ago after drinking oral taken acetaminophen tablets, ibuprofen capsules and other drugs have abdominal distension, poor appetite, fatigue, hepatic encephalopathy, artificial liver treatment for 3 times.

 (1) Gu X, 34-year-old, male, (ID number omitted), Jinxi County, Fuzhou City, Jiangxi province(address and phone number omitted) blood type A. On February 1, 2017, he was admitted to Shulan Hospital for emergency liver transplantation because liver cancer was found one month ago. The donor liver was sent to frozen section test four times and the pathology result was highly differentiated liver cancer, so the operation was cancelled. Another donor liver was frozen in the evening of February 4 with good result, and the transplantation was finished in the early morning of February 5.

Surgery: Zheng Shusen, Zhang Wu, Li Zhuang and Li Qiyong.

December 12, 2017

Sun XX, 43 years old, female (ID number omitted), from Shaoxing County, Zhejiang Province (address and telephone number omitted). Acute liver failure, admitted to Shulan Hospital at 6 pm December 11 2017, 11:30 pm donor liver performed emergency frozen-section, pathology is good, (patient) was not fit for transplantation for unknown reason, another possible hepatitis B carriers donor liver was selected  in December12 afternoon, transplantation finished at 8 pm. She is drug-related liver failure, abdominal pain 2 months ago, 1 month ago taking Chinese medicine from Shaoxing Jingyuetang Chinese medicine clinic for 22 days, 2 weeks of yellowish urine, weakness, vomiting. She was diagnosed with acute liver failure. 3 days before surgery at The First Affiliated Hospital of College of Medicine, Zhejiang University. So far hospitalized for 4 times, liver function was elevated from time to time.

The International Organ Transplant Center of Shulan Hospital was established in 2017, the former president of the International Liver Transplant Association, Jan Lerut (Belgium) was honorary director, hired by Zheng Shusen, participated in at least 7 cases of liver transplant operation. He was shocked by the large number of liver transplantation on the mainland, also wanted his daughter (surgeon) to join as an intern of Zhejiang Hospital.

VI. Representative Cases of Organ Harvesting From Living Falun Gong Practitioners

1. Bai Shuzhong, former director of the Health Division for the Chinese People’s Liberation Army’s (PLA) General Logistics Department.

On September 30, 2014, a WOIPFG investigator called Bai Shuzhong, as a member of the Bo Xilai Special Investigation Team.

As the then-director of the Health Division of the Chinese People’s Liberation Army (PLA) General Logistics Department, Bai played a key role in conveying Jiang’s order to slaughter Falun Gong practitioners for their organs. His term of office was between 1998 and 2004, which coincided with the peak time period of the CCP’s persecution of Falun Gong practitioners and its crime of live organ harvesting. In the telephone investigation recording, Bai clearly stated that Jiang Zemin gave a direct order to harvest organs from Falun Gong practitioners for organ transplant, and that there were multiple state apparatuses beside the military, which had been involved in live organ harvesting.

Investigator: “Here is the situation, when you were the director of the health division for the PLA General Logistics Department, regarding excising organs from captivated Falun Gong people for organ transplantation, was it an order from Wang Ke, the then director of the PLA General Logistics Department?  Or did it directly come from the Central Military Commission?”

Bai: “Back then, it was President Jiang. There was an order, a sort of instruction. It said to start carrying out this thing, which is organ transplantation. Later, President Jiang, (I) heard, issued an instruction, about people selling kidneys for transplant surgeries, this, I should say, it was not just the military that was doing kidney transplants.”

Investigator: “We also obtained some information, that is, back then, the Joint Logistics Departments (of the Military Regions) were responsible for detaining a batch of Falun Gong people as live organ donors, right?”

Bai Shuzhong: “This, this, back then, ah, I think, at least this is how I remembered, back then, yes. Because back then, after President Jiang issued the instruction, we all did a lot of anti-Falun Gong work.”

The recording clearly indicates that the live organ harvesting of Falun Gong practitioners was directly ordered by Jiang Zemin, and more than one government/CCP system besides the military was involved in live organ harvesting.

This telephone recording affirms the weight of the evidence WOIPFG has acquired from the military, armed police, regional government agencies and the judiciary and legal systems. All of these entities are suspected of direct responsibility for participating in the crime of live organ harvesting. It also expounds on the reasons behind this issue and confirms the judgment WOIPFG has made based on the collected evidence.
 

2. Bo Xilai, then-minister of commerce

On September 13, 2006, when Bo Xilai, the then minister of commerce, accompanied then-Premier Wen Jiabao on a visit to Hamburg, Germany, a WOIPFG investigator called Bo Xilai under the guise of the first secretary of the Chinese Embassy in Germany.

Investigator as first Secretary: “That is, when you were the governor of Liaoning Province…That is, regarding the matter of live organ harvesting of Falun Gong practitioners, was that your order or Jiang Zemin’s order?”

Bo Xilai: “Chairman Jiang’s!”
 

3.  Liang Guanglie, former minister of National Defense, member of the CCP Central Military Commission

Liang Guanglie is the former minister of National Defense and a retired People’s Liberation Army (PLA) general. He once served as the PLA chief of the general staff. A telephone investigation conducted by a WOIPFG investigator took place during his trip to the U.S. from May 4 to May 10, 2012. In this telephone investigation, Liang admitted that the Central Military Commission held meetings to discuss the issues of Falun Gong practitioners detained by the military and that the military hospitals were involved. Liang also suggested that it was the PLA General Logistics Department that should be contacted to collect related information rather than him.[15]

4. Zhang Gaoli, then member of the CCP Central Politburo Standing Committee, vice premier of the State Council

On June 24, 2015, while Zhang Gaoli was on an official visit to Kazakhstan, a WOIPFG investigator, posed as a secretary working for Jiang Zemin, telephoned Zhang Gaoli.[16] When asked about Falun Gong practitioners filing lawsuits against Jiang Zemin for harvesting organs from millions of practitioners, Zhang did not deny the allegation at all. Instead, Zhang eagerly promised, “I will definitely … prevent this matter from being pursued at the Politburo’s meeting.”

5. Testimony from an armed guards’ eyewitness account of live organ harvesting

Investigation Date: December 12, 2009

A police officer from Jinzhou City in Liaoning Province, who served as an armed guard at a live organ-harvesting site, testified that he witnessed the entire process of organ harvesting from a Falun Gong practitioner. The guard gave details to WOIPFG investigator concerning this extremely horrifying crime that he had witnessed.

On April 9, 2002, in a surgery room on the 15th floor of the General Hospital of Shenyang Military Region, he saw a female Falun Gong practitioner in her 30s, who was a middle school teacher. She had wounds and scars covering her entire body, as the result of a week of brutal torture, rape and force-feeding. The Public Security Bureau of Liaoning Province sent two military doctors, one from the Shenyang Army General Hospital of the PLA, and the other a graduate of the Second Military Medical University. One of them had military official ID No. 0106069. They did not administer any anesthesia to the victim and extracted her heart, kidneys and other organs while she remained fully conscious, killing her in cold blood. During the entire process, the eyewitness was present and stood to one side as an armed guard.

Aside from exposing the graphic details of the organ harvesting operation, the eyewitness disclosed additional information. He said that the Public Security Bureau of Jinzhou City had murdered numerous Falun Gong practitioners through various means of torture, and then they claimed that the deaths were results from suicides or accidents. Some Falun Gong practitioners had their brain pulp sucked out after they were killed. And even more evil things have been done to Falun Gong practitioners.

6.  Intermediate People’s Court of Jinzhou, Liaoning Province

Investigation Subject: A criminal court police at the Intermediate People’s Court of Jinzhou

Investigation Date: May 22, 2006

A court officer from the first division of criminal law at the Intermediate People’s Court of Jinzhou stated clearly, “If your conditions (referring to the prices) are good, we can provide (organs of Falun Gong practitioners).”

7. Investigative Recording, Zhu Jiabin, head of the general department of the CCP’s “610 Office” in Mudanjiang City

Date: June 21, 2016

On April 19, 2016, Falun Gong practitioner Gao Yixi, a 45-year-old male residing in Mudanjiang City, Heilongjiang Province, was illegally arrested by five people led by Mudanjiang Municipal Public Security Xianfeng Sub-Bureau’s Yuanming Community Police Office’s patrol unit vice-captain Lv Hongfeng and was detained at the Mudanjiang Second Detention Center. On April 30, the police informed Gao Yixi’s family that he had passed away, his body was in Mudanjiang Sidao and they had already performed “an autopsy”.

On June 21, 2016, Zhu Jiabin, the head of the general department of the CCP’s “610 Office” in Mudanjiang City, Heilongjiang Province, directly admitted to a WOIPFG investigator that they harvested Gao Yixi’s organs, while he was still alive and sold them. [17]

V. List of responsible persons

SLHZ001. Zheng Shusen:

From 1997 to 2015, for 18 years, Zheng Shusen served as the Dean of the First Affiliated Hospital of Zhejiang University. During his term, the hospital became one of the largest organ transplant centers in China. In 2015, some local hospitals were temperarily short of organ supplies, due to the CCP’s declare of banning death penalty organ transplants. However, Shulan Private Hospital, which Zheng Shusen's main organ transplant project, quickly opened. It expended rapidly and known as "The mini First Affiliated Hospital of Zhejiang University", "the country's largest liver transplant hospital". Even Academician Qian Xu, a well-known international Chinese scientist whose ancestry is from Hangzhou, said that the development speed of Shulan Hospital is so amazing, not to mention domestic, it is also rare worldwide.

From preparation to opening of Shulan Hospital, it only took 2 years. The rapid development of this private hospital is directly related to the official status of Zheng Shusen and his wife.

Li Lanjuan: Chinese infectious disease expert, member of the senior expert group of the National Health Commission, academician of the Chinese Academy of Engineering, professor, chief physician, and doctoral supervisor of the First Affiliated Hospital of Zhejiang University. The current director of the State Key Laboratory of Diagnosis and Treatment of Infectious Diseases. From March 1998 to March 2008, Li Lanjuan served as Director and Party Secretary of Zhejiang Provincial Department of Health. Official of Bureau-Director level.

Zheng Shusen has more different identities and titles: Academician of the Chinese Academy of Engineering, Professor of Surgery at Zhejiang University, Doctoral Supervisor, Director of the Key Laboratory of Multi-Organ Transplantation Research of the Ministry of Health, Vice President of the Chinese Medical Doctor Association, China Organ Procurement Organization Alliance (OPO) Chairman[18]. Former Dean of School of Medicine at the First Affiliated Hospital of Zhejiang University, and now director of the Organ Transplant Center of the First Affiliated Hospital of Zhejiang University and Shulan (Hangzhou) Hospital.

In addition, Zheng Shusen is also the former chairman of Zhejiang Anti-Cult Association (2007-2017), an organization of the CCP to persecute solely Falun Gong. In the name of the association, Zheng himself actually participated in the brainwashing and transformation of Falun Gong practitioners[19]. In 2009, as the director of the editorial board, he was responsible for compiling books and slandering Falun Gong.[20] Zheng Shusen’s long-term massive organ transplantation coincides with the time when the CCP persecuted Falun Gong. In addition, evidence  reveals that members and individuals of OPO during Zheng Shusen's tenure as the chairman of the China Organ Procurement Organization Alliance (OPO) are also suspected of harvesting organs from Falun Gong practitioners. 

A large amount of evidence suggests that Zheng Shusen is a crucial organizer of the CCP’s large-scale live organ harvesting of Falun Gong practitioners and an executor of the systematic persecution of Falun Gong practitioners. The hospital where Zheng Shusen works is an important base for suspected organ harvesting of Falun Gong practitioners. Zheng Shusen is suspected of committing crimes against humanity of harvesting organs from Falun Gong practitioners.

SLHZ002. Ye Zaiyuan

Head of gastrointestinal breast surgery and chief physician. Former Dean of Zhejiang Provincial People's Hospital, current Dean of Shulan (Hangzhou) Hospital, Counselor of Zhejiang Provincial Government, Head of Postdoctoral Workstation of Gastroenterology, Ministry of Human Resources and Social Security, Director of Zhejiang Gastroenterology Key Laboratory, Zhejiang Medical Association Vice president, executive director of the Chinese Hospital Association, executive director of the Chinese Medical Association Surgery Branch.

SLHZ003. Shou Zhangfei

Chief Physician and Kidney Transplantation Expert. He performed more than 1,000 kidney transplant operations. Served as vice president of Shulan Hospital. He is currently a national member of the Organ Transplant Branch of the Chinese Medical Association, a member of the Standing Committee of the Organ Transplant Branch of the Chinese Medical Doctor Association, a deputy chairman of the Living Organ Transplant Professional Committee of the Organ Transplant Branch of the Chinese Medical Doctor Association, and a member of the Standing Committee of the Zhejiang Medical Doctor Association.

SLHZ004. Zheng Jie

Son of Zheng Shusen and Li Lanjuan. The actual controlling shareholder of Shulan Medical Group which has 78 companies under its name. Served as the legal representative, vice president and CEO of Shulan Hospital. The founder of Shulan Medical, the chairman of Hangzhou General Health Management Consulting Co., Ltd., the initiator of the OMAHA alliance, and the author of the recommending preface of "Subversion Medical".
