WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at Yantai Yuhuangding Hospital and Its Staff Members Suspected of Participation

Yuhuangding Hospital in Yantai is a tertiary level-A general hospital,[1] with a strong transplant team. [2] Organ transplantation tops the four signature technologies at this hospital[3]. The Hospital has a strong transplant team, and its annual organ transplant volume ranks first in Shandong Province[4]. As of 2016, Liu Dongfu, a single transplant doctor, has performed above 3,000 kidney transplants[5]. Investigations show that the wait time for organ transplants in this hospital is extremely short, young donors are available here, and its organ transplant volume is large. Doctors in the Hospital did not even deny using organs from Falun Gong practitioners. The City's Red Cross claimed that they did not provide donors. The organ coordinator at the Hospital said that the donors were not allocated by the National Organ Network, either.

Ⅰ. Hospital overview

According to the hospital website, as a tertiary level-A hospital, Yantai Yuhuangding Hospital is a regional comprehensive medical center in Shandong Province. It was listed among the top 100 hospitals in China in 2017 and 2018. With over 4,800 employees, including over 380 PhDs and 159 advisors for doctoral or master students,[6] the hospital has 50 clinical programs and 18 medical laboratories. Organ transplantation and endoscopic minimally invasive surgery are among the hospital’s top brand technologies.[7]

Ⅱ.  Annual volume of organ transplant surgeries ranks first in Shandong Province

Organ transplantation tops the four signature technologies at this hospital.[8] Since Gao Zhenli took over the Organ Transplant Center at Yuhuangding Hospital in 2004, its organ transplantation programs (kidney, heart, liver, and pancreas-kidney joint transplants) have developed rapidly, and the hospital’s annual transplant volume is ranked No.1 in Shandong Province.[9]

The hospital has a particularly large number of patient beds in its transplant programs, and its urology department has a kidney transplant ICU, an organ transplantation laboratory, and a tissue typing unit. More than 100 kidney transplant surgeries are done per year (there're now more than 1,000 accumulated cases of kidney transplants) with 100 beds.[10] The Hepatobiliary Surgery at the hospital is one of the key specialty programs at the provincial level in Shandong, offering top quality medical treatments for patients. Established independently in 1998, it was the first such a program in Shandong. With 92 beds, it has performed allogeneic in-situ liver transplants for patients with early liver cancer and advanced liver diseases.[11]

The hospital’s urology center has 29 doctors, 38 nurses and technicians, including 13 with senior titles, one advisor for Ph.D. degrees, and three advisors for master degrees.[12] The Hepatobiliary Surgery Center has 37 medical staff, including five chief surgeons, five associate surgeons, one postdoctoral researcher, six other surgeons with Ph.D. in medicine, eight staff members with master degrees, one Ph.D. student advisor, and four master student advisors.[13]

Gao Zhenli, Director of Organ Transplant Center in Yuliuding Hospital, conducted 114 kidney transplants and two pancreas and kidney joint transplant surgeries in 2004. He performed 160 cases of kidney transplants in 2005, 163 cases in 2006, 108 cases in 2007, 132 cases in 2008, and over 120 cases in 2009.[14]

Liu Dongfu is a chief surgeon and professor, the vice chairman of the Organ Transplantation Society in Yuhuangding Hospital, and a member of Shandong Organ transplantation. He has conducted more than 3,000 cases of kidney transplants.[15]

From the above data, we can see that the yearly volume of transplant operations performed by these two doctors has already been high. Besides, the Department of Urology and the Department of Hepatobiliary Surgery of the Hospital also have many doctors who can perform transplant operations. Therefore, it is not difficult to imagine the large number of organ transplants performed. Of course, Yantai Yuhuangding Hospital's organ transplant business is not only supported by its hardware facilities and transplant medical personnel but its abundant source of organs.

Ⅲ.  Telephone Investigation: doctors in the Hospital did not deny using organs from Falun Gong practitioners; young donors are available; the wait time is short; the source of organs is unknown; and the organ transplant volume is large.

YTLH001 Gao Zhenli, male, DOB: June, 1961[30]

Profile: Gao Zhenli is Director of Organ Transplant Center, a national member of Kidney Transplantation Group of Urological Surgery Branch of Chinese Medical Association (CMA), and a member of Shandong Branch of China Society of Organ Transplantation.[31]             

Organ transplant operations at this hospital have increased tremendously since Professor Gao Zhenli took over the Organ Transplant Center in 2004. Large numbers of kidney, heart, liver and kidney transplants were performed. The annual number of organ transplant surgeries ranks first in the province. 114 cases of kidney transplants and 2 cases of kidney-pancreas double transplants were done in 2004. 160 cases of kidney transplants were done in 2005, 163 cases in 2006, 108 cases in 2007, 132 cases in 2008 and over 120 cases in 2009.[32]

YTLH002 Liu Dongfu, male.

Profile: Liu Dongfu is a Chief surgeon and professor. He is a deputy director of Organ Transplant Society in Shandong Province, and Deputy Director of Organ Transplant Center at Yuhuangding Hospital in Yantai. Involved in organ transplantation early in China, he has worked as a surgeon in organ transplantation for over 30 years, and as of 2016, completed over 3000 kidney transplant cases.[33]

Profile: Wang Hui is an associate chief surgeon of Urological Surgery and an associate professor, and has been engaged in kidney transplantation.[36]

YTLH006 Yang Diandong, male, DOB: June, 1970. [37]

Profile: Yang Diandong is Deputy Director of Urological Surgery, associate chief surgeon, and a member of Society for Organ Transplantation in Shandong Province. He has worked in kidney transplantation for 20 years, specifically in kidney transplant surgeries and postoperative care.[38]

Profile: Jiang Renhui is a chief surgeon and professor of Urological Surgery, and the deputy director of the program.

In August 1992, he performed the first allogeneic kidney transplant surgery in Yantai. He has been engaged in kidney transplantation.[41]

YTLH010 Wan Fengchun, male

Profile: Wan Fengchun is Deputy Director of Organ Transplant Center.[42] According to a nurse at Kidney Transplant Inpatient Service,[43] he is in charge of the preoperative preparation work for kidney transplants, such as tissue typing and contacting for organ sources.

YTLH011 Meng Kewei[44], male, DOB: July, 1969

Profile: Meng Kewei is Deputy Director of Hepatological Surgery Program, an associate professor, and an associate chief surgeon.

In September, 2005, he graduated with his Ph.D. in clinical medicine of hepatological surgery from the Medical College of Xi’an Jiaotong University.

From September 1988 to July 1991, he studied at the Medical College of Anhui Institute of Technology;

From August 1991 to September 1997, he worked at the General Hospital of Mining Affairs Bureau in Yanzhou, Shandong Province;

From September 1997 to July 2000, he studied at Guangxi University of Medical Science, and from August 2000 to September 2002, he worked at Yuhuangding Hospital inYantai;

Between September 2002 and September 2005, he studied for his Ph.D. at the Medical College of Xi’an Jiaotong University. He went back to Yuhuangding Hospital in Yantai in August 2005 and has been working there ever since. 

In 2000 he was involved in the completion of the first liver transplant surgery in Jiaodong region. As of 2007, he had been involved in over 150 cases of liver transplants.[45]

YTLH012 Song Zhanwen, male

Profile: Song Zhanwen is Deputy Director of Hepatological Surgery Program, a chief surgeon and professor, and a member of Organ Transplant Branch of the Medical Society in Shandong Province.

In 1982, he graduated from the Department of Medical Therapy, Qingdao Medical College. From 1996 through 1997, he studied at Peking Union Medical College Hospital, and he was a full time graduate student at Qingdao University in 1999. In 2003, he completed the training course of Advanced Minimally Invasive Surgery at United Christian Hospital in Hong Kong.

Song Zhanwen has performed the complex surgeries like liver transplants and provided the postoperative care. He’s been doing liver and pancreas transplants in Jiaodong region since 2000, and as of 2006, had completed 22 cases of liver transplants independently and provided the postoperative care for over 60 cases. [46]

YTLH013 Xu Zheng, male

Profile: Xu Zheng is an associate chief surgeon and associate professor, and the deputy director of Liver Transplant Program. In 1989, he graduated from Shandong University School of Medicine majoring, in Clinical Medicine. In 2002, he studied at Peking Union Medical College Hospital. He is one of the leading doctors in liver transplantation in Yantai City. [47]

YTLH014 Zhou Xianting, male

Profile: Zhou Xianting is a chief surgeon, a professor, and Director of Hepatological Surgery Program. In 1982, he graduated from the Department of Medical Therapy of Qingdao Medical College, and participated in the first case of allogeneic liver transplant in Yantai City.[48]

YTLH015 Sun Shijie, male, DOB: March, 1968

Profile: Sun Shijie is an associate chief surgeon of hepatopancreatobiliary (HPB) Surgery and an associate professor. In July 1990, he graduated from Shandong University School of Medicine with a Master’s degree and started to work at Surgery Department of Yuhuangding Hospital in Yantai. He studied the techniques of liver transplant surgeries with organs from living donors at West China Hospital, Sichuan University. He was one of the first surgeons in Shandong Province who are capable of performing kidney transplants with organs from living donors.[49]

YTLH016 Wei Zhenyu, male

Profile: Wei Zhenyu is Director of Cardiac Surgery, a chief surgeon and professor. In 1992, he was sent by the government to study the clinical cardiac surgery under Dr. O’Brian at the Prince Charles Hospital in Australia. He is specialized in heart transplantation.[50]

YTLH017 Fan Qinming, male

Profile: Fan Qinming is a chief surgeon of Cardiac Surgery, and a professor. In July 1987, he graduated from the Department of Medical Therapy at Binzhou Medical College with a Bachelor of Medicine. He started working in Thoracic Surgery at Yantai Yuhuangding Hospital in July 1993, and became an Attending Surgeon in July 1994 and an associate chief surgeon in 2001. From July 1999 through July 2000, he studied cardiovascular surgery at Beijing Anzhen Hospital of Capital Medical University.

He participated in the whole process of 2 cases of allogeneic heart transplants, including the heart extractions, the operations and postoperative care. He participated in over 20 cases of heart transplants.[51]

YTLH018 Sun Ying, female, DOB: 1956

Profile: Sun Ying is a chief surgeon and professor of Ophthalmology. After graduating from college in 1982, she had the positions as Deputy Director, Director, and the CCP Secretary of Ophthalmology. She has performed corneal transplants in Yantai and Weihai regions.[52]

YTLH019 Yu Shengqiang, male

Profile: Chief Surgeon, Doctor of Medicine, postdoctoral fellow in the US, master student supervisor, Deputy Director of the Department of Organ Transplantation of Yantai Yuhuangding Hospital. He graduated from Shandong University in 2002 with a bachelor’s degree and from Shanghai Jiaotong University in 2009 with a doctor’s degree. He studied as a postdoctoral fellow at the University of Rochester Medical Center in the US for three years and at the Royal Adelaide Hospital in Australia for half a year. He serves as a member of the Organ Transplantation Branch of the Shandong Medical Association and a member of the Organ Transplantation Branch of the Shandong Medical Doctor Association[53]. In 2021, Sina.com reported that Yantai Yuhuangding Hospital appointed Yu Shengqiang, who used to be a postdoctoral fellow in the US, to be the Director of the Organ Transplant Center and preside over the daily work of the Organ Transplant Department[54]. He is especially good at kidney transplant surgery[55].
