Summary of WOIPFG's investigation of live organ harvesting from Falun Gong practitioners in the first half of 2020

Preface

At the beginning of 2020, a major epidemic (Wuhan pneumonia) of the CCP virus (new coronavirus) broke out in mainland China. Despite causing a man-made global pandemic, the CCP has still not stopped harvesting live organs. The WOIPFG continued to conduct telephone investigations on mainland medical staff suspected of harvesting organs from live Falun Gong practitioners, and obtained a batch of new evidence and leads.

From Jan. 1, 2020, to July 16, 2020, we selected 100 recordings from hundreds of telephone interviews and published them in this report.

Organ Transplantation in Mainland China During the Epidemic

After the outbreak of the epidemic at the beginning of the year, the transplantation business at hospitals did not stop, and directors and chief surgeons listed outpatient services as usual. For example, the Affiliated Hospital of Chongqing Medical University is a designated hospital for transplanting during the pandemic time, but the doctors of the hospital said, “We were doing kidney transplants at the worst time in February.” Another example is Dr. Yan from the Liver Transplantation Department of the First Affiliated Hospital of Anhui Medical University, who said: “Regardless of whether there is an epidemic or not, liver transplantation continues!... Director Zhao Hongchuan and the other three directors do it."

Although doctors and nurses are also very afraid of becoming infected, they "will do it if there is demand!" although they are not "as busy as when there was no epidemic," revealed the head nurse of Guangxi People's Hospital.

Liver and Kidney Sources

According to investigations, during the epidemic, patient waiting times for transplantation were not significantly prolonged, despite cities and roads being locked down. In Hangzhou, Zhejiang Province, where the epidemic was once severe, not only did two hospitals we investigated not stop, but the number of transplants was considerable. Dr. Zhu from Li Huili Hospital of Ningbo Medical Center said on April 4: “We are all doing it. Yesterday we were doing it, today we are doing it, and tomorrow we will do a type B. There are 10 patients on the waiting list for type B." He also disclosed that Mr. Zheng Shusen, director of Hangzhou Shulan Hospital, said "Shulan hospital has done a lot of transplant surgeries, and it has not stopped because of the epidemic. No, Shulan hasn't stopped."

In recent years, organ transplants at two local hospitals in Xinjiang have developed rapidly, even much more than the number of disclosed transplants. A person answering the hospital’s phone always said: “The dean and director are all operating. The waiting time is also short, 1-2 weeks. This year, the transplant ward is full and there are no more complaints about the lack of donors.” The nurses of the two hospitals casually said "they are in stock" and "we have them in stock."

On April 19, during the investigation into the Department of Hepatobiliary Surgery at the People’s Hospital of Xinjiang Uygur Autonomous Region, when the patient’s family members said they wanted to speed up the process, the nurse said: “It depends on the situation. If you are lucky, once there is something in stock, we can directly match it to you, then you can do it directly!" The investigator asked: “What do you mean in stock? Is there one ready?” The nurse replied: "Yes."

This hospital is not qualified to do liver transplantation. But this year, after a call was made, asking if there were liver transplants available, the nurse immediately replied: "We do it too!" According to an investigation made on Nov. 27, 2019, Chen Xiong, the director of Hepatobiliary Surgery at the People’s Hospital of Xinjiang Uygur Autonomous Region, performed a liver transplantation. The nurse said to family members who wanted the liver: "The director will make arrangements for you after you come."

The liver transplant nurse at the hospital told the investigator on June 16, “Because it's very busy now, you will definitely not be able to stay if you come here.” The investigator asked if the surgery could be done in two weeks or a month later. The nurse said: "As I said, you must contact the doctor. We have it in stock [in the hospital]. If things go well, I can do it in one week or two weeks!" The nurse who answered the phone told them the surgeon’s contact info.

On March 27, 2019, Jiang Tiemin, the chief surgeon of liver transplantation at this hospital, assured investigators that it could be done in a week or two. When the investigator asked if it could be done sooner. Jiang immediately said, "Come to us first!"

Suspension of liver and kidney transplantation operations in military police hospitals

In order to escape criminal responsibility for military and police hospitals, the Central Military Commission of the Communist Party of China imposed a ban on liver and kidney transplants in military and police hospitals in 2019. But some hospitals ignored the ban by converting to civilian hospitals. For example, at the 303 military hospital in Nanning, the main transplant team led by director Sun Xuyong moved to the civilian Second Affiliated Hospital of Guangxi Medical University last year. It currently conducts 30 or 40 liver transplants a month.

Some chief military doctors went to work as surgeons at local hospitals. For example, Shao Chen, a deputy director at the Department of Urology at Xijing Hospital of the Fourth Military Medical University, became deputy dean of the newly opened Xiang'an Hospital of Xiamen Medical University. Lin Ningshu, a former kidney transplant specialist at the Fujian Armed Police Corps Hospital, became deputy chief physician of the Department of Urology at Xiang'an Hospital. Both are on the WOIPFG’s watch list. Liu Yu, former deputy director of the Institute of Liver Transplantation of the Armed Police General Hospital, is now the director of transplantation at the Department of Hepatobiliary Surgery in Chaoyang Hospital, Beijing.

Lung Transplantation of CCP Virus Patients

At the start of the outbreak, a large number of medical staff were pushed to the front line of the fight against the epidemic, and the death rate was high, causing panic among medical professionals. Dr. Chen Jingyu's lung transplantation for patients with the CCP virus was highly publicized by state media. Afterward, the First Affiliated Hospital of Zhejiang University, Beijing China-Japan Friendship Hospital, and Guangzhou Zhongshan First Affiliated Hospital started doing lung transplants. However, many lung transplant doctors publicly raised concerns. A WOIPFG investigator felt medical staff became uncomfortable when asked about lung transplants for CCP virus patients.

Wu Bo, deputy director of the Transplantation Department at Wuxi Fifth People's Hospital, personally participated in the first lung transplant on a CCP virus patient. On March 5, he said: “The entire medical process takes a long time. I don't know how many days it will take. The CCP virus lung transplantation operation is a public expense.”

Chen Jingyu's lung transplant operation was arranged by the state. Dr. Chen Hao from the Lung Transplantation Department of the First Affiliated Hospital of Zhejiang University said that this is hard to say if the procedure will help cure the virus. The lung transplant in Wuxi was done after the patient tested negative for the virus. The doctor only dealt with a lung transplant, not curing the CCP virus.

Organ Harvesting of Falun Gong Practitioners

In recent years, transplant hospitals adopted a unified approach: since 2015, they claimed to no longer use organs from criminals sentenced to death and only from brain dead patients. When asked about the source of organs before 2015, the hospitals either avoided answering or gave a vague response.

On June 12, 2020, a military doctor at the People’s Liberation Army 989th Hospital in Luoyang, Henan, said to the investigator: “The main source of donors in the past was prisoners on death row. There was another source, the national organ reserve center, a state reserve.”

He stated that the source of transplanted organs at the 989th Hospital was not only local prisoners but from the national reserve. "There are also such sources from the national organ reserve center... the state has a reserve."

How does the state reserve maintain a liver and kidney bank? Does it require a living human organ bank to achieve this, and where does it store organs that are not from criminals? The Falun Gong group that former Chinese leader Jiang Zemin wants to eliminate is the most likely source of such organs in the national reserve.

Did the organ harvesting of Falun Gong practitioners really stop after 2015? In the beginning of 2020, in a follow-up investigation on Li Guowei on Jan. 11, a kidney transplant doctor at the Fourth Military Medical University Xijing Hospital, Li said: "As long as he [a Falun Gong practitioner] is in our hospital at the time, as long as you dare to watch, I can take you to his bedside to let you see in person that this person is in his twenties." On Jan. 13, the investigator asked Li, “all these years in China you have been taking organs from Falun Gong practitioners. But you can't publicly say that, you can only say that the organs are high-quality and disease-free.” Li Guowei admitted: "Yes, it's like this, you are right to say that!"

You can't be reimbursed as no invoice is available, the second is a hospitalization fee of about 120,000 to 150,000 RMB, the third is the cost of taking medicine long-term after you check out of the hospital, in the range of more than 2-3,000 RMB per month.
