WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the No. 960 Hospital of the PLA’s Joint Logistics Support Force (Formerly Jinan Military General Hospital) and Its Staff Members Suspected of Participation

Foreword

The hospital's hepatobiliary and pancreatic organ transplantation surgery has achieved leaps and bounds of extraordinary development, with short waiting times and huge number of liver and kidney transplantation, once performed 16 consecutive kidney transplants in 24 hours, which is synchronized with the time when the CCP persecutes Falun Gong. Ni Jialian, the director of the hepatobiliary surgery, admitted that the original organs used were all from Falun Gong practitioners. Under the general background of the CCP's national crime of live organ harvesting, the hospital is suspected to have been involved in the crime of live organ harvesting from Falun Gong practitioners and other groups.

I. Overview of Former Jinan Military General Hospital

The 960th Hospital of the Joint Logistics Support Force of PLA is located in Tianqiao District, Jinan City, Shandong Province. On November 5, 2018, this hospital was established by merging the former Jinan Military General Hospital, the PLA 88th Hospital, the PLA 148th Hospital, and the PLA 456th Hospital.[1] The former Jinan Military General Hospital is a modern comprehensive "third level first class hospital" integrating medicine, education, research, prevention and health care, with more than 2,000 beds and 58 clinical and medical-technical departments. The specialty technologies are orthopedic and trauma surgery, especially tissue and organ transplantation (kidney, liver, cornea, bone marrow transplantation), of which the kidney transplantation technology and the quantity are among the top ten in China. [2] The hospital has many medical equipment at the forefront of medical care, including the da Vinci surgical robot, intraoperative radiotherapy, radio wave knife, MRI3.0, 640-row CT, etc. [3]

II. Kidney transplant quantity ranks among the top 10 in China and the top 5 in the military

The Department of Urology Surgery of the hospital was approved by the PLA General Logistics Department in 2005 as the military‘s Renal Transplantation and Dialysis Treatment Center, with 80 beds.[4] The number of kidney transplant ranked top 10 in China, and top 5 among PLA hospitals.[5]

III. The Department of Hepatobiliary and Pancreatic Transplantation of the hospital accomplished “supernormal great-leap-forward” development

In Aug. 2003, the Hepatobiliary and Pancreatic Transplantation Department became an independent department. Since then, the department had conducted various types of liver transplantation and liver-kidney joint transplantation, accomplishing “supernormal great-leap-forward development”.[6] The Hepatobiliary Surgical Department has established two development strategies, and focused on developing liver transplantation and Minimally Invasive Surgical Technology.[7]

IV. Strong Liver and Kidney Transplantation Teams

At present, there are 32 staff members in the Urology Surgery Department of Jinan Military General Hospital, including 13 doctors, 4 technicians and 15 nurses. There were 4 doctoral-degree holders and 4 master-degree holders, also it had 5 chief surgeons, 4 associate chief surgeons and 1 chief nurse.[8]

The Department of Hepatobiliary Surgery has 12 staff members, 2 professors and chief surgeons, 4 associate professors and associate chief surgeons, 4 attending surgeons, and 2 resident surgeons. There are 2 master's degree supervisors, 2 doctorate and 6 master's degree holders. [9] Multiple liver transplantation teams can be formed.

V. The actual number of liver and kidney transplants is huge, once performed 16 consecutive kidney transplants within 24 hours
According to a report published by Qilu Evening News on Mar. 21, 2005, the Director Li Xiangtie led a urology surgical team with strong expertise and technical skills. The department was capable of conducting 6 cases of kidney transplants simultaneously, and had made a national record of performing 16 cases of kidney transplants consecutively in 24 hours.[10] They could be configured in multiple teams for kidney transplants.

In October 2002, an article published in Journal of Research in Nursing, claimed that the Jinan Military General Hospital had conducted 7 cases of organ transplants in one day and 32 cases of transplants in one week on 6 occasions.[11]

VI. The Hospital has sufficient donor sources.

During the May 1 public holidays in 2001, Jiang Hua, from the ophthalmology department of Jinan Military Region General Hospital, led his entire department to continuously perform corneal transplants. During the day, they went to other places to collect corneas, and in the evenings, they performed surgeries. They worked around the clock every day for the entire week[12]. This article published in 2009 says in the end, “Over the years, many holidays were spent in this way”. In “a lot of holidays”, they went to other places to collect corneas, and then they would immediately perform the transplants. This indicates that the corneas were freshly-cut, and they were not taken from any eye bank. Not to mention, “eye banks in China are basically in a state of zero inventory[13]”. Then, why during the “many holidays”, the donors would emerge? The hospital staff had to make a special trip to others places to collect corneas. This suggests that the whole process was premeditated. It is highly likely that a certain CCP department is in charge of coordinating the distribution of live “donors,” and it often arranges the hospitals, with which it has connections, to go and harvest organs during the holidays.

VII. Telephone investigation recordings showed that Ni Jialian, Director of the Hepatobiliary Surgery Department of the Hospital, admitted that the organs they used in the past were all those of Falun Gong practitioners. The number of transplants is large, and the wait time for organs is short.

Ni Jialian: “It is hard to say. The previous donors were all prisoners.” Previously, all hospital were using mostly prisoners‘ (organs).
Investigator: So, all the ones you used in the past were the organs from Falun Gong practitioners, right?”

2.Investigation recording: short waiting time and high transplant volume

Investigation Object: A doctor from the doctors’ office for kidney transplantation in the Urinary Surgery Department of Jinan Military General Hospital [15]

Summary: The hospital conducted 200 to 300 cases of kidney transplantation last year. The doctor said, “This kind of things are arranged by the hospital. We don’t know how long you’ll have to wait.”

There were also cases with short waiting time! The past two cases were done the next day after patients arrived. We have been performing this procedure for more than 10 years.

VIII. The data on the Hospital's official website had not been updated for at least ten years before the related webpage was deleted.

On May 24, 2006, dzrb.dzng.com reported that Jinan Military Region Urology Specialist Technology Center, led by Li Shenqin who performed the first kidney transplant in Jinan Military General Hospital and became a civilian general in September 2001, had completed more than 1,500 kidney transplants and the Center had maintained an annual record of more than 150 kidney transplants for five consecutive years. [18]

On August 21, 2016, the official website of Jinan Military General Hospital still stated: "The Department of Urology has completed more than 1,500 kidney transplants." [19] The hospital had not updated the data for at least ten years. This webpage was then deleted. [20]

He studied under Academician Wu Mengchao and Professor Yan Yiqun of Shanghai Oriental Hepatobiliary Surgery Hospital, also studied under Professor Hu Xiangui of Pancreatic Surgery, Shanghai Changhai Hospital.

JNJQ003 Ni Jialian, Male.

He graduated from the Second Military Medical University in Shanghai, and studied under the Academician Wu Mengchao, a nationally renowned liver surgery expert. The department conducted the first case of liver transplantation in Jinan Military Region, the first case of living liver transplantation and combined liver and kidney transplantation in Jinan Military Region and Shandong Province. Clinical liver transplantation includes liver transplantation for end-stage cirrhosis, parental liver transplantation in children, liver transplantation of relatives between adults and combined liver and kidney transplantation.
