Preface

The First Hospital of Jilin University has done many organ transplants. The wait time for organs is short, the source of donors is unknown, and there is a surplus of organ donors. In 2017, there was even a promotion for free liver transplants. In the general context of the Chinese Communist Party(CCP)'s state crime of living-donor organ harvesting, the hospital is clearly suspected of being involved in the crime of organ harvesting of living Falun Gong practitioners and members of other groups.

I. Hospital Overview

The First Hospital of Jilin University, also known as the First Bethune Hospital of Jilin University, was founded in 1949. It is a large-scale comprehensive Grade-A Tertiary Hospital integrating medical treatment, scientific research, teaching, disease prevention, health care, and rehabilitation. It has two campuses. The main campus is located at No. 71 Xinmin Street, Chaoyang District, Changchun City, Jilin Province, with a total construction area of 549,500 square meters, more than 5,900 beds, and more than 9,600 employees.[1]    

II. Large Scale Kidney Transplants

1. The number of kidney transplants ranks among the top three in China.

Fu Yaowen, director of Urology II of the hospital, started the center for kidney transplantation and blood purification. Its number of transplants are among the top 10 of more than 300 kidney transplantation units in China, and its number of kidney transplantation cases ranks among the top 3 in the country.[2]

2. Doctors perform a large number of transplants.

As of April 2009, Fu had completed nearly 3,000 allogeneic kidney transplants. [3]With 3,000 transplants completed by Fu alone, there is high possibility of a significant number of transplants performed by multiple kidney transplant surgeons in the hospital.

3. There is a strong kidney transplant team.

The Urology of the First Hospital of Jilin University consists of Urology I and Urology II. Wang Chunxi, the head of Urology I, is a member of the Standing Committee of the Organ Transplantation Branch of the Jilin Provincial Medical Association. All the young and middle-aged doctors in the program have Master's degree in medicine, six have doctoral degree in medicine (3 of them have work experience at postdoctoral mobile station), and three are studying for doctoral degree.[4]

Urology II of the First Hospital of Jilin University has sub-specialties such as kidney transplantation. There are 66 people in the program, including 23 doctors, 39 nurses and 3 technicians; 8 professors, 5 associate professors, 1 deputy chief technician, 1 chief nurse, 7 attending surgeons, 4 supervising nurses, 2 surgeons and 2 technicians; 1 doctoral supervisor and 8 Master's supervisors; 15 doctoral degree holders and 12 Master's degree holders; 13 people have experience of studying abroad. Every year, 2 to 3 doctoral students and 5 to 7 master's students are enrolled.[5]

4. The kidney transplant department has a large number of beds.

There are 47 beds in the main hospital and 24 beds in the branch.[6]  Urology II of the First Hospital of Jilin University,a key clinical specialty of the Ministry of Health, is the first and the only one in Jilin Province to be approved by the Clinical Application Committee of Human Organ Transplantation Technology of the Ministry of Health to carry out kidney transplantation. There are 79 beds in the program. [7]

III. Large Scale Liver Transplant Center

Hepatobiliary and Pancreatic Surgery has been officially divided into two independent medical groups since April 26, 2013. Hepatobiliary and Pancreatic Surgery, now a national key clinical specialty, is the liver transplantation center of Jilin University. At Hepatobiliary and Pancreatic Surgery I, there are 20 doctors, 3 professors and 3 associate professors; 3 doctoral supervisors, 5 Master's supervisors, 6 with doctoral degrees and 4 doctoral students.[8]

Hepatobiliary and Pancreatic Surgery (Group II) has 12 doctors, 3 professors and 1 associate professor; among them, there are 1 doctoral supervisor, 3 master's supervisors and 5 with doctoral degrees.[9]  Several liver and kidney transplantation teams can be formed.

Hepatobiliary and Pancreatic Surgery I now has 90 beds. [10] Hepatobiliary and Pancreatic Surgery (Group II) now has 88 beds. [11]

IV. Donor Surplus and Again Promotion for Free Liver Transplant

Jilin Travel Radio and the Liver Transplant Center of the First Hospital of Jilin University, jointly launched a one-month free liver transplant campaign for the first 10 children (June 1 to 30, 2017). [12]

On June 13, 2017,  WOIPFG investigators conducted an investigation of the Travel Radio "Green Path for Darling Babies" free liver transplant enrollment program and confirmed that liver sources are plentiful and transplantation can be arrange at any time.

On June 13, 2017, WOIPFG investigators called President Hua Shucheng of the First Hospital of Jilin University to ask about the free liver transplant campaign for 10 children. President Hua admitted that the campaign was true.

On June 14, 2017, Zhang Haiyu, director of Pediatric Surgery, First Hospital of Jilin University,said, "The first ten are free...our hospital has many sources of donors."

On June 14, 2017, in an investigation into the Travel Radio "Green Path for Darling Babies" free liver transplant enrollment program, the subject mentioned that the liver source is confidential. The subject said, "The liver source is confidential, you won’t know it even if you would spend 2 million yuan!"

On June 15, 2017, an investigation was conducted with Mr. Liu from the organ donation office of the Jilin Red Cross, and he mentioned that "The liver source is not provided by our Red Cross" for the free liver transplant campaign at Jilin University. [13]

V. Media: 15-day Wait Time for a Liver Transplant and 200,000 yuan for Donor Liver

According to a report by Minghui.com on August 21, 2019, a person familiar with the case reported that his friend had a liver transplant at the First Hospital of Jilin University in 2018. He waited for 15 days and spent 200,000 plus yuan on the donor’s liver, and between 20,000 and 100,000 yuan as favor expenses.

The First Hospital of Jilin University and Sino-Japanese Friendship Hospital are competing for patients, so it is clear that they are not short of organ donors, but recipients (patients). The receipts issued by the hospitals to the patients are all left blank, and the income is not recorded in the books. [14]

JLDX001 Fu Yaowen, male. Han nationality, born in August 1957, graduate degree, participated in work in August 1986, joined the Chinese Communist Party in June 1986[15].

Personal Profile: Director of Urology II, professor, chief surgeon, and doctoral advisor. Vice chairman of Kidney Transplantation Group of Chinese Society of Organ Transplantation                 

He graduated from the Medical Department of the former Bethune Medical University in 1983 and received his Master's degree in Urology in 1986. He has been practicing urology and clinical organ transplantation--kidney transplantation in Urology of the former Bethune Medical University since 1986.                                

As of April 2009, Fu Yaowen had completed nearly 3,000 allogeneic kidney transplants. He founded the Kidney Transplantation and Blood Purification Center, and led a series of innovative and practical scientific researches, which significantly improved the human/kidney survival rate of kidney transplantation. Both the quantity and quality of their work ranked among the top 10 of more than 300 kidney transplantation units in China, and among the top 3 kidney transplantation cases in China[16].

JLDX002 Honglan Zhou, Male.                              

Personal Profile: Deputy director of Department of Urology II, deputy director of Jilin Provincial Organ Transplantation Quality Control Center. Professor, chief surgeon. Member of Kidney Transplantation Branch of China Association for the Promotion of International Exchange in Health Care, youth member of Chinese Medical Association, youth member of Chinese Surgeons Association, member at deputy-director level of Organ Transplantation Branch of the Jilin Provincial Medical Association

He graduated from college in 1994. He was promoted to attending surgeon and lecturer in 1999, to associate professor and associate chief surgeon in 2004. In April 2006, he was transferred from China-Japan Friendship Hospital of Jilin University to the First Hospital of Jilin University, where he has since been working. He was promoted to professor and chief surgeon in 2009, and was appointed as supervisor of doctoral students of Jilin University in 2016.  

He has completed more than 1500 cadaveric kidney transplants, assisted in more than 1000 allogeneic kidney transplants and more than 500 living-donor kidney transplants. He was the first to carry out laparoscopic living-donor kidney excision in the northeast region of China in 2009.[17]

He graduated from the former Bethune Medical University in 1996.
He studied at Massachusetts General Hospital, Harvard Medical School, USA, and Toronto General Hospital, Canada.                             
He has been engaged in kidney transplantation for more than 10 years, specializing in preoperative evaluation of kidney transplantation, perioperative monitoring of kidney transplantation and postoperative follow up work.[18]     

He is currently involved in the pre- and post-operative management, registration and follow-up of kidney transplant patients and DCD coordination.[19] 

JLDX004 Wang Jinguo, Male.                                 

Personal Profile: Associate professor and deputy chief surgeon of Urology II. Member of Organ Transplantation Branch of Jilin Provincial Medical Association  

He graduated from Jilin University (formerly Bethune Medical University) in 1999 and received his doctorate in medicine in 2004.  He went to Sendai, Japan in 2004 to study early diagnosis and treatment of prostate cancer, went to Seoul, Korea in 2007 to study minimally invasive treatment techniques such as laparoscopy, and went to UCLA, the US in 2013 for one year of systematic clinical training.   

He specializes in kidney transplantation.[20]

He graduated from the former Bethune Medical University in 1998.
From 2006 to 2007, he spent one year at the Transplant Center, University of Washington, USA.             
He has been engaged in clinical and research work in organ transplantation and urology.[21] He specializes in kidney transplantation.[22]

He studied at Alberta University in Canada and Emory University in the United States.   

After returning to the hospital, he started to set up the liver transplantation team. In October 2012, the Ministry of Health reviewed the implementation of DCD pilot work and it became the third qualified unit by DCD for liver transplantation after Guangdong Foshan Hospital and Central South University Hospital.

On July 27, 2013, the first liver transplantation in Jilin Province was done. In August, the Liver Transplantation Center of Jilin University was established. Up to now, the hospital independently completed more than 100 cases of DCD liver transplantation, and assisted the Second Hospital of Harbin Medical University to complete the first inter-provincial liver transplantation in Jilin Province in October 2015. [31]

In 1988, 1997 and 2005, he went to St. George's School of Medicine, University of London, Liver Transplant Surgery, the University of Pittsburgh Medical Center and Hepatobiliary Surgery, the University of Tokyo, Japan for further training.

In 1997, he went to the University of Pittsburgh Medical Center to study liver transplantation for one year. After returning to China, he undertook a scientific research project on liver transplantation for the provincial science committee, and won the major project of new clinical medical technology and new therapy of Jilin University, with a funding of one million yuan. Since the end of 2002, he has successfully completed 2 clinical liver transplants in the province in the past 20 years.[32]

In 1997, he went to the University of Pittsburgh Organ Transplant Center, USA, to practice liver surgery and transplantation.
