WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at Air Force Hospital of Northern Theater of People's Liberation Army (formerly PLA No.463 Hospital) and Its Staff Members Suspected of Participation

Foreword

The Air Force Hospital of the Northern Theater of the PLA (formerly the PLA No.463 Hospital) vigorously develops organ transplants, including liver transplants and kidney transplants. And the hospital claims to "have the largest cornea bank in Northeast China". WOIPFG’s telephone investigation shows that the hospital has a large number of kidney transplants. In the large context of the CCP’s state crime of living donor organ harvesting, the hospital is obviously suspected of participating in the crime of organ harvesting from living Falun Gong practitioners and members of other groups.

Hospital Overview

The Air Force Hospital of the PLA northern theater was founded in 1951 and is a tertiary Level-A general hospital. There are 1,120 patient beds, 125 people with senior professional titles in the medical field, nearly 100 highly educated talents such as doctors and masters, and 7 master supervisors. The total value of its medical equipment is 305 million yuan.[1]

I. Organ transplantation has become one of the new three pillars of the hospital

The hospital belongs to the second batch that obtained the qualification for kidney transplantation from the Ministry of Health. Meng Weihong, director of PLA No.Hospital in the Shenyang Military Region, who took office in 1998, said, “We have vigorously developed organ transplantation, such as liver transplantation and kidney transplantation, and concentrate financial resources and manpower on these fields.” Organ transplantation, cell therapy and minimally invasive interventional therapy technologies have become the new three pillars of the hospital. [2]

II. The number of kidney transplant cases ranks among the top in China, and has always maintained a leading position in the military region and the Shenyang region of Liaoning Province

The number of kidney transplant cases in this hospital ranks among the top in China, and it has always maintained a leading position in technology in the military area and the Shenyang area of Liaoning Province.[3] On August 1, 2013, the hospital was designated by Beijing's Health and Family Planning Commission to carry out kidney transplants.[4]

According to a paper of the hospital published in the fifth issue of 2006 in Liaoning Medical Journal, the hospital had performed at least 326 cases of kidney transplantation as of 2005.[5]

III. Liver transplantation ranks first in Shenyang Military Region Hospitals

In 2004, the hospital successfully carried out allogeneic orthotopic liver transplantation, ranking first among hospitals in Shenyang Military Region.[6]

Number of Liver Transplants: According to the Department of General Surgery, many cases of liver transplants have been completed. As of 2007, the Department of General Surgery of the PLA No.463 Hospital and Liaoning Provincial People's Hospital have participated in the implementation of combined rapid liver and kidney harvesting and separation of nearly 100 cases.[7]

IV. Corneal transplantation: The hospital has the largest corneal bank in Northeast China.

According to the introduction from the ophthalmic laser myopia treatment center on the website of the hospital in 2012, the Liaoning Red Cross Eye Bank was established in the PLA No. 463 Hospital. The hospital’s eye bank is the largest cornea bank in Northeast China, with the richest cornea sources and the best quality.[8]

V. Phone recordings show that the hospital performs a large number of transplants.

He has reached the advanced level in kidney transplantation in Liaoning Province and the Air Force.[11] He is engaged in clinical work of urology diseases. Since 1997, he has done 365 cases of kidney transplantation.[12]

He started doing kidney transplantation in the early 1990s.[13]
