Since the Jiang Zemin regime began suppressing Falun Gong in July 1999, the CCP’s Supreme Prosecutor’s Office and the Supreme Court have tried their best to follow the lead of Jiang Zemin’s Group, enacting a directive that deliberately flouts the law in order to unjustly persecute Falun Gong practitioners.  It has been well-documented that illegal arrests have occurred en-masse, and practitioners have been sentenced to prison with no crime committed.  While the persecution of religious minorities is nothing new in China, the peaceful, spiritual practice of Falun Gong is the largest and primary target in the CCP’s quest to eradicate any group that does not follow its atheistic views.  In the last 20 years, many innocent Falun Gong practitioners have been illegally sent to the re-education camps, sentenced to serve years in prisons, and have even been beaten, tortured and persecuted to the point of death As a prosecutor in law enforcement, Liu must take full responsibility for his actions and be held accountable for his role in these crimes against humanity.

On March 5, 2002, in an effort to clarify the truth of their situation, Falun Gong practitioners from Changchun, Jilin Province broadcast the films "Falun Dafa All Over the World" and “The Truth Behind   Tiananmen Self-Immolation” through  a cable television network in the  cities of Changchun and Songyuan. This event is considered to be the first large-scale occurrence of civilians breaking through the official government-run media since the Chinese Communist Party took over China.  Up until this point, the people of Mainland China, living under years of tight Communist rule, had only viewed what was deemed to be in-line with the views of the CCP. [2]

According to reports, within just a few days of the films being broadcast, approximately 5,000 Falun Gong practitioners were arrested in Changchun. The Municipal People's Procuratorate filed a public prosecution against 15 Falun Gong practitioners, including Liu Chengjun and Liang Zhenxing.  Each one of these Falun Gong practitioners was illegally arrested and sent to the Changchun Intermediate People's Court on Sept 6, 2002. On September 18, the Changchun Intermediate People's Court illegally opened a court session. Liu Rongsheng of the Changchun Municipal People's Procuratorate was the public prosecutor of the case.  The practitioners were charged with "destroying a radio and television facility and organizing and using cult organizations to undermine  law enforcement.” [3] On September 20, 2002, 15 Falun Gong practitioners were illegally sentenced to severe punishment.

They are:

Zhou Runjun, sentenced to 20 years, held in Jilin Province Women's Prison

Liu Weiming, sentenced to 20 years, held in Jilin Prison

Liang Zhenxing, sentenced to 19 years, was illegally detained in Jilin Prison, Tiebei Prison, Siping Shiling Prison, and Gongzhuling Prison. He was persecuted to death on May 1, 2010. [4]

Liu Chengjun, sentenced to 19 years, detained Jilin Prison.He was persecuted to death on December 26, 2003.[5]

Zhang Wen, sentenced to 18 years, held in Jilin Prison;

Lei Ming, sentenced to 17 years, held in Jilin Prison, where he was persecuted and maimed. After being taken out of the hospital where he was receiving medical treatment, he died on August 6, 2006. He was only 30 years old. [6]

Li Dehai, sentenced to 17 years, held in Jilin Prison; [8]

Zhao Jian, sentenced to 15 years, held in Hezuizi Women's Prison in the city of Changchun; [7]

Yun Qingbin, sentenced to 14 years, detained Jilin Prison; [8]

 Liu Dong, sentenced to 14 years, detained in Jilin Prison;

Wei Xiushan, sentenced to 12 years, detained in Jilin Prison; [9]

Zhuang Xiankun, sentenced to 11 years, detained in Siping Shiling Prison in Jilin; [10]

Chen Yanmei, sentenced to 11 years, detained in Jilin Province Women's Prison;

Li Xiaojie, sentenced to 4 years.
