WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the No. 924 Hospital of the PLA’s Joint Logistics Support Force (Formerly the PLA’s No. 181 Hospital) and Its Staff Members Suspected of Participation

Preface

The No. 924  Hospital of the People's Liberation Army (PLA) Joint Logistics Support Force claims that its technology be at an advanced level in the entire military. The total number of kidney transplants has exceeded 2,200. In a telephone investigation by WOIPFG, the director of the hospital's transplant center admitted to using organs from Falun Gong practitioners, and when referring to organ donors, he said, “All of China depends on us here for them.” In view of the background of the CCP’s state crime of organ harvesting from living persons, the hospital is apparently suspected of participating in the crime of organ harvesting from living Falun Gong practitioners and persons from other groups.

I. Hospital Overview

Established in 1946, it  is now a large-scale, comprehensive "tertiary level-A " hospital. The hospital covers an area of more than 90,000 square meters, with a construction area of more than 120,000 square meters and more than 1,000 beds[1]. After the military reform, the hospital was renamed as the 924th Hospital of the Joint Logistics Support Force of PLA[2].

II. Overview of the Kidney Transplantation Center

1.The technology of All-Army Kidney Transplantation and Dialysis Treatment Center is at the advanced level of the whole army.

On May 23, 2007, the hospital was designated by the Ministry of Health to carry out kidney transplantation[3]. It has an all-army kidney transplantation and dialysis treatment center and Guangzhou Military Region Organ Transplantation Center, and is the director-level branch unit of the Guangzhou Military Region Organ Transplantation Committee.

The All Army Kidney Transplantation and Dialysis Treatment Center was established by the Department of Nephrology of the hospital, and it is also the Institute of Kidney Diseases of Guangzhou Military Region and the Organ Transplantation Center of Guangzhou Military Region. It is the director-level branch unit of the Academic Committee of Organ Transplantation of Guangzhou Military Region and the director-level branch unit of the Organ Transplantation Branch of Guangxi Medical Association. It has the Department of Organ Transplantation, Department of Nephrology, Department of Blood Purification and Department of Basic Experimentation. Department of Organ Transplantation, Department of Nephrology, Department of Blood Purification and Department of Basic Experimentation[4].

2. The number of beds at kidney transplant unit

The hospital’s All Army Kidney Transplantation and Dialysis Treatment Center has 150 beds[5].

3. The strong team of kidney transplant surgeons

The hospital’s All Army Kidney Transplantation and Dialysis Treatment Center has 17 surgeons, 12 technicians, including 2 doctorate supervisors, 4 master’s supervisors, 5 chief surgeons, 3 associate chief surgeons, 4 attending surgeons and 9 resident doctors.[6] They can form multiple kidney transplantation teams.

4. High transplant volume

According to publicly available data on the internet, the total number of kidney transplants done by the hospital's transplant team has exceeded 2,200, that of heart transplants has reached at least 70, and the liver transplants number at least 200[7]. Since 2000, the ward has taken nearly 1,000 patients for treatment per year, and the annual volume of kidney transplants has reached more than 150 cases. [8]

Ⅲ. Many medical papers show that the warm ischemia times were short; live organ harvesting is suspected

The warm ischemia time is zero or ultra-short, indicating that there is heartbeat and blood supply when the organ is harvested. That is, the organ is harvested from living donors. Generally, it can be done only from a brain-dead or living donor. However, China has never had any brain death legislation, diagnostic criteria for brain death and a sound organ donation system, so there are no “brain-dead organ donors” in China, voluntary or not. An Aug. 22, 2014 article on qq.com titled “No brain death regulation in China, 90% of doctors are not clear about the specifications either” says there are 80 countries in the world that have brain death regulations, but not China. [9]

A medical paper from the PLA 181st Hospital published in the “Journal of Cardiopulmonary Vascular Diseases” in January 2014 stated:

From Oct 2006 to Dec 2012, the hospital conducted 29 orthotopic heart extractions and transplants.  Brain dead male donors were  aged 20 to 39, an average 24.9±6.2. Warm ischemia time was 5 to 8 minutes[10].

During most of these organ resection operations, the warm ischemia time was as short as a few minutes, which showed that the heart resection process was the process of live organ harvesting.

IV. Telephone investigation

Summary: Chen Huaizhou, Director of the center of the Hospital, admitted that they used the organs of Falun Gong practitioners. Donor organs are now harvested at the Hospital. The wait time for organs is short, the number of transplants is large, and the sources of donors are unknown.

Investigator: “His family members hope that, they hope that the type of donor to be  used is that  of Falun Gong (practitioner). If that type of donor  is  available, he (i.e. the patient) will definitely come over very quickly.

 Chen Huaizhou: Yes, yes! You come over to be hospitalized for a checkup, have an examination, get a checkup first, to see if it can be done.

2. The donor is now taken in the hospital

Subject of Investigation: Dr. Yang Zhijian, Hepatobiliary Surgeon, No. 181 Hospital in Guilin

Date of Investigation: September 1, 2016 (Phone # :134 7135 6190)

The suspension in use of organs from death row inmates started on April 1st of this year. About 30 kidney transplants were conducted in July, and there were 15 livers that no one wanted and were sent away. The organs used to be taken in prison, but now they are taken in the hospital. The donor source is managed by the hospital. It has a set of special procedure.[11]

3. The waiting time is short.

“You don’t have to worry about the donor. Sometimes [the organ] becomes available as soon as the patient comes. Very fast.”[12]

4. The number of transplants performed in the Hospital is large.

Subject of Investigation: Sui Weiguo,  director of the Organ Transplantation Center of the PLA No. 181 Hospital in Guilin, Guangxi Province[13]

Sui Weiguo: We do more than 200 cases of kidney transplantation in a year, and about 30 to 40 cases of liver transplantation in a year. We have more than 100 organ donors every year. That is one or two [donors] every week. Having so many donated organs, that is because we started [doing organ donations] early in the country, [we are] advanced.

5. The hospital had a large number of surgeries, claiming it had "many organ donors". However, the Guangxi Guilin Red Cross Organ Donation Office denied that the organs used in the hospital's surgeries were from the Red Cross.

Director Yang Ming: We are responsible for helping you with the donor problem,  and the most important thing now is (for you) to come here first.... Don't worry too much about it. Investigator: How can there be so many donations?
Director Yang Ming: We sure have a lot! We supply [organs to] the entire China. We do quite a lot!.”[14]

Investigator: Were the 165 donations all made this year?
Staff on duty: That’s impossible! It was since the work on organ donations started.
Investigator: How many donations were made this year?
Staff on duty: I cannot disclose the figure to you[15].

Investigator:  The No. 181 Hospital did over 30 kidney transplants in July, and the organs were not from the Red Cross?
