WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the Second Affiliated Hospital of the PLA Army Medical University and Its Staff Members Suspected of Participation

In March 2006, the first witness exposed the CCP’s crime of organ harvesting from live Falun Gong practitioners to the international community. After that, with more than ten years of investigation and evidence collection, WOIPFG has collected and sorted out a large amount of evidence, audio recordings, and CCP officially published data and documents in earlier time that are related to organ transplantation. All of them have confirmed that since 1999, the CCP has been profiting from organ harvesting from Falun Gong practitioners, and that this kind of national mass extermination crimes spread across all provinces, cities, autonomous regions, and municipalities in mainland China, involving organ transplant institutions of all military and armed police and local hospitals (medical centers). There are even a considerable number of small and medium-sized hospitals and specialized hospitals that do not have the conditions for transplantation operations are also suspected of participation. It can be said that due to the CCP's persecution of Falun Gong, all transplant institutions in China today are involved in the crime of organ harvesting from live Falun Gong practitioners.

In September 2014, WOIPFG conducted a telephone investigation of Bai Shuzhong, who used to serve as the Minister of Health of the PLA’s General Logistics Department of the Chinese Communist Party from 1998 to 2004. In the telephone investigation, Bai Shuzhong claimed that during his tenure, Jiang Zemin personally ordered the organ harvesting of Falun Gong practitioners. The affiliated hospitals of various military medical universities are the main hospitals in the CCP military system that carry out Jiang Zemin’s order.

I. Overview of the Hospital

The Second Affiliated Hospital of the PLA Army Medical University (formerly Xinqiao Hospital Affiliated to the PLA Third Medical University, hereinafter referred to as Xinqiao Hospital) is a national “Third level First class Hospital” in China. It was among the first batch of “Designated Hospitals for Foreigners” in Chongqing city. The hospital engages in multiple aspects such as medical treatment, education, scientific research, prevention, health care, etc. The hospital has opened 2,860 beds[1].

II. The hospital is the military nephropathy center, and it’s number and types of kidney transplants ranked near the top in China

According to public information available on website, Xinqiao Hospital of the Third Military Medical University had two Urology Divisions. Since 2000, it had been approved as the military nephropathy center by the Ministry of Health of General Logistics.[2] In addition, it was one of the military key disciplines, and the doctorate-granting discipline approved by State Council.[3] The Second Division of Urology was the Research Institute of Nephrology in Chongqing, one of the specialized disciplines of a National Clinical Drug Trial Institution.[4] The hospital claimed that “it had accumulated rich experience in the field of organ transplantation with unique clinical research in the field of renal transplantation”.[5] And “The kidney transplant quantity and types ranked among the highest level in China. "[6], "it is the largest organ transplant center in Southwest China."

III. The hospital has an amazing number of transplants in a single day, up to 24 kidney transplants per day.

The document of the hospital, "The Brief History of Military Nephrology and Urology Specialties" described on page 157, "The hospital once performed 24 cases of kidney transplant surgeries within a day." [7]

IV. The hospital's transplantation department has a large number of beds

As a nephropathy center, and the key discipline of the CCP military, and a doctorate-granting discipline approved by the State Council, Xinqiao Hospital of the Third Military Medical University has 120 permanent beds in the ward of the First Division of Urology[8]. Also, the number of beds in the Second Division of Urology should not be much different as it is also the military nephropathy center[9].

According to public data on the hospital’s website, the hospital’s hepatobiliary surgery currently has 60 beds[10], divided into a minimally invasive surgery center and a hepatobiliary ward. Large organ transplantation is the core project of hepatobiliary surgery. The data also shows that while continuing clinical work, the Department of Hepatobiliary Surgery of the hospital will further carry out joint pancreas-kidney transplantation and pancreas transplantation, actively carry out liver transplantation, and create conditions for small intestine transplantation[11].

V. The hospital has a strong team of liver and kidney transplant doctors, which indicates that the actual number of transplants in the hospital could be huge.

In 2014, WOIPFG released a list of surgeons in this hospital who took part in organ transplants.[12] From the official website and published papers, we can find 33 physicians who actually performed liver and kidney transplantation, including 5 chief physicians, 7 deputy chief physicians and 6 primary surgeons and 15 other staff members. Together they can form several liver and kidney transplant teams.

Zhang Genfu, chief physician and professor at the Secondary Division of Urology, the Standing Committee member of Military Transplantation Society and vice chairman of Chongqing Municipal Organ Transplantation Association. By Sep. 30, 2008, he had performed more than 3,300 cases of kidney transplantation, and had taken part in liver, testis, adrenal gland transplant and combined pancreas-kidney-duodenum transplant[13]. While this was done by Zhang Genfu alone, with so many transplant doctors in the hospital, the number of liver and kidney transplants should be huge.

VI. The hospital made efforts to promote kidney transplantation technology to other medical institutes across the country

According to the hospital’s document "A Brief History of Military Nephrology and Urology Specialties" on page 157, it described: "Many domestic medical institutes such as General Hospital of Kunming Military Region, Bethune International Peace Hospital, No. 181 Hospital of Guilin, General Hospital of Shenzhen Armed Police, Chengdu Air Force Hospital, former Chongqing Air Force hospital, Zhengzhou Air Force hospital, the General hospital of Tibet Military Region, General hospital of Xinjiang Military Region, General hospital of Jinan Military, Nanchong regional hospital, No. 161 Hospital of Wuhan,  No. 44 hospital of Guizhou, have sent out medical staff to the center to learn the organ transplantation technology. Meanwhile, the center also successively sent specialists to Guangzhou Southern hospital, Zhengzhou Air Force hospital, No. 44 hospital of Guiyang, Chengdu Air Force hospital, Daping hospital and other institutes to launch organ transplants.”[14]

VIII. It is one of the main hospitals for organ harvesting of Falun Gong practitioners in the CCP Military

According to the WOIPFG telephone investigation in September 2014 on Bai Shuzhong, who served as the Minister of Health of the PLA General Logistics Department from 1998 to 2004, it can be determined that the affiliated hospitals of the military medical universities of the CCP are generally involved in harvesting organs from live Falun Gong practitioners. The Second Affiliated Hospital of the PLA Naval Medical University (formerly Changzheng Hospital Affiliated to the Second Military Medical University) is no exception.
On September 30, 2014, a WOIPFG investigator called CCP Major General Bai Shuzhong, in the name of the Bo Xilai Special Investigation Team to collect evidence[16].

Bai Shuzhong: former director of the Health Division for the Chinese People’s Liberation Army’s (PLA) General Logistics Department from 1998 to 2004, which coincided with the peak time period for the CCP to persecute Falun Gong and harvest organs from Falun Gong practitioners. Military is the main body to conduct live organ harvesting, as the top medical administrative leader of the military health system, he should be one of the people who knew the situation best at that time.

Investigator: “When you were the director of the health division for the PLA General Logistics Department, regarding excising organs from captivated Falun Gong people for organ transplantation, was it an order from Wang Ke, the then director of the PLA General Logistics Department?  Or did it directly come from the Central Military Commission?”

Bai Shuzhong: " Back then, it was Chairman Jiang. There was an instruction, that is, to start carrying out this thing, which is organ transplantation. I should say, it was not just the military that was doing kidney transplants."
Investigator: “We also obtained some information, that is, back then, the Joint Logistics Departments (of the Military Regions) were responsible for detaining a batch of Falun Gong people as organ donors, right?”

Bai Shuzhong: “At least this is how I remembered, back then, after President Jiang issued the instruction, we all did a lot of anti-Falun Gong work. Because at that time Jiang was paying a lot of attention on this issue and took this issue very seriously.”

The recording clearly indicates that the live organ harvesting of Falun Gong practitioners was directly ordered by Jiang Zemin, and the military was not the only system involved in organ transplant.

This telephone recording affirms the weight of the evidence WOIPFG has acquired from the military, armed police, regional government agencies and the judiciary and legal systems. All of these entities are suspected of direct responsibility for participating in the crime of live organ harvesting. It also expounds on the reasons behind this issue and confirms the judgment WOIPFG has made based on the collected evidence.
