WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at the PLA Rocket Force General Hospital and Its Staff Members Suspected of Participation

Oct 8, 2023

Address: 16 Xinjiekouwai Street, Xicheng District, Beijing

Preface

The liver transplant center was officially established in July 2004 and began to grow rapidly. Published medical papers claimed that the transplant in the hospital had warm ischemia time of 0-5 min, which is suspected of harvesting organs from living people. Telephone investigations revealed that the hospital used Falun Gong practitioner donors. The first-hand evidence of the video showed that the PLA Rocket Force Hospital could find qigong practitioners as donors within a waiting time of less than two weeks.

Hospital Overview
The Second Artillery General Hospital of Chinese People's Liberation Army was established in September 1999. The hospital covers an area of 59 Mu (9.7 acres). There are 44 divisions with 1,080 beds. The hospital is now a clinical teaching hospital of the Second, Third and Fourth Military Medical Universities, and a joint training base for postgraduates from Beijing Normal University Medical Research Institute, Wuhan University Medical College and Liaoning Medical College. The hospital has 74 people with doctor degree or postdoctoral fellowship and 175 people with master’s degree. It hires 3 academicians, and more than 200 well-known experts as visiting professors[1].

I. Rapid development of the hospital's liver transplantation center

In July 2004, the liver transplant center was officially established, achieving the leapfrog development of the hospital in this field. Multiple medias such as CCTV, Beijing TV, Beijing Times etc. had reported successively [2].

II. Published Medical paper claimed that the transplantation performed in the hospital had warm ischemia time of 0-5 min, which is suspected of harvesting organs from living people.

From 2004 to 2007, the hospital performed 103 cases of liver transplantation donor excision, all of donors were healthy young people. They used the rapid donor liver excision technique with a warm ischemia time of 0 to 5 min[3]. However, if these donors were already cadavers at the time of liver resection, how could be possible the warm ischemia time was less than 5 min?

III. Telephone Investigations indicated the Hospital used Falun Gong practitioners as Donors.

IV. Videotaped first-hand evidence shows that the PLA Rocket Force Hospital was able to find qigong practitioners as donors, waiting time is within two weeks.

Yu Ming, a Falun Gong practitioner, was imprisoned in mainland China for 12 years for practicing Falun Gong. During that time, he had his blood drawn, blood tested, and bone marrow drawn for laboratory tests several times. He exposed the first-hand evidence of videos taken during these years [5].

Video 1.

Doctor: We don't have anyone to get it for you, we can't do it.

Doctor: There's a dedicated team that specializes in outreach. This requires a team that specializes in outreach and integration, with different directors, who have first-hand information and can tell you once such a source is available, so you can come over.

Doctor: If you have connections with the armed police, it’s easy to get it. Mainly armed police, Armed Police General Hospital, isn’t that the court under the control of the Armed police!

Video 2.
Investigation Object: Li Chaoyang, liver transplant surgeon at the Rocket Force Hospital

Investigator: Are you Li Chaoyang?

Li Chaoyang: Yes, I am.

Investigator: They said you could find those who practice qigong. I heard that kind of (donors who) practice qigong is better.

Li Chaoyang: Yes, depending on his condition, if he can wait then we can select the good ones. Each time, after I give you the information, if you think that one’s age is too old, you can wait for the next one. Select the best one.

……

Li Chaoyang: Now the Armed Police (General Hospital) can do it. Among military hospitals in Beijing, the Armed Police (hospital) can do it now. Peking University international liver transplant is now under my charge. The Armed Police (hospital) has guaranteed the quality of its donor, and there is one available today. You are not a reporter, are you?
……

Li Chaoyang: Usually for liver cancer, it can be done within two weeks. I usually schedule it in two or three weeks, one week if it's fast. I have already done two cases during the Chinese New Year holidays this year.

……

Investigator: How many cases have you done?
Li Chaoyang: You are not a reporter, are you?
