Foreword

In 2004, the Third Hospital of Peking University ranked first in Beijing in the number of kidney transplants. The Organ Transplant Center of Peking University to which it belongs has performed 4,000 liver and kidney transplants within a year. During WOIPFG telephone investigation, one hospital doctor said,"We have 11 medical teams for kidney transplantation, all of which can do it." In the context of the background of the CCP’s state crime of living-donor organ harvesting, the hospital is suspected of participating in the crime of forced organ harvesting from living Falun Gong practitioners and members of other groups.

Hospital Overview

Founded in 1958, the Third Hospital of Peking University (abbreviated as "the Third Hospital") is a comprehensive tertiary level-A hospital managed by the National Health Commission that integrates medical treatment, teaching, and scientific research. As of the end of 2018, there were 5,157 employees and an average of 1,891 open beds. The hospital has 36 clinical departments and 10 medical technology departments. It has 27 doctoral programs and 1 clinical postdoctoral mobile station. There are 57 on-the-job doctoral supervisors, 1 academician of the Chinese Academy of Sciences, and 1 academician of the Chinese Academy of Engineering.[1]

I. The Organ Transplant Center of Peking University performed 4,000 cases of liver and kidney transplants within one year

As the predecessor of the Institute of Organ Transplantation of Peking University (hereinafter referred to as the Institute), the Organ Transplantation Center of Peking University  (hereinafter referred to as the Center), was established in October 2001 under the personal guidance of Han Qide, Vice Chairman of the Standing Committee of the Eleventh National People's Congress. The Institute is jointly formed by 5 medical institutions affiliated to Peking University, including the First Hospital of Peking University, People's Hospital, and the Third Hospital, with the aim to integrating advantages and promoting the development of medical and scientific research including liver transplantation, kidney transplantation, pancreas transplantation, heart transplantation, corneal transplantation and bone marrow transplantation. [2] Zhu Jiye, Director of the Institute and Director of Hepatobiliary Surgery at Peking University People's Hospital, said in an interview with China Economic Weekly, "Our hospital has performed 4,000 liver and kidney transplants in one year". [3]

In May 2000, the third Hospital officially started clinical liver transplantation.  Fifteen cases were completed that year. Subsequently, kidney transplantation and combined pancreas-kidney transplantation were carried out one after another, and organ transplantation became a routine operation in the hospital. The results and quantity of liver transplantation in the transplant center are among the best in Beijing and even in the whole country. [4]

In December 2005, the relocation of the new surgical building of the Third Hospital started. The new building has 470 beds.[5]  According to the hospital, the Liver Transplantation Center moved to the new surgical building, and the hospital provided more development space for liver transplantation. [6]

II. The team of the Liver and Kidney Transplantation Center of the hospital is strong

There are 12 liver surgeons, including 2 professors, 4 associate professors, and 6 attending surgeons, of whom 5 have received doctoral degrees from abroad or domestically, and 4 have obtained master's degrees from abroad or domestically; 6 full-time anesthesiologists for organ transplantation, including 2 with senior professional titles. [7]

The Department of Urology has two wards with 64 beds, 8 professors and chief surgeons  (including 1 doctoral supervisor), 8 associate professors and deputy chief surgeons, and 5 attending surgeons. Under the department, there are multiple organ transplantation and other professional groups.  [8]

III. Ma Lulin leads the kidney transplant center, and the number of kidney transplants ranked first in Beijing in 2004

Since January 2001, Chief Surgeon Ma Lulin has served as Director of Urology Department of the hospital. In 2001, the hospital ranked third in Beijing for kidney transplantation, and entered the ranks of the large kidney transplantation centers in the China. In 2004, it became the first in Beijing. [9] Ma Lulin is concurrently a member of the Standing Committee of the Urology Branch of the Chinese Medical Association, the leader of the Kidney Transplantation Team, and a member of the Organ Transplantation Branch of the Beijing Medical Association.
 

IV. Telephone investigation shows that there are 11 kidney transplant teams, all of which can do it.

Summary:

1. Tianjin No. 1 Center, it does the most!

2. Chaoyang does it, Chaoyang can do it too.

3. It’s not that we don’t accept patients now, but we can accept them after we have to screen them for pneumonia.

4. Patients will wait for several months before kidney transplants.

5. Hundreds of thousands yuan, maybe two hundred thousand yuan, probably the entire operation will cost that much.

6. The liver source fee...currently it’s the Red Cross alone that provides the donor.

7. Question: I have to have more than 100,000 yuan ready for liver transplantation, right? And that includes hospitalization fees. Has the cost of the liver source to be paid to the Red Cross?

Answer: The fee for the Red Cross will be deducted from the hospitalization fees. The cost of liver source is additional, the cost of liver source is to be paid to the Red Cross, probably.

V. The hospital receives a large amount of state funds to engage in research related to organ transplantation

Two projects of National Natural Science Foundation of China (research on the correlation between benign prostatic hyperplasia and Caa gene polypeptide), one project of the "Eleventh Five-Year Plan" Science and Technology Support Program of the Ministry of Science and Technology, two scientific research funds funded by Peking University 985 (pig pancreas-kidney combined transplantation department ——establishment of intestinal drainage animal model, monitoring of rejection after kidney transplantation), one project of National 973 Evidence-Based Medicine Fund (comparison of intestinal drainage and portal vein drainage in pancreas-kidney transplantation), and two sub-projects of key clinical funding project of the Third Hospital of Peking University  (pancreas-kidney combined transplantation, laparoscopic living donor kidney transplantation), with a total amount of more than 3 million yuan.[13]

Job Title: Director of General Surgery, Chief Surgeon

Personal Profile: Graduated from Beijing Medical College in 1969, and received a master's degree in medicine (surgery specialty) from Beijing Medical College in 1982. Since 1995, he has served as chief surgeon and professor. He is currently the director of general surgery at the Third Hospital of Peking University, a doctoral supervisor, a member of the Chinese Surgical Society, and a member of the Beijing Branch. From December 1993 to March 1995, he went to Ochsner Foundation Hospital in New Orleans, USA to study organ transplantation. Since 2000, more than 200 cases of clinical orthotopic liver transplantation have been completed. Liver transplantation has become a routine operation for the treatment of end-stage liver disease in the Department of Surgery of the Third Hospital.[14]

September 1988 through July 1991 he was at Department of Urology, Graduate School of 301 Hospital, and received a master's degree in medicine. From July 1984 to August 1988, he was a resident surgeon in the Urology Department of Shijiazhuang Peace Hospital.

September 1991 through June 1995 he was Attending Surgeon, Department of Urology, General Hospital of Beijing Military Region. From July 1995 to January 2001, he was Associate Chief Surgeon of Department of Urology, Beijing Chaoyang Hospital. From January 2001 to now, he has been Chief Surgeon and Department Director of Department of Urology, the Third Hospital of Peking University.

He has been working on kidney transplantation for a long time, and has completed more than 1,200 cases of kidney transplantation. More than 20 cases of combined pancreas-duodenum-kidney transplantation have been performed.[15]  

BJDX-D3YY003 Hou Xiaofei

Job Title: Associate Chief Surgeon of Organ Transplant Center, Chief Surgeon of Urology, currently serving as Secretary of the Party Branch of the Department, Youth member of the Committee of Beijing Medical Organ Transplantation, Chinese Medical Association.

Personal Profile: Associate Chief Surgeon Hou Xiaofei went to study at the transplantation center of the University of Minnesota, the earliest and largest hospital in the world for pancreas transplantation, and has mastered this advanced technology. In 2001, he successfully carried out the combined pancreas-kidney transplant operation and the hospital is currently one of the hospitals with the largest number of such operations in China. [16]

It is one of the four hospitals in Beijing approved by the Ministry of Health to perform liver transplantation, and as been involved in transplant work for 10 years, including donor acquisition, recipient surgery, perioperative management, postoperative follow-up, and management of complications of liver transplantation.[21]

Personal Profile: From 1981 to 1984, she studied nursing at the attached health school of Beijing Medical College. Personal Profile: Since 1996, she has independently completed corneal transplantation. In 2002, she was appointed as the director of the Corneal Disease Center and the director of the Eye Bank of China Medical University. She has so far completed more than 800 cases of penetrating and lamellar keratoplasty and more than 100 cases of amniotic membrane transplantation. Personal Profile: Graduated from the Medical Department of Xi'an Fourth Military Medical University in 1976, and received a master's degree in 1989. In 1989, he was promoted to the associate chief surgeon and associate professor of the Department of Ophthalmology. At the end of 1993, he was promoted to the chief surgeon of the Department of Ophthalmology. In 1995 he became a professor.
