Summary

This report, drawing on public data, testimonies in interviews, and institutional investigations since the late 1990s, alleges that China, led by the state and military medical systems, has developed a systematic organ transplant industry chain encompassing arrest, detention, matching, surgery, and international promotion. Key allegations include: the live organ harvesting of large numbers of Falun Gong practitioners; the use of infants and young children, including premature babies, as donors for organs such as kidneys and livers; the coordinated operation and live-body experimentation between military agencies and local hospitals; the industry chain's overseas reach, connecting with surrogacy and infant trafficking networks; and the ultimate motivation and interests attributed to the "Life Extension Project" (commonly known as "Project 981") and the involvement of families of high-ranking CCP officials. This report presents all the testimonies and case studies by chapter, calling for an independent international investigation and cross-border accountability mechanisms.

Foreword

Since Jiang Zemin launched a sweeping crackdown on Falun Gong in 1999, China's organ transplant industry has experienced explosive growth. Not only is the organ supply plentiful and stable, with extremely short wait times, but the source of these organs remains opaque. This extraordinary growth has persisted for years and shows no signs of slowing down, but rather accelerating.

Overwhelming evidence indicates that Falun Gong practitioners have become the primary targets of live organ harvesting, forming a nationwide, systematic "live organ harvesting industry chain." Such large-scale, sustained organ transplant operations rely on a vast, stable, and secretly detained "living organ donor pool" readily available. Falun Gong practitioners are a core component of this system.[1]

As early as the late 1990s, Chinese physician Zheng Zhi personally witnessed and exposed the practice of premature newborns being targeted for organ transplants to meet the life-extending needs of high-ranking officials. WOIPFG’s recent investigations reveal that Chinese military hospitals launched experimental programs for "infant organ transplants" over a decade ago, successfully overcoming two major technical bottlenecks and gradually advancing toward large-scale deployment.

The Chinese military's organ transplant research and technological development has advanced rapidly, based on extensive "living body experiments." For example, the former Changzheng Hospital affiliated with the Second Military Medical University (now the Second Affiliated Hospital of the Second Military Medical University of the People's Liberation Army) boasts an "Army Organ Transplantation Research Institute," the first dedicated organ transplant facility in the Chinese military and the birthplace of the industrialized infant organ transplantation industry.

According to leaked information, a vice president of a Chinese Communist Party’s military hospital revealed that he had participated in a so-called "infant organ seminar," which was actually a military-led black market organ trading symposium aimed at establishing cross-hospital cooperation mechanisms and improving the organ supply and demand network. This underground industry is allegedly directly controlled by the families of high-ranking officials in Zhongnanhai and is closely linked to the "981 Project" (a program for high-ranking officials to live to 150 years old).

In recent years, the number of infant organ transplants has skyrocketed, with not only newborns but even premature infants being used as "living organ production machines." To speed up the organ supply, some infants were forced to be born prematurely and become surgical candidates. The CCP also continues to promote "premature organ donor" transplants from "young, low-weight" donors, a practice known as "extreme medicine," driving the infant organ transplant industry into high gear and reaping huge profits.

Even more worrying is the gradual spread of this shady industry overseas. The CCP, leveraging the Belt and Road Initiative, is exporting organ transplant technology to underdeveloped countries, fueling the rapid development of the local shady organ transplant industry and facilitating criminal activities like organ trafficking. There are also signs that overseas Chinese leaders with ties to high-ranking CCP officials or embassies are involved to varying degrees in overseas surrogacy and baby trafficking, extending the "organ harvesting" industry chain.
 

I. The Second Affiliated Hospital of the Second Military Medical University (formerly Changzheng Hospital): The Establishment and Expansion of the PLA Organ Transplantation Research Institute

The Organ Transplant Center of Shanghai Changzheng Hospital is the first organ transplantation research institute in the CCP’s People's Liberation Army. Established in early 2003, it was formed by the merger of the Urology Department's Kidney Transplantation Group and the General Surgery Department's Liver Transplantation Group of the Second Affiliated Hospital of the PLA Naval Medical University. On December 17 of the same year, it was approved by the PLA General Logistics Department as the first organ transplantation research institute of the Chinese People's Liberation Army. It currently represents the highest-level medical, teaching, and research center in the CCP’s People's Liberation Army's organ transplantation field.[2]

The hospital performs a variety of transplants, including kidney, liver, heart, liver-kidney, and pancreas-kidney transplants, and ranks among the top transplant centers nationwide. It has seen rapid development in adult liver transplantation, adult kidney transplantation, pediatric liver transplantation, pediatric kidney transplantation, living donor liver transplantation, living donor kidney transplantation, combined liver-kidney transplantation, and combined pancreas-kidney transplantation.[3]

The Second Military Medical University Organ Transplant Center and the Shanghai Kidney Transplant Quality Control Center are also located at Changzheng Hospital. In 2014, the Changzheng Hospital Organ Transplant Center had 120 beds and housed outpatient clinics for liver transplantation, kidney transplantation, and hepatobiliary surgery, along with wards and a rehabilitation ward for organ transplantation. It also had six laboratories, including those for tissue matching, drug concentration monitoring, organ preservation, animal testing, transplant immunology, and transplant pathology.[4]

The hospital has been accused of being the primary site for the CCP military's live organ harvesting of Falun Gong practitioners. A telephone investigation conducted by WOIPFG with Bai Shuzhong, who served as the Minister of Health for the PLA General Logistics Department from 1998 to 2004, concluded that hospitals affiliated with the Military Medical Universities were among the primary institutions involved in the crime of live organ harvesting, and Changzheng Hospital was no exception.[5]

*Extremely Short Wait Times and Emergency Transplant Volume

The center performs a large number of emergency liver transplants, with extremely short donor wait times, the shortest being just four hours. Between 2003 and 2006, Changzheng Hospital performed 120 emergency liver transplants, with the shortest time being four hours after a patient's admission, demonstrating its ability to rapidly procure live donor organs on demand.[6]

*Kidney Transplant Experience and Key Figures

The former Changzheng Hospital was one of the first hospitals in China to perform kidney transplants. From the 1970s to June 2016, it performed over 4,500 kidney transplants of various types. He Changmin, director of the Kidney Transplant Center, personally conducted 360 live-donor experiments over three years, from kidney transplantation to the development of HCA formulas for kidney preservation.[7] He also performed over 4,000 kidney transplant-related surgeries as the lead surgeon.[8]

*The earliest reported case of an infant donor

On December 25, 2012, the kidney transplant team at Changzheng Hospital successfully transplanted a pair of kidneys from a 40-day-old infant to an adult patient, Sun Yan, making the infant one of the youngest organ donors in China[9]. In 2013, Changzheng Hospital performed three organ transplants from infants aged 33, 50, and 40 days. Zeng Li, director of the Organ Transplant Center, stated, "Through technological breakthroughs, we have made infant organs clinically valuable... Currently, we are the only hospital in the country that can perform this procedure, and patients in need have to register and wait in line with us."[10]

II. Firsthand Testimony from the Late 1990s: Newborns and Premature Infants Became Transplant Targets

Dr. Zheng Zhi (who interned in urology at the Shenyang Army General Hospital in 1994) stated in an interview with Vision Times that he personally witnessed and participated in "military missions" involving live organ harvesting between 1994 and 1995.[11]

He cited an example of organ harvesting from newborns at a Shenyang hospital: Due to a surge in organ demand, the pediatric department of a military hospital removed infant livers and transplanted them to city and prefecture-level officials. Death certificates were issued even before the infants died; the obstetrics and gynecology department conducted advance examinations and informed the mothers that the infants had died. Zheng also said that tissue fluid from the infant's liver was extracted with a large syringe, processed outside the body, and then injected into the recipient's liver to "activate function and prolong life."

Zheng identified the recipient as an official from the Ministry of Ordnance Industry stationed in Liaoning Province, who survived the surgery for at least 10 years. He also emphasized that the subsequent procedures were becoming increasingly "sophisticated," with pre-emptive blood tests and ultrasound matching performed collaboratively by pediatrics, gynecology, and surgery departments. The military hospital's practice spread to civilian hospitals and university-affiliated hospitals.

III. Donor Banks and Children: Witness Claims "Children Practicing Falun Gong" Are on the List

Zheng Zhi also stated that in 2002, an officer at the Shenyang Army General Hospital was told they could quickly select a kidneys from a Falun Gong practitioner; but he later died due to poor health conditions not fit for surgery. In 2005, he heard from close political figures in Beijing that the underground basement of the Hubei Public Security Bureau (Wuhan) was filled with Falun Gong practitioners (including children) as an organ bank. Zheng stated that "killing on demand" was an open secret within the military and armed police systems, with numerous green channels and matching cycles typically lasting one to two weeks, or the longest one month.[12]

He pointed out that from the First to Fourth Military Medical Universities and their later namesakes, the Southern, Navy, Army, and Air Force Medical Universities, to the major military command general hospitals, armed police hospitals, and provincial and municipal hospitals, all of them participated in live organ harvesting for profit. He claimed that websites had publicly listed organ prices, and that frontline medical staff were aware that those whose organs were harvested were often bound, handcuffed, and have wounds and scars all over their bodies, contradicting the "donation" claim.

IV. The Institutional Background of Live Organ Harvesting: The Soil for Infant and Child Transplant Experiments

WOIPFG’s close to 20 years’ investigations have uncovered substantial evidence demonstrating that the CCP's mass live organ harvesting from Falun Gong practitioners, beginning in late 1999, was a crime of genocide and crimes against humanity, ordered by Jiang Zemin and led by the CCP. Its goal was to exterminate the belief in Truthfulness, Compassion, and Forbearance and the community of believers. Furthermore, the CCP used the lucrative profits from live organ harvesting for transplants to fuel and sustain this crime.[13]

After 1999, China's organ transplant volume skyrocketed, with sources remaining opaque, and Falun Gong practitioners becoming the primary donors. The CCP established a "kill on demand" system centered around the General Logistics Department, with the military as the primary force, and coordinated by the armed police and the medical and health system.

1. Direct Evidence of Military Leadership

—The "610 Office," established on June 10, 1999, coordinated and directed the nationwide arrests of Falun Gong practitioners, with the military centrally distributing and settling accounts using the General Logistics Department model.[14]

—Between 1999 and 2006, the Central Military Commission held six meetings on "Handling Foreign Religious Issues," primarily targeting Falun Gong.

—Former Defense Minister Liang Guanglie admitted in a recorded telephone interview in 2012 that the Military Commission had discussed military detention and organ harvesting in military hospitals, with the General Logistics Department in charge.[15]

----In September 2014, Bai Shuzhong, former Minister of Health of the General Logistics Department, confessed in a recording that Jiang Zemin authorized the use of Falun Gong practitioners' organs for transplants.[16]

—After the 2006 exposure of the "Sujiatun" concentration camp, a retired military doctor revealed that approximately 36 similar concentration camps existed across China, with a focus on the Northeast. There were also secret concentration camps and underground facilities housing large numbers of detainees.[17]

2. Advancing Technology Through Living Body Experimentation

—After becoming Jinzhou Public Security Bureau Chief in 2003, Wang Lijun established the "On-site Psychological Research Center," conducting research on the death process, including poison injections and organ harvesting. In 2006, he won an award for his research on organ transplantation following drug injections, and publicly acknowledged using data from "thousands of living individuals."[18][19]

—Tan Jianming of the Nanjing Military Region's Fuzhou General Hospital led a human trial of pancreatic islet cells, conducting dozens of consecutive trials from 2002 to 2003. Success was finally achieved and expanded to adolescent cases.[20]

----The PLA 309th Hospital reported on "506 combined thoracic and abdominal organ harvestings from volunteer cadavers" from 1998 to 2003. Among these, 10 cases involved combined pancreas and kidney harvesting, 9 of which were for technical training and 1 for clinical application. Ten cases involved combined heart, liver, and kidney harvesting, with all liver and kidney harvesting successfully used in clinical patients, and 7 heart harvestings were for technical training. [21] However, China's first official report on "voluntary brain-dead donation" appeared in 2006.[22]

---- The Third Military Medical University's "Daping Hospital" and Wang Lijun applied for a patent for a "primary brainstem injury impact machine." The paper reported impact experiments on 12 "fresh cadaver heads," aged 26 to 38 years.[23] This suggests a research that induces brainstem death by subjecting living individuals to lethal impacts.

Infant organ transplantation is technically extremely difficult, and the global failure rate for pediatric transplants is high. However, the CCP’s military hospitals have claimed a significant increase in success rates in recent years. The secret lies in "massive human experimentation." Since the CCP launched its persecution of Falun Gong in 1999, it has arrested Falun Gong practitioners en masse, detaining millions of healthy practitioners in labor camps, prisons, and secret concentration camps nationwide. These practitioners have become "high-quality donors" for live organ harvesting, providing the conditions for the CCP's live human experimentation. The development of minimally invasive suturing techniques and anti-thrombotic drugs, which provide the technical foundation for infant organ transplantation, relies on extensive clinical live human experimentation. The large number of healthy Falun Gong practitioners, who have been held in secret detention for extended periods, is suspected of being the target of these live human experiments.

3. Organ Donor Group Structure (until 2014)

WOIPFG collected over 300 papers from 2000 to 2014, 103 of which provided basic information on organ donors. A total of 8,710 donors (5,266 of whom had identifiable gender), with the majority being male, were included.[24]

The investigation speculates that the lack of immediate use of females (particularly illegally detained Falun Gong practitioners) as donors may be related to the military's advancement of "live organ harvesting from infants" experiments and supply chain. Recent internal information indicates that two major technical bottlenecks (fine vascular anastomosis and postoperative venous thrombosis) have been overcome. Furthermore, infant organs have the advantages of strong regenerative capacity and low allograft rejection, and due to official leadership, they have become a key priority for advancement.

V. Motivation: Life Extension Project and Zhongnanhai's Network of Interests

Since 2017, China's pediatric organ transplant surgeries have grown rapidly, with an abundance of donors and even "free promotions" for pediatric liver transplants[25]. Reports suggest this may be in line with the CCP's longevity goal of "living to 150 years old" for senior officials. The "981 Leaders' Health Project" has been identified by various sources as a high-ranking officials health and life extension program. Its model encompasses cancer prevention, cardiovascular and cerebrovascular disease prevention, anti-aging, chronic disease management, and organ regeneration. Sources claim that organ replacement is key to increasing the average life expectancy of senior officials.[26]

Radio Free Asia reported that an anonymous doctor stated that approximately half of organ transplants are performed in military hospitals, primarily serving Party elites. The report also cited high-ranking officials and foreign dignitaries who receive organs quickly through "special medical channels," turning transplants into diplomatic leverage.[27]

*The Context of Project 981

—A leaked 2019 advertising video clip from 301 Hospital claimed the "981 Leaders' Health Project" could extend life expectancy to 150 years.[28]

—The 981 Health Technology Group, launched in 2005, is led by Bai Shuzhong, former Minister of Health of the General Logistics Department. In a 2014 recording released by WOIPFG, Bai confessed that Jiang Zemin authorized the use of Falun Gong organs for transplants.[29]

—The "981" program expanded from providing healthcare for leaders to include the "elite" of society, focusing on organ regeneration. Targeting infants and young children for organs is said to reduce the risk of rejection and the need for immunosuppressants, aligning with the concept of long-term life extension.[30]

*Several transplant doctors suspected of live organ harvesting hold senior positions within the Central Health Commission.

—Shen Zhongyang, Director of the Organ Transplant Center at Tianjin First Central Hospital, Director of the Organ Transplant Research Institute at the Armed Police General Hospital, and Chief Organ Transplant Expert of the Central Health Commission's Core Group.[31] By the end of 2014, he had performed nearly 10,000 liver transplants.[32] In 2018, Shen Zhongyang, also the assistant to the hospital president, admitted to using Falun Gong donors.

----Huang Jiefu, former Vice Minister of Health of the Communist Party of China, concurrently served as Director of the Central Health Office and Director of the Central Health Bureau in 2004. In 2008, he was appointed Deputy Director of the Central Health Commission (ministerial level).[33] Huang Jiefu secured a matching living donor in just a few hours. [34] At the end of 2012, Huang Jiefu said, "I performed over 500 liver transplants last year."

----He Xiaoshun, Vice President of the First Hospital Affiliated to Sun Yat-sen University, leader of the organ transplantation science department, and expert of the Central Health Commission.  He has served as a member of the Central Health Commission.[35] As of 2017, the transplant center he led had performed over 7,000 liver, kidney, heart, pancreas, and small intestine transplants.[36]

*The hospitals where the above doctors work have an astonishing number of pediatric transplants.

--Gao Wei, currently Director of the Pediatric Organ Transplantation Department at the Organ Transplant Center of Tianjin First Central Hospital. He has performed over 2,000 pediatric liver transplants since 2013.[37]

--Wang Changxi, Director of the Organ Transplantation Department at the First Hospital Affiliated to Sun Yat-sen University, has clinical experiences of over 2,000 cases. He has performed over 700 kidney transplants as the lead surgeon,[38] making him the surgeon with the most pediatric kidney transplants in China.[39]

*A New Focus of the Military Medical System: Infant Organ Transplantation

An investigation by WOIPFG reveals that key breakthroughs in infant organ transplantation technology have occurred in recent years, leading the military medical system to refocus on infant organs. Infant organ transplantation has become a key military priority due to its ease of matching, optimal quality, and ability to develop independently as the organs mature.[40]

*Families of high-ranking officials in Zhongnanhai directly control the black market profit network of infant organs.

A medical expert, deputy director of a CCP military hospital, revealed that he had attended a "baby organ seminar" that was actually a promotional event for the black market organs organized by the CCP military. The goal was to establish cross-hospital collaboration channels and foster a supply-demand network. Even more shocking is the direct control of this industry by high-ranking families in Zhongnanhai.[41] This shady business, driven by the needs of the CCP's "150-year-old" life extension program for senior officials and the interests of high-ranking families in Zhongnanhai, has been vigorously developed, creating a vast industry chain of "captive babies" and "black market transplants." China's three largest baby organ supply bases are reportedly located in Shandong, Henan, and Sichuan. Some surrogacy and prostitution rings have become involved in this, forming a vast black market profit network.

A medical expert and vice president of a Chinese Communist Party (CCP) military hospital revealed that a "baby organ seminar" he attended was actually a promotional event for black market organs organized by the Chinese Communist Party's military to establish cross-hospital collaboration and foster a supply-demand network. Even more alarming is the direct control of the families of senior officials in Zhongnanhai. This shady operation, driven by the needs of the CCP's "150-year-old" life-extending program and the interests of the families of high-ranking officials in Zhongnanhai, has been vigorously developed, creating a vast industry chain of "captive babies" and "black market transplants."

*The Dark Side of the "Targeted Fertility" Baby Industry

According to WOIPFG's undercover sources within the Chinese Communist Party, a "targeted fertility" baby industry has emerged: women (suspected of including Falun Gong practitioners) are illegally captured or bribed to produce multiple pregnancies annually, specifically giving birth to babies for their organs. Sperm from the recipient's family members is then artificially inseminated to create babies related to the recipient, ensuring a successful match. To expedite the organ supply, many babies are forcibly delivered prematurely and used for surgery.[42] One of the most horrifying aspects of this is the use of artificial insemination to force women into pregnancy, resulting in babies directly related to the recipient, whose organs are then harvested for the recipient's continued survival. Such crimes have completely violated the ethical boundaries of human society.[43]

VI. A Surge in Infant and Child Transplants: From Clinical Reports to "Extreme" Research

To expedite organ supply, many infants are forced into premature births to become surgical candidates. The CCP keeps conducting extreme research on kidney transplants from young, low-birth-weight premature infants.

*  Renji Hospital and Extremely Low-Weight Premature Infant Kidney Donation

On February 27, 2023, Renji Hospital and Shanghai Children's Medical Center reported surpassing the limits of donor age and weight, completing two kidney transplants from premature infants weighing less than 1.2 kg, and transplanting kidneys from one- and three-day-old infants into adults. They claimed to have completed 22 kidney transplants with organs from (aborted) newborns, and a report was published in the American Journal of Transplantation. Clinical observations indicate that neonatal kidney function recovers more slowly but has significant growth potential. Donors under 30 weeks of age and weighing ≤1.2 kg still have an acceptable prognosis.[44]

Zain Khalpey, a professor of surgery at the University of Arizona, pointed out that matching typically takes weeks to months, potentially indicating that matching is performed using amniotic fluid before the fetus is born. The widespread use of newborn donors raises questions about using newborns as "organ production machines."[45] An associate professor of neonatology at the University of Louisiana Health Sciences Center even published an opinion piece in a journal questioning the legitimacy of the decision to withdraw life support in a particular case.[46] A black market for "targeted babies" has emerged, and these organs are not accidental donations but rather carefully planned donor organs from the outset.

*Wuhan Union Hospital and the Lightest Kidney Donor

Wang Zhendi's team at Wuhan Union Hospital has for many years transplanted double kidneys from children into adults.[47] In 2015, the first transplant involved a 2.3 kg donor; in 2018, they completed a double kidney transplant from a 1.3 kg child, considered the world's lightest donor. The hospital claims this effort "continuously pushes the boundaries" and expands its kidney supply.[48]

Other public reports and investigative data:

----Song Turun, deputy director of the Urology Department at West China Hospital of Sichuan University (TikTok video), stated, "Premature babies, even just hours after birth, are also becoming kidney donors." He emphasized the tolerance and regenerative capacity of infant kidneys, sparking public outcry and questioning that “premature" is intentionally made for transplant.[49]

----A paper published in the American Journal of Transplantation by Xiangya Second Hospital stated that infant transplants "have the potential to expand the donor pool," citing population and infant mortality rates as the arguments for potential donors.[50]

----A report from Zhejiang Province (December 13, 2016) stated that both kidneys of a four-day-old baby were removed and transplanted into an adult. Ultrasound tracking showed that the transplanted kidneys had grown to adult size within three months.[51]

-- Sina.com (July 31, 2017) reported on a 9-day-old infant donor in Kunming.[52]

- Xinhua News Agency (2018) reported on a 10-day-old infant donor in Anhui.[53]

- Tongji Hospital (2019) reported that between 2014 and 2016, nine kidneys were donated from infants aged 0-1, 30 from children aged 1-3, and a total of 39 adult recipients. The hospital admitted, in a telephone interview, to using Falun Gong practitioners' organs, stating that donors were plentiful, and that its surgeries were frequent.[54]

-- The First Affiliated Hospital of Nanchang University (2020) reported 14 cases of kidney transplants from infants to adults.[55]

- WOIPFG) (2023) reported that several hospitals routinely used children's organs for adult patients; a doctor at Tianjin First Central Hospital stated that there are children donors "ranging from a few months to several years old."[56]

*Surge in Pediatric Liver Transplants and "World First"

Before 2011, China performed approximately 100 pediatric liver transplants, with a one-year survival rate of less than 60%. In 2017, 722 cases were performed in a single year, surpassing the United States for the first time; in 2018, the number exceeded 1,000.[57]

Shanghai Renji Hospital claims to be the world's No. 1 in the number of completed pediatric liver transplants, with cumulative totals exceeding 3,000 (1,000 in 2017, 2,000 in 2019, and 3,000 in 2022; the third thousand were completed within just three years).[58][59] In 2017, Jilin University First Hospital even launched a "free liver transplant" campaign for the first 10 children, claiming "sufficient liver resources" during a phone investigation.[60]

VII. Industry Chain Spillover: Linked Allegations of Overseas Surrogacy and Baby Trafficking

Investigations indicate that the CCP exports organ transplant technology to developing countries, benefiting from and fostering illegal organ trafficking there. Thai media reports indicate that human trafficking rings are forcing surrogacy, egg retrieval, and IVF production, which are then resold to third countries. Some babies were subjected to blood draws or stem cell harvesting after birth for use in treatments, ultimately resulting in their deaths.[61]

*Case of 21 Infants and Toddlers in Southern California

In July 2025, a surrogacy and child abuse case involving pro-CCP overseas Chinese leaders Xuan Guojun and Zhang Siwei broke out in Arcadia, a suburb of Los Angeles. They kept 21 children (mostly infants and toddlers) in a luxury residence.[62] Many were born to surrogate mothers. Police and the FBI are investigating possible "profitable trafficking" of babies to China.[63] The surrogacy agencies registered by the two (Mark Surrogacy and Future Spring Surrogacy) recruited surrogate mothers nationwide, with a fixed price tag: a base fee of $45,000 to $55,000 for a first-time surrogate (depending on California residency), with additional fees for multiple pregnancies and invasive procedures. Following the incident, numerous related websites were taken offline, and the pro-CCP affiliations and associations of the individuals involved were quickly removed. The case remains under investigation, but public opinion is raising concerns about the existence of a cross-border trafficking network.[64]

VIII. Conclusions and Recommendations

Infants and young children are supposedly the most vulnerable individuals in human society. However, within China's organ transplant industry, premature babies and newborns are being pushed onto operating tables and reduced to mere donor resources. Investigations and testimony reveal that, driven by profit and manipulation of power, military hospitals collude with the black market to obtain infant organs through inhumane means. This phenomenon not only violates medical ethics but also poses a serious challenge to the foundations of human civilization.

The emergence of infant organ transplantation signals the expansion of live organ harvesting from "specific groups" to the "most vulnerable." The institutional cold-bloodedness and profit networks behind it can no longer be explained by isolated cases. Even more shocking is that this industry is allegedly supported by high-level officials in Zhongnanhai, becoming a specialized tool for senior CCP officials seeking to prolong their lives.

Call for Action:

1. Immediately launch an independent international investigation, led by the United Nations or a regional multilateral mechanism, to collect evidence and impose sanctions on the implicated entities and individuals.

2. Establish a transnational ethical review and legal accountability mechanism, including a traceability system for medical organ donors, a cross-border medical procurement blacklist, and medical personnel qualification review.

3. Strengthen compliance oversight of surrogacy, cross-border adoption, and cell and tissue sample transactions, and cut off overseas supply and demand channels.

4. Establish an "ethical restriction line" for the medical institutions involved and their research publications, requiring full disclosure of donor sources and ethical review documents, and subjecting them to third-party audits.

5. Protect whistleblowers and victims' families, providing asylum and channels for evidence preservation.

6. Impose human rights sanctions (visa restrictions, asset freezes) on officials, military doctors, and intermediaries involved, and cooperate with Interpol and cross-border financial regulators.

7. Establish transplant travel advisories for high-risk countries, prohibiting insurance or public funding from covering transplants with opaque organ sources.

8. Strengthen self-regulation within the medical community in all countries, and designate the acceptance and referral of organs from unknown sources as a major violation.

This report draws on information from WOIPFG (audio and telephone investigation records), Radio Free Asia reports and anonymous doctors’ testimony, public information from Chinese hospitals and official media (Xinhua News Agency, People's Daily Online, local party media, and hospital websites), clinical reports and responses from journals (such as the American Journal of Transplantation, etc.), case news (police and media revelations regarding the Arcadia surrogacy and child abuse case), and oral accounts from interviewees and eyewitnesses (such as Zheng Zhi).

Due to the high national security and criminal risks posed by these actions, evidence is primarily presented through indirect corroboration, cross-references, and chronological consistency checks. It is recommended that judicial evidence collection, medical ethics review, and financial flow analysis be conducted in parallel to further verify or disprove the contentious points.
