Investigative Report on the Main Officials in Hubei Province Who Actively Participated in the Persecution of Falun Gong

Preface

Some Chinese Communist Party (CCP) government officials in Hubei Province follow the Jiang regime to persecute Falun Gong. The persecution methods towards Falun Gong practitioners include illegal detention, home ransack, forced labor, forced feeding, torture, forced brainwashing, excessive labor, etc. According to information from Minghui Net [1], as of January 16, 2005, at least 64 Falun Gong practitioners were confirmed to have died as a result of persecution. [see Appendix] The persecution of Falun Gong in Hubei Province is directed by the provincial CCP committee and the provincial government, which issue instructions. The Hubei Province Police Department, the “610 Office,” the Department of Justice and local governments in various cities, counties and districts make specific arrangements. According to incomprehensive investigation materials, the following places under the Department of Justice have carried on cruel physical torture and mental persecution to illegally detained Falun Gong practitioners: Fanjiatai Prison in Shayang, Shayang Forced Labor Camp, Qinduankou Prison in Hanyang, Hubei Province Legal Education Center, Hewan Forced labor Camp, Wuhan City Women’s Prison, Yangyuan brainwashing center, Shizishan Drug Rehabilitation and Forced Labor Camp, Wuhan City No.1 Detention Center, etc. [2] [3] [4] [5]

 Yu Zhengsheng

Yu Zhengsheng, male, of Han nationality, was born in April 1945 in Shaoxing, Zhejiang Province.

Nov. 2001 to now, Secretary, the CCP Hubei Provincial Committee;

Mar. 1998 to Nov. 2001, Minister and Party Secretary of the Ministry of Construction;

Feb. 2002 to Nov. 2002, Chair of the Standing Committee of the Hubei Provincial People’s Congress;

Nov. 2002 to Jan. 2003, member of the Political Bureau of the CCP Central Committee, Chair of the Standing Committee of the Hubei Provincial People’s Congress;

Jan. 2003-now, member of the Political Bureau of the CCP Central Committee; alternate member of the 14th CCP Central Committee; member of the 15th and 16th CCP Central Committee; member of the Political Bureau of the 16th CCP Central Committee. [6]

In his 1999 summary and 2000 deployment report at the National Construction Work Conference, Yu emphasized the importance of battle with “Falun Gong” and urged timely transmission and implementation of the CCP Central Committee’s important documents on dealing with the “Falun Gong” issue. [7] He attended the anti-“Falun Gong” exhibition held by Hubei Anti Cult Association entrusted by the Provincial CCP Committee “610 Office” at the beginning of 2002. [8] On June 11, 2002, Yu gave a report at the 8th Provincial Party Representative Conference, indicating that the province should continue to thoroughly carry on the battle against “Falun Gong” and strengthen the educational transformation work [9]. On June 28, 2004, Yu as the provincial Party secretary mobilized officials from the capital city to Hongan County to launch large scale home ransack and mass arrest of Falun Gong practitioners in collusion with Hongan County “610 Office.” [10]

 

 Luo Qingquan

Luo Qingquan, male, was born in November 1945 in Jiangling, Hubei Province.

Oct 2002 to now, Vice-Governor, Acting Governor, Governor of Hubei Province;

Nov 1998 to June 2002, Standing Committee member of the 7th CCP Hubei Provincial Committee; Secretary of the Party provincial Discipline Inspection Committee;

Jan 1999, Vice-Secretary of Hubei Provincial Party Committee; Secretary of Wuhan City Party Committee. [11]

In February 2001, he published an article on Study and Practice magazine, which has contents attacking “Falun Gong” [12]. On November 1, 2001, Luo slandered Falun Gong at the Wuhan City Party Committee ideological and political work meeting [13]. In his report at the 10th Wuhan City CCP Representatives Conference, held on January 29, 2002, Luo pointed out that they should strengthen the “Strike Hard” campaign and battle against “Falun Gong” [14], and do a better educational transformation work. [15] On January 15, 2003, in his report on the first meeting of Hubei Province 10th People’s Congress, Luo urged to relentlessly develop the battle against “Falun Gong”, and strengthen the education, transformation and control of “Falun Gong” practitioners. [16] In his article “Basic Thinking of Next Five Years Work in Hubei Province and Major Work and Policies in 2003” dated March 20, 2003, Luo Qingquan proposed to attack Falun Gong and take strict precautions against “Falun Gong” activities [17]. On February 3, 2004, in his Government Work Report given at the second meeting of the Hubei Province 10th People’s Congress, he proposed to deeply implement the 'Strike Hard' campaign and persistently carry out the struggle against “Falun Gong.” [18]

 

 Huang Yuanzhi

Huang Yuanzhi, male, 61 years old, of Han nationality, is from Jiangling, Hubei Province. He quitted graduate school.

Feb 1999 to Sept 2001, Standing Committee member of the CCP Hubei Provincial Committee, Secretary of CCP Hubei Provincial Discipline Inspection Committee, Chairman of the General Workers’ Union of Hubei Province;

Sept 2001 to now, Vice-Secretary of the CCP Hubei Provincial Committee, Secretary of CCP Hubei Provincial Discipline Inspection Committee, Chairman of the General Workers’ Union of Hubei Province, delegate of the 15th CCP General Congress;

June 2002, Committee member of the 8th CCP Hubei Provincial Committee, member of the Standing Committee, Vice-Secretary, Secretary of CCP Hubei Provincial Discipline Inspection Committee, [19] main person in charge of the “leadership group for dealing with the Falun Gong issue” [see Note].

On January 31, 2001, Huang Yuanzhi as Chairman of the General Workers’ Union of Hubei Province hosted a seminar to slander “Falun Gong.” The seminar called all workers in Hubei to diligently carry out the CCP’s policies on “Falun Gong” and to do well in the transformation work of Falun Gong practitioners. [20] On February 1, 2001, Huang Yuanzhi as Secretary of CCP Hubei Provincial Discipline Inspection Committee held a Standing Committee meeting to discuss the persecution of Falun Gong. It was stressed at the meeting that they must deeply expose and criticize “Falun Gong” and to continue to do well in the transformation work of “Falun Gong” practitioners. At the same time, the discipline inspection departments must strictly observe the party disciplines and the government policies and must deal with “Falun Gong” severely without any leniency. [21] At the beginning of 2002, Huang went to visit the Anti-Falun Gong exhibition held by the Anti-Cult Association of Hubei Province under the instructions of Hubei Provincial “610 Office.” [8] In June 2002, Huang Yuanzhi directly involved himself in the persecution of Falun Gong by leading a group of people to inspect Hubei Province brainwashing class at Tangxun Lake, Wuhan City. Their presence intensified the persecution of Falun Gong practitioners. [22] On January 10, 2003, Huang emphasized the attack on Falun Gong at the meeting attended by all heads of police departments in Hubei Province. [23] On December 23, 2003, Huang led officials of Hubei Province to accompany Liu Jing, who was the deputy minister of Ministry of Public Security and the vice head of the central “610 Office”, to watch slandering “Falun Gong” performances shown in the hall of Wuhan City Police Department, with a purpose to further defaming Falun Gong. [24] The CCP Committees across Hubei Province organized studies of Huang Zhiyuan’s speech given at a provincial meeting for the work of dealing with Falun Gong, in which he urged people to attend the activities to prevent and to attack on Falun Gong while doing well in “educating” and “transforming” Falun Gong practitioners, and he urged people to deal with Falun Gong practitioners who refuse to be transformed with severity without any leniency. [25] On May 18, 2004, an incident of “advocating Falun Gong” occurred at Hubei Chutian Radio Station. Afterwards, Deng Daokun, Huang Yuanzhi and Zhang Chang’er wrote instructions respectively to intensify the attack on “Falun Gong.” [26]

 

 Jia Zhijie

Jia Zhijie, male, was born in December 1935 in Fuyu, Jilin Province. He is the Vice-Chair of Financial Affairs Committee of the 10th National People’s Congress. [27] From February 1995 to December 2000 he was the Secretary of the CCP Hubei Provincial Committee. He is the 14th   and 15th CCP Central Committee member, and a delagate of the 9th National People’s Congress. [28]

In July 1999 right after the suppression of Falun Gong started, the then Secretary of CCP Hubei Provincial Committee Jia Zhijie actively took a stand by saying that Hubei Province should pay close attention to solving the “Falun Gong” issue in Hubei, transform all the Party members, Youth League members and officals who practice “Falun Gong.” [29] Jia fully acknowledged and made comment [30] on the work report made by Liang Shufen, Chairperson of the Provincial Science Association, at the Fourth Session of the 5th Hubei Province Science Association on January 13, 2000, which talked about how to thoroughly expose and criticize “Falun Gong” through “scientific quality project.”  On September 4, 2000, the Provincial Science Association and the Provincial Department of Finance jointly held the 4th Provincial Work Meeting of science and technology museums.  The meeting report mentioned that nearly 50 science and technology museums in the province conducted displays to expose and criticize “Falun Gong.”  The provincial party committee and provincial government's major officials Jia Zhijie, Jiang Zhuping, Yang Yongliang visited the exhibitions in the Province Science and Technology Museum and gave affirmation. [31]

 

 

Zhang Guoguang

Zhang Guoguang, male, 57, is from Suizhong, Liaoning Province. From January 1998, he had been Vice-Secretary of the CCP Liaoning Provincial Committee and Governor of Liaoning Province. From December 2000, he had been the Vice-Secretary of the CCP Hubei Provincial Committee, Acting Governor and Governor of Hubei Province. He is also member of the 15th CCP Central Committee and delegate of the 15th Party Congress. He resigned from the position of Governor of Hubei Province in October 2002. [32] Now he has been sentenced to11 years in prison for accepting bribery. [33]

In an interview conducted by a reporter from the People’s Daily newspaper, Zhang Guoguang as Governor of Liaoning Province expressed that he supported the persecution of “Falun Gong” and delegated the persecution. He also said that all CCP members who had participated in practicing “Falun Dafa” needed to honestly confess to the CCP and take a clear stand. [34] The interview was published on the front page of the People’s Daily on July 25, 1999. In 2002, Governor Zhang Guoguang carried out investigation work to summarize the “experience” in persecuting “Falun Gong” at grassroots level and pushed “transformation” work across the province. [35] On February 21, 2002, during the 5th Session of the 9th Hubei Provincial People’s Congress, he called those present to persistently carry out the “Strike Hard” campaign and the struggle against “Falun Gong”, and to further strengthen the education, transformation and control work of “Falun Gong” practitioners. [36]

 

 Yang Yongliang

Yang Yongliang, was born in January 1944, in Changfeng, Anhui Province. He is Vice-Secretary of the CCP Hubei Provincial Committee as well as Secretary of the Political and Judiciary Committee. From February 1999 to January 2003, he was Chairman of Hubei Province Political Consultative Conference. From January 2003 to now, he is Director of Hubei Provincial People’s Congress Standing Committee. He is also altenate member of 11th-15th CCP Central Committee. [37]

Yang Yongliang fully acknowledged and made comment [30] on the work report made by Liang Shufen, Chairperson of Provincial Science Association, at the 4th Session of the 5th Hubei Province Science Association on January 13, 2000, which talked about how to thoroughly expose and criticize “Falun Gong” through “scientific quality project”.  On September 4, 2000, the Provincial Science Association and Provincial Department of Finance jointly held the 4th Provincial Work Meeting of science and technology museums.  The meeting report mentioned that nearly 50 science and technology museums in the province conducted the displays to expose and criticize "Falun Gong".  The Provincial Party Committee and provincial government's major officials Jia Zhijie, Jiang Zhuping, Yang Yongliang went to see the displays in the Province Science and Technology Museum and gave affirmation. [23] He attended the anti “Falun Gong” exhibition held by Hubei Anti Cult Association entrusted by the CCP provincial committee’s “610 Office.” [8] On April 3, 2001, Yang Yongliang called to continue to carry out the struggle against “Falun Gong” in political and judiciary work and strike hard on “Falun Gong” activities. [38] He made a speech at the opening ceremony of a large scale anti Falun Gong exhibition on August 28, 2001, and called to completely eradicate “Falun Gong.” [39] On September 29, 2002, Yang Yongliang presented at the closing ceremony of the 6th Conference of Hubei Province’ Science and Technology Association, and called to persistently carry on anti “Falun Gong” struggle. [40]

 

 Wang Shengtie

Wang Shengtie, born in July 1942, is from Xiantao, Hubei Province, with a college degree from the CCP Central Party School. Between May 1993 and June 2002, he had been Vice-Governor of Hubei Province, member of the CCP Hubei Provincial Committee, member of the Standing Committee of the CCP Hubei Provincial Committee and Vice-Secretary of the CCP Hubei Provincial Committee. From January 2003, he has been the Party Secretary and Chair of Hubei Province Political Consultative Conference. [41]

On March 10, 2001, the National Conference to Promote the Meritorious Deeds in Struggle with ‘Falun Gong’ was held in Wuhan City, Hubei Province, at which Wang Shengtie as Vice-Secretary of the CCP Hubei Provincial Committee pointed out that [we] need to further strengthen the education and transformation work of “Falun Gong” practitioners and steadfastly strike “Falun Gong”; mobilize and organize the force of the whole society to fight against “Falun Gong.” [42] On June 14, 2001, he pointed out in a speech made at the 9th Work Meeting for the Party Construction in Higher Education Institutions that they should continue to strengthen the transformation work of “Falun Gong” practitioners with specific targets, overcome slackness and fear of difficulty, and carry on this serious political campaign to the end. [43] At the beginning of 2002, he attended the anti- “Falun Gong” exhibition held by Hubei Anti Cult Association entrusted by the CCP Hubei Provincial Committee “610 Office.” [8]

 Deng Daokun

Deng Daokun, male, 57, of the Han nationality, is from Dawu County, Hubei Province. From February 1999, he was member of the Standing Committee of the CCP Hubei Provincial Committee, executive Vice-Governor, Vice-secretary of the party group of the provincial government and Dean of the School of Administration of Hubei Province. In June 2002, he was elected member of the Standing Committee of the 8th CCP Hubei Provincial Committee and Vice-Secretary of the 8th CCP Hubei Provincial Committee. [44]

On September 10 and 11, 2002, he attended the conference of the directors of the propaganda departments in Hubei province and gave a speech at the conference.  The conference urged unremitting battle against “Falun Gong.” [45] On May 18, 2004, an incident of “advocating Falun Gong” occurred at Hubei Chutian radio station. Afterwards, Deng Daokun, Huang Yuanzhi and Zhang Chang’er wrote instructions respectively to intensify the attack on Falun Gong. [26]

Huang Zhaolin, is former head of Hubei Province Public Security Department and director of Hubei Province “610 Office.” On May 31, 2002, he participated in a seminar organized by the General Office of the CCP Hubei Provincial Committee, which was attended by experts and professors to slander “Falun Gong”. Huang Zhaolin stressed at the meeting that they should carry out the battle against “Falun Gong” through to the end. [46] He personally directed the persecution of Falun Gong practitioners at the Hubei brainwashing class and signed his name on the orders for the persecution of the first group of Falun Gong practitioners. [47] He went to watch the brainwashing class graduation show at its 1st anniversary and supported the transformation persecution of Falun Gong practitioners. [48] From June 21, 2004 to July 22, 2004, he organized an anti-Falun Gong exhibit in Hubei Science and Technology Museum. The exhibit was hosted by the “610 Office” of Hubei Province and Hubei Science and Technology Museum. [49]

Zhao Zhifei is deputy head of the Public Security Department of Hubei Province. He is responsible for persecuting Falun Gong practitioners in Hubei Province detention centers, and those in custody, labor camps and prisons. According to a report published on Minghui.net website on July 19, 2001, Zhao Zhifei violated the "Tortured Victim Protection Law" and "Foreign Civil Right Infringement Compensation Law” and a lawsuit was filed with the New York Federal South District Court against him for the crimes he had committed, including murder, torture, brutality, illegal imprisonment and inhumane treatment of Falun Gong practitioners, and crimes against humanity. [50]
 

 Zheng Shaosan

Zheng Shaosan, male, born in February 1949, is from Fengyang City, Anhui Province. In December 1998, he was appointed vice secretary of Jingmen City Party Committee of Hubei Province and mayor of Jingmen City by the CCP Central Organization Department. From September 1999, he was the party secretary of Jingmen City.  In August 2002, he was the party secretary of Yichang City.  On June 5, 2003, he took leave of the position of party secretary of Yichang City and became a member of the Standing Committee of the CCP Hubei Provincial Committee, party secretary of the Political and Judiciary Committee of the CCP Hubei Provincial Committee, head of the Public Security Department of Hubei Province. From November 2003, he has also taken up the position of the 1st political commissar and the 1st party secretary of the armed police force in Hubei Province. [51]

He is responsible for the persecution of Falun Gong practitioners by all the public security bureaus and detention centers in Hubei Province since June 2003 to date.
 

 Zhang Chang’er

Zhang Chang’er, male, born in August 1956, of Han nationality, is from Huangshi City, Hubei Province. He is a member of the Standing Committee of the CCP Hubei Provincial Committee, head of the Party Propaganda Department, and head of the working group against pornographic and illegal publications. Since February 1998, he was the party secretary of Xiaogan City, delegate of the 9th National People’s Congress. In July 2002, he became member of the Standing Committee of the CCP Hubei Provincial Committee and head of the Provincial Party Propaganda Department. [52]

Since 1999, Xiaogan City established a leading group of the Committee of Spiritual Construction headed by party secretary Zhang Chang’er. The group actively engaged in the battle against “Falun Gong” and dealt with a group of “Falun Gong” practitioners with severity. [53] Zhang Chang’er, head of the working group against pornographic and illegal publications, gave a speech during the video teleconference on June 30, 2004, in which he claimed that since 2002 over 585,000 copies of “Falun Gong” publications and materials had been confiscated. [54] On May 18, 2004, an incident of “advocating Falun Gong” occurred at Hubei Chutian radio station. Afterwards, Deng Daokun, Huang Yuanzhi and Zhang Chang’er wrote instructions respectively to intensify the attack on Falun Gong. [26]
 

 Jin Jun

Jin Jun, male, of Han nationality, born in July 1940, is from Lingshou, Hebei Province. From January of 1998 to date, he has held the position of chief of Hubei Province People's Procuratorate. [55]

On January 22, 2000, he gave a report on the work of Hubei People’s Procuratorate at the 3rd Session of the 9th People’s Congress of Hubei Province, in which he stressed the importance of striking hard on “Falun Gong”.  Within only a few months after the crack down on Falun Gong started, 22 people’s arrests were issued in 14 cases. Seven Falun Gong practitioners in six cases were sued. [56] On May 15, 2003, he was accompanied by the party secretary of the City Procuratorate and acting Chief Prosecutor Zhao Fei on a visit to Yangxin County to investigate Falun Gong, and he gave affirmation to the slanderous accusation that Falun Gong created trouble by making use of the “SARS” epidemic. [57]
 

 Wu Jiayou

Wu Jiayou, male, of Han nationality, was born in August 1944 in Wuhan, Hubei Province. In January of 1998, he took up the position of the Chief of the Higher People's Court of Hubei Province. From March of 1998 to date, he is Chief and Party Secretary of the Higher People's Court of Hubei Province. [58]

On February 19, 2001, The 4th Session of the 9th People’s Congress of Hubei Province reviewed his report titled “Work Report of the Higher People’s Court of Hubei Province.” The session required that the Higher People’s Court should continue to severely punish “Falun Gong.” [59] On February 25, 2002, it was said in the work report at the 3rd meeting of the 5th Session of the 9th People’s Congress of Hubei Province that [they] would continue to further carry out the “strike hard” campaign and suppress “Falun Gong.” [60] On February 8, 2003, Wu Jiayou said in the work report of the Higher People's Court of Hubei Province that Falun Gong activities are still on going despite the government’ repeated banning order, …[the court] dealt with 206 criminal cases involving evil cult, …[we must] resolutely attack “Falun Gong.” [61]

 Song Yuying

Song Yuying, female, 53, of Han nationality, with a on-job associate degree from the CCP Central Party School, is from Xichuan, Henan Province. Starting in March 1999, she was member of the Standing Committee of the CCP Hubei Provincial Committee, secretary-general of the CCP Hubei Provincial Committee and secretary of the working committee of the departments directly under provincial authority. She was a delegate of the 15th National Congress of the CCP.  In June 2002, she was elected member of the Standing Committee of the 8th CCP Hubei Provincial Committee. [62]

 

In early 2002, she visited the anti-Falun Gong exhibit held by the Anti Cult Association of Hubei Province backed by the provincial "610 Office." She attended the Party's working conference of the departments directly under provincial authority and gave a speech, emphasizing the importance of enforcing the understanding of the anti-Falun Gong battle and strengthening the transformation [of Falun Gong practitioners] through education, as well as monitoring and controlling and intensifying the strike [on Falun Gong]. The speech urged people to work hard to achieve the goal set by the CCP provincial committee of "zero" Falun Gong people going to Beijing to appeal. [63]

Jin Xiubin, Director of the “610 Office” of the departments directly affiliated to the provincial authority. [64]

 

The following officials have on different occasions made remarks against Falun Gong.

 Jiang Zhuping

Jiang Zhuping, was born in Yixing, Jiangsu Province in 1937. 

Vice-Chair of Education, Science, Culture and Public Health Committee of the 10th National People’s Congress. [27]

January to December, 2001, Secretary, the CCP Hubei Provincial Committee. 

1995-2000, Governor of Hubei Province.

Member of 14th and 15th seesion of the CCP Central Committee. [65]

Jiang Zhuping fully acknowledged and made comment on the work report made by Liang Shufen, Chairperson of Hubei Provincial Science Association, at the Fourth Session of the Fifth Hubei Province Science Association on January 13, 2000, which talked about how to thoroughly expose and criticize “Falun Gong” through “scientific quality project.” [30] On September 4, 2000, the Provincial Science Association and Provincial Department of Finance jointly held the 4th Provincial Work Meeting of science and technology museums.  The meeting report mentioned that nearly 50 science and technology museums in the province conduct the displays to expose and criticize "Falun Gong."  Provincial party committee and provincial government's major officials Jia Zhijie, Jiang Zhuping, Yang Yongliang visited the displays in the Province Science and Technology Museum and gave affirmation. [31] “Falun Gong” has been the main target of the “Strike Hard” campaign directed by Luo Gan. Before the “May 1”, 2001 Jiang Zhuping personally authorized a special fund of 12 million Yuan to the Public Security Department of the Hubei for dealing with cases in the “Strike Hard” campaign and for bonuses. At the same time, he authorized the allocation of another 3 million Yuan to the Provincial People’s Court and the Provincial Procuratorate as subsidies to assist them in handling cases in the “Strike Hard” campaign. [66]

 

 Han Zhongxue

Han Zhongxue, male, born in October 1945, of Han nationality, is from Chengcheng City, Shannxi Province.  From December 1997 to May 2001, he was the vice secretary of Wuhan City Party Committee. Starting in May 2001, he was the vice governor of Hubei Province and member of the leading party group. In January 2003, he was elected vice governor of Hubei Province. [67]

On February 14, 2001, Han Zhongxue, vice secretary of city Party committee acknowledged the achievement of the work related to appeals and complains from the people the year before and pointed out that they should continues to battle against “Falun Gong” in 2002. [68]

 

 Jiang Daguo

Jiang Daguo, female, was born in December 1948. She is of Han nationality, from Suizhou City, Hubei Province. From November 1998 to February 2000, she was vice secretary of Ezhou City Party Committee, acting mayor, mayor.  From February 2000 to January 2003, she was the director-general of the Provincial Department of Labor and Social Security, secretary of the leading party group. In January 2003, she was elected vice governor of Hubei Province. [69]

On July 29, 1999, mayor Jiang Daguo, deputy mayor Qin Yihua attended the symposium that exposed and criticized “Falun Gong”. Jiang Daguo emphasized that they should further carry out the political battle against Falun Gong more thoroughly and in depth. [70]

[Note]: The person heading the provincial “leadership group for dealing with the Falun Gong issue” is the Vice-Secretary of the CCP Provincial Committee in charge of political and judiciary issues. The structure of the CCP dictates that the Secretary of a Provincial Discipline Inspection Committee is also the Vice-Secretary of the CCP Provincial Committee who is in charge of political and judiciary issues. According to sources inside China, Huang Yuanzhi is the head of Hubei Province“610 Office.” The Chinese usually caps both the “leadership group for dealing with Falun Gong issues” and the long-term standing work office “the Office of the Leadership Group for Dealing with Falun Gong Issues” under the name “610 Office.”
