WOIPFG’s Investigative Report on the Alleged Organ Harvesting of Living Falun Gong Practitioners at Changzheng Hospital (Affiliated with the PLA Second Military Hospital) and Its Staff Members Suspected of Participation

Preface

The Organ Transplant Center of this hospital is the first organ transplant research institute established by the CCP military. It has a large volume of organ transplants, including emergency liver transplants, and the waiting time for donors is extremely short. The shortest waiting time is 4 hours after admission for liver transplantation. During the three years from 2003 to 2006, Changzheng Hospital performed 120 cases of emergency liver transplantation. Warm ischemia time is zero or extremely short. In view of the background of the CCP’s crime of live organ harvesting, the CCP’s military and armed police hospitals are the main force of the CCP’s live organ harvesting, especially the affiliated hospital of the Military Medical University is the key suspected criminal unit. On September 30, 2014, WOIPFG confirmed this fact through the recording of the telephone investigation of Major General Bai Shuzhong, the former head of the Health Department of the General Logistics Department of the CCP’s military[1]. Therefore, the hospital is suspected of participating in the crime of organ harvesting from living Falun Gong practitioners.

I. General Information about the Hospital

Shanghai Changzheng Hospital (Changzheng Hospital of the Second Military Medical University, the second affiliated hospital of the Second Military Medical University of the Chinese People's Liberation Army) is a general tertiary Class A hospital integrating medical care, education and scientific research. The hospital is located at No. 415, Fengyang Road, Huangpu District, Shanghai, and the Nanjing Branch is at No. 200, Jianning Road, Nanjing. The hospital is staffed as a divisional unit, the leaders and cadres of the hospital are active-duty military officers, and the professional and technical personnel on the staff are the active-duty civilian cadres. Today, the hospital has a total construction area of 229,990 square meters, among which 110,099 square meters are for medical care and work, and 119,891 square meters are for daily life. 1574 beds have been opened, among which 1074 are in the hospital headquarters and 500 are in the Nanjing branch. It is equipped with an Organ Transplant Research Institute[2].

II. General Information about the Organ Transplant Center
1. The Organ Transplant Center of the Changzheng Hospital is the CCP military’s first organ transplant research institute

The Organ Transplant Center of Changzheng Hospital is the CCP military’s first organ transplant research institute. It was established in early 2003 by combining a kidney transplantation group in the Department of Urology and a liver transplantation group in the Department of General Surgery of the Changzheng Hospital. It was approved on December 17, 2003, as the first PLA research institute of organ transplant, by the PLA Department of General Logistics.[3] It is now the highest level organ transplantation institution in the military, combining medical treatment, teaching and research. It has carried out many kinds of transplantations, such as kidney, liver, heart, simultaneous liver-kidney transplantations, and simultaneous pancreas-kidney transplantations. The number of transplantation cases ranked among the top in China. The Organ Transplantation Research Institute made medical advances in adult liver transplantation, adult kidney transplantation, pediatric liver transplantation, pediatric kidney transplantation, live liver transplantation, live kidney transplantation, liver and kidney joint transplantation, pancreas and kidney joint transplantation.[4] The Organ Transplantation Center of the Second Military Medical University was also set up in the Changzheng Hospital, and so was the “Shanghai Kidney Transplantation Quality Control Center.”[5]

2. The hospital has great potential for organ transplants with the capacity to perform thousands of transplants every year

The Organ Transplant Center of Changzheng Hospital had 120 beds in 2014. It has a liver transplantation, kidney transplantation, liver and gallbladder surgery clinic, hospitalization ward, and an organ transplantation rehabilitation ward. It has 6 labs including tissue matching, medicine concentration monitoring, organs storage, animal testing, transplantation immunology and transplantation pathology.[6]

Based on this figure, if the bed turnover rate is 100% (the average bed occupancy rate in the national Grade-A Tertiary Hospitals is as high as 103%[7]), and if the hospitalization time for liver and kidney transplant is 30 days, the hospital has the potential to perform more than 1,460 (120× 365×100%/30=1460) cases of liver and kidney transplants per year. (Calculation method: number of ward beds X number of days in a year X bed turnover rate/average hospitalization time for liver and kidney transplant = number of liver and kidney transplants performed per year)

3. The liver and kidney transplantation team is large and they can form several transplantation groups

The Transplantation Center of the Changzheng Hospital Affiliated with the PLA Second Military Medical University has a staff of over 60 people, among which 15 are senior members.[8] In the kidney transplantation division, there are 6 chief surgeons, 6 deputy chief surgeons, 2 attending surgeons, and 15 other staff members. In the liver transplantation division, there are 2 chief surgeons, 5 deputy chief surgeons, 1 attending surgeons, and 22 other staff members. They can form several groups to carry out liver and kidney transplantations. In 2014, WOIPFG published a list of transplantation doctors in the hospital. From the official websites and published articles, we can verify 59 doctors who carried out liver and kidney transplantations.[9] Zhu Youhua, director of the Organ Transplantation Center of the Shanghai Changzheng Hospital, carried out at least 3,680 kidney transplantations by 2010.[10] He also carried out 5 kidney transplantations in a single day.[11]

Min Zhilian, chief surgeon of the Department of Urology, had performed over 2600 kidney transplantations according to public information in 2014.[12]

Fu Zhiren, director of the Organ Transplantation Department of the Changzheng Hospital had completed over 1,240 cases of liver transplantation, according to public information in 2014.[13]

Ding Guoshan, professor and chief surgeon at the Organs Transplantation Center had carried out over a thousand liver transplants according to internet public information in 2013[14].

4. The number of organ transplantation in Changzheng Hospital is large

The Organ Transplantation Center’s official website claims, that in the 9-day period from April 22 to April 30 2005, the Center carried out 16 liver transplantations and 15 kidney transplantations. [15]

III. The Source of the Live Organs

According to the telephone investigation conducted in September 2014 on Bai Shuzhong who served as the director of the Health Division of the Chinese People’s Liberation Army (PLA) General Logistics Department between 1998 and 2004, it can be concluded that most of the affiliated hospitals of the CCP’s Military Medical Universities have participated in live organ harvesting from Falun Gong practitioners, one of which is the Second Affiliated Hospital of the PLA’s Naval Medical University (a.k.a. Affiliated Changzheng Hospital of the Second Military Medical University).

On September 30, 2014, a WOIPFG investigator called Bai Shuzhong, in the name of Bo Xilai's project team.

Bai Shuzhong, former director of the Health Division for the Chinese People’s Liberation Army’s (PLA) General Logistics Department.

He served as the director of the Health Division of the Chinese People’s Liberation Army (PLA) General Logistics Department between 1998 and 2004. That period was the peak time of the CCP’s persecution of Falun Gong practitioners and its crime of live organ harvesting. The Army plays a key role in live organ harvesting. As the supreme medical executive leader, Bai should be one of those who knew the situation then best.

Investigator: “When you were the director of the health division for the PLA General Logistics Department, regarding excising organs from captivated Falun Gong people for organ transplantation, was it an order from Wang Ke, the then-director of the PLA General Logistics Department, or did it directly come from the Central Military Commission?”

Bai: “Back then, it was President Jiang. There was an order, a sort of instruction. It said to start carrying out this thing, which is organ transplantation. I should say, it was not just the military that was doing kidney transplants.”

Investigator: “We also obtained some information, that is, back then, the Joint Logistics Departments (of the Military Regions) were responsible for detaining a batch of Falun Gong people as live organ donors, right?”

Bai Shuzhong: “At least according to what I remember, after President Jiang issued the instruction, we all did a lot of anti-Falun Gong work, because President Jiang paid a lot of attention to this matter and took this matter very seriously.”

The recording clearly indicates that the live organ harvesting of Falun Gong practitioners was directly ordered by Jiang Zemin, and more than one government/CCP system besides the military was involved in live organ harvesting.

This telephone recording affirms the weight of the evidence WOIPFG has acquired from the military, armed police, regional government agencies and the judiciary and legal systems. All of these entities are suspected of directly participating in the crime of live organ harvesting. It also expounds on the reasons behind this issue and confirms the judgment WOIPFG has made based on the collected evidence.

IV. Short Waiting Time, and Capable of Performing Emergency Transplantation

1. The Transplantation Center carries out emergency liver transplantation, with waiting time as short as 4 hours

The organ transplantation center of Changzheng Hospital has adequate donors for emergency liver transplantation, with an average waiting time of 1 week and the shortest waiting time being 4 hours. During the 3 years from 2003 to 2006, Changzheng Hospital carried out 120 cases of emergency liver transplantation. The recipients were serious hepatitis patients, with the average survival time being 3 days after hospitalization. “Emergency liver transplantation is the only way. The shortest waiting time of liver transplantation was 4 hours after patient was admitted to the hospital.”[16] The hospital clearly has the ability to obtain live donor organs quickly.

On the name list of the Shanghai Changzheng Hospital, the section to introduce Ma Jun claims: Up to now, he has completed over 1,240 cases of liver transplantation processing around the operations (including over 300 cases of serious hepatitis).[17]

2. The official website shows that the average liver organ wait time in Shanghai Changzheng Hospital’s Transplant Center is one week

Shanghai Changzheng Hospital’s transplant center clearly stated on its liver transplant application form that the average wait time for a liver transplant was one week[18].

V. The number of organ transplantations is big at the Changzheng Hospital

1. Clearwisdom.net issued an urgent announcement on April 6, 2006 in which it says, “Falun Gong practitioners in underground concentration camps, including Sujiatun Camp, have been secretly relocated and are subject to slaughter at any time. Meanwhile some hospitals in China have suddenly increased the number of transplant operations. Apparently a massacre with the purpose of exterminating all witnesses of such extermination camps is taking place right now in China.” The journalists called the transplantation centers of many big hospitals, and most of the doctors told that there would be a big number of donors before the end of April and after this time it would become small.

Shanghai Changzheng Hospital confirmed once again that there would be a lot of organ donors in April.

Doctor: “There will be quite many donors in late April. The donors are coming one after another, but you need to grasp the chance, you know? After this period there will be much fewer of them. After April, there will be none in some period of May, because there are materials. If you don’t do it when there are materials, you are forcing yourself into a dead end when there are no materials.”

Shanghai Changzheng Hospital:

Reporter: “Do you have organs from healthy people in their 20-30’s?”

Doctor: “Yes, we do.”

Reporter: “Do you have blood type AB?”

Doctor: “There should be some. They will be available soon.”

Shanghai Changzheng Hospital indicated that the number of patients increased significantly recently and all the big hospitals were working overtime to do organ transplantations.

Doctor: “There are 30 people in the queue waiting for the transplantation.”

Reporter: “Are you working overtime to do it?”

Doctor: “Yes, yes! We have several groups of doctors. We can do 24 hours a day because we have 4 groups to take turns.”

When asked about the source of the organs, the doctor at Shanghai Changzheng Hospital said: “We have a unified source from the state. Regarding this, well, only doctors know about it.” [19] [20]

2. Director Zhu Youhua of the Kidney Transplant Center of Shanghai Changzheng Hospital (January 29, 2016) said in the phone investigation conducted by WOIPFG: “We do kidney transplants every day. We are doing it now, and patients are still in operation. It is not only that we are doing this, the whole country is doing a lot!”[21]

3. The nurse at the expert appointment hotline of Changzheng Hospital said in the phone investigation conducted by WOIPFG on November 28, 2019: “We can do kidney transplantation. We have Doctors Wang Liming and Wang Yawei who can see patients on Thursday, and Doctor Han Shu who can see patients on Monday afternoon. It is a bit hard to get a bed. [22]

VI. Medical Papers Show Evidence of Changzheng Hospital Participating in Live Organ Harvesting
The medical paper published in “Shanghai Medicine” in November 2004 shows that from October 2001 to September 2004, Changzheng Hospital performed 240 liver transplants, with warm ischemia time of the donor livers being 0-8 minutes[23]. If the organ donors were already corpses when the livers were being extracted, how could the warm ischemia time be zero? The warm ischemia time is zero or ultra-short, so organ harvested from living donors is suspected. The reasons are as follows:

The warm ischemia time is zero, which means that when the organ is harvested, there is a heartbeat and blood supply. That is, live organ harvesting. Generally, it can only be done in a brain-dead state or by harvesting organs from living people.

In principle, there are no "brain-dead donors" or organs harvested from "brain-dead donors" in China that have a zero or ultra-short warm ischemia time.

VII. Surgeons Responsible for Live Organ Harvesting in Changzheng Hospital

JFJH-CZ001 Zhu Youhua, male, born in June 1952.

Personal Profile:  Chief Surgeon, professor, currently the director of the PLA’s organ transplantation research institute, Ph.D supervisor, Chairman of the PLA’s Organ Transplant Professional Committee, standing member of the Organ Transplantation Committee of the Chinese Medical Association, standing member of the China Dialysis and Transplantation Research Association, deputy editor of the Chinese Journal of Organ Transplantation, editorial board member of the Journal of the Second Military Medical University, and director of Shanghai Kidney Transplant Quality Control Center.

Zhu was born in June 1952. He graduated from the Department of Military Medicine of the Second Military Medical University in 1976. He has been conducting basic and clinical research of urologic surgery and kidney transplantation for more than 30 years. [24]             

Postdoc experience at Netherlands Cancer Institute            

By Sept. 11, 2010, Zhu had performed 3,680 cases of kidney transplants[25].            

JFJH-CZ002 Wang Liming, male.

Personal Profile:  Member of the PLA’s Organ Transplant Professional Committee, Member and Secretary of the Transplant Specialty Committee of the Shanghai Medical Association, Secretary of the Shanghai Kidney Transplant Quality Control Center, Deputy Director, Chief Surgeon, and Professor of the Institute of Organ Transplantation of the Second Affiliated Hospital of the Second Military Medical University .

Wang Liming graduated from the Department of Military Medicine of the Second Military Medical University in 1987. He has an M.D. degree and is a Ph.D supervisor.                

Postdoc experience at Netherlands Cancer Institute

He has engaged in urologic surgery and kidney transplantation for 27 years, mainly in the diagnosis and treatment of adult polycystic kidney disease, urinary tract tumor treatment, kidney transplant surgery and immunosuppressive drug adjustment[26].

His professional focus is transplants using live donor and DCD kidney transplantation, multiple organ simultaneous transplantation and management of disease complications.

JFJH-CZ003 Zhou Meisheng, male.

Personal Profile:  Deputy Chief Surgeon, Associate Professor. Member of Shanghai Association of Young and Middle-aged Surgeons in Organ Transplantation. He also serves as Deputy Director of Kidney Transplant Department of Zhabei District Central Hospital.                                                        

He has engaged in urologic surgery and kidney transplantation for many years, specializing in kidney transplant surgery. [27]

His professional focus is kidney transplantation, kidney extraction and transplantation using living donors, and treatment of various post-transplant complications such as lung infections and urinary tract tumors. [28]

JFJH-CZ004 Zeng Li, male, born in November 1966.

Personal Profile:  Chief Surgeon and professor of kidney transplantation department. Professor at the Organ Transplantation Department of the Second Affiliated Hospital of the Second Military Medical University and the PLA’s Institute of Organ Transplantation. Surgeon skill level 6. Zeng Li has won the third-class honors twice, and is a well-known kidney transplant expert in China. He is also a member of the PLA’s Organ Transplantation Committee, a member of the Organ Transplantation Committee of the Chinese Medical Association, and a member of the Pancreas, Kidney, and Small Intestine Transplantation Group.

He graduated from the Department of Military Medicine of the First Military Medical University in 1989, and obtained a master's degree in medicine from Tongji Medical University in 1997.                

He has been working in the fields of urologic surgery and kidney transplantation for nearly 16 years, and is skillful at kidney transplantation, diagnosis and treatment of urinary tract tumors, and endovascular urologic surgery.    

His professional focuses include kidney transplantation and treatment of kidney disease complications, pancreas transplantation, simultaneous pancreas-kidney transplantation, simultaneous liver-kidney transplantation[29].

JFJH-CZ005 Zhang Lei, male.                  

Personal Profile:  Deputy chief surgeon, associate professor. Deputy Chairman of the PLA Organ Transplant Professional Youth Committee, Secretary of the Shanghai Human Organ Donation Expert Committee, Member of the Shanghai Human Organ Donation Office, Secretary of the PLA Organ Transplant Professional Committee, Academic Secretary of the Shanghai Kidney Transplant Quality Control Center, Member and Secretary of the Critical Disease and Infection Group at the Organ Transplant Branch of the Chinese Medical Association.     

Zhang Lei graduated from the Department of Military Medicine, First Military Medical University.

He has been engaged in clinical work of kidney transplantation and basic research on transplantation immunology for many years[30], kidney transplantation using live relative donors, and pediatric kidney transplantation[31].                   

JFJH-CZ006   Han Shu, male, born in January 1973. [32]

Personal Profile:  Deputy Chief Surgeon, Associate Professor, and Master students’ supervisor of the Department of Organ Transplantation. Member of Shanghai Transplantation Immunology Professional Committee, Member of Pathology Group of Shanghai Academic Association of Organ Transplantation, Member of Organ Transplant Branch of Chinese Medical Association, Special Reviewer of "Chinese Journal of Organ Transplantation", Editorial Board Member of "Chinese Tissue Engineering Research and Clinical Rehabilitation" "And "Chinese Surgery Yearbook". Han Shu studied at the Organ Transplant Center of Feinbery School of Medicine, Northwestern University, from 2008 to 2009 as a visiting scholar.            

He has engaged in urologic surgery and kidney transplantation for more than ten years[33].

JFJH-CZ007  Min Zhilian, Male.

Personal Profile:  Chief Surgeon and Professor of Urologic Surgery Department. Standing Member of the Chinese Society of Organ Transplantation, Deputy Director of the PLA’s Urologic Surgery Committee, and Deputy Director of the National Transplantation Dialysis Association.                                  

Min took professional training at Lapitie Hospital in Paris, France, in 1978.

He was among the pioneers in kidney transplantation in China, and has performed more than 2,500 kidney transplants[34].                   

JFJH-CZ008  Liu Yushan, male, born in June, 1969.

Personal Profile:  Associate Professor, Associate Chief Surgeon of Urologic Surgery Department, Master students' Supervisor, and Researcher of Joint Transplantation Laboratory of Second Military Medical University[35].

JFJH-CZ009 Fu Zhiren, male, born in October, 1960[36].

Personal Profile:  Professor, chief surgeon, Ph.D supervisor. Director of the Organ Transplantation Department at Changzheng Hospital affiliated with the Shanghai Second Military Medical University. Vice-chairman of the Transplant Immunology Branch of the Chinese Society of Immunology; Standing Member and Secretary-General of the PLA’s Organ Transplant Academic Committee; Chairman-elect of the Organ Transplantation Specialist Committee of the Shanghai Branch of the Chinese Medical Association; Member of the National Organ Transplantation Committee; Member of the Organ Transplantation Branch of the Chinese Medical Association; on editorial board of "Chinese Journal of Organ Transplantation" and other more than ten journals.

Fu Zhiren started liver transplant experiments on animals in 1994, and successfully performed human liver transplants in 1996. His department has performed a total of 1,240 liver transplants as of today[37].

JFJH-CZ010  Ding Guoshan, male, born in June 1964[38], a native of Cixi City of Zhejiang Province

Personal Profile:  Ding Guoshan graduated from the Department of Naval Medicine, Second Military Medical University in 1986, majoring in military medicine. He received a doctorate degree in surgery from the Second Military Medical University in 1995.                                      

Ding has performed more than 1,000 liver transplants. He performed the very first pediatric liver transplant in China. He also performed Shanghai’s first emergency severe liver transplantation and established a rescue model for severe liver transplantation[39].

JFJH-CZ011  Wang Zhengxin, male, born in 1968[40], a native of Liaoning City of Dalian Province

Personal Profile:  Associate Professor and Deputy Chief Surgeon of the PLA Institute of Organ Transplantation. Associate Professor, Deputy Chief Surgeon of Organ Transplantation Department, Master students’ Supervisor, Expert of "5511" Talent Pool of Second Military Medical University, Young Member of the Second Organ Transplant Specialist Committee of the Shanghai Branch of the Chinese Medical Association. Secretary of Transplant Immunology Branch of Chinese Society of Immunology. 

Wang Zhengxin has been appointed by the hospital to go to Hong Kong Queen Mary Hospital to study liver transplantation using living donors and various regular liver cancer resections. He has participated in the second case of liver transplantation at Changzheng Hospital. He has been a key member in Changzheng Hospital’s liver transplantation. So far, he has performed more than 800 liver transplant operations and post-transplant treatments. Among these transplants, he acted as the chief surgeon or the first assistant in nearly 400 cases. He is capable of independently performing several different types of liver transplantation[41].

He has been engaged in hepatobiliary surgery for more than 20 years, and has performed more than 450 liver transplants so far, including cases of liver transplantation for the same patient for the second time[42].

JFJH-CZ012  Ma Jun. Male, born in 1966.                     

Personal Profile:  Director, Associate Professor and Deputy Chief Surgeon of Organ Transplant Center and ICU of PLA Organ Transplant Institute.

Graduated from the Department of Naval Medicine, Second Military Medical University in 1989.

In 1996, Ma Jun successfully performed the first perioperative treatment of liver transplant in the PLA Organ Transplant Institute as the chief surgeon. In January 2003, he participated in the establishment of the ICU of the organ transplant center, and proposed two effective perioperative treatment plans for liver transplantation. As of now, he has performed more than 1,240 liver transplant perioperative treatments (among them, more than 300 cases were severe hepatitis patients.) [43]

JFJH-CZ013  Fu Hong, Male. Born in 1967. A native of Shanghai[44].   

Personal Profile:  Deputy Chief Surgeon, Associate Professor

Fu Hong has rich experience in the area of hepatobiliary surgery. He specializes in liver surgery and liver transplantation. He has participated in more than 600 liver transplants, either as chief surgeon or one of the main participating medical staff[45].

JFJH-CZ014 Guo Wenyuan. Male. Born in 1975. Ethnicity: Mongol[46]

Personal Profile:  Deputy Chief Surgeon, Associate Professor

He is specialized in liver surgery and liver transplantation. He completed more than 300 cases of liver transplantation, either as the chief surgeon or the first assistant. He is also engaged in perioperative treatment, postoperative follow-up, and etc. He performed the first pediatric liver transplantation, split liver transplantation and simultaneous liver-kidney transplantation in Changzheng Hospital[47].

JFJH-CZ015  Ni Zhijia, Male, Date of Birth: January, 1965. [48]

Personal Profile:  Deputy Chief Surgeon of the PLA Organ Research Institute. Associate Professor.

Ni graduated from the Department of Military Medicine of the Second Military Medical University in 1989, and obtained a doctorate degree in surgery from the same university in 2002.

He has been engaging in liver transplantation since 2001, and has completed more than 600 cases of liver transplants either as the chief surgeon or assistant. He has been involved in all the live liver transplantation for adult and child patients. He is capable of performing all types of orthotopic liver transplants. [49]

JFJH-CZ016 Shi Xiaomin, Male,  Date of Birth: January, 1975, a native of Nantong City, Jiangsu Province[50]

Personal Profile:  Doctor of Medicine (MD). Surgeon and lecturer at the Institute of Organ Transplantation, Changzheng Hospital of Shanghai; Member of The Chinese Society of Immunology, member of Organ Transplantation Committee of the Shanghai Branch of the Chinese Medical Association.                        

He went to Kyoto University, Japan, in 2004, attending a short training session to study the techniques of liver transplantation using live donors.  

He has participated in more than 400 liver transplants (at least 15 live transplants) and has independently extracted liver from donors more than 260 times[51].

JFJH-CZ017  Li You, female.

Li You graduated from Shanghai Second Medical University with a bachelor's degree in 1988, and pursued a master's degree in ophthalmology from Shanghai Second Military Medical University in 1994. In 2000, she served as deputy chief surgeon and associate professor of ophthalmology at Changzheng Hospital.

Li mainly engages in corneal transplantation[52].
