WOIPFG’s 2019 Comprehensive Investigation Results regarding the Chinese Communist Party’s Live Organ Harvesting of Falun Dafa Practitioners

November 29,2020

Foreword

In 2019, World Organization to Investigate the Persecution of Falun Gong (WOIPFG) continued investigating hospitals, doctors, nurses and other medical professionals suspected of live organ harvesting from Falun Dafa (aka Falun Gong) practitioners in mainland China. A large quantity of evidence has been obtained, revealing more details of the shady “business” of live organ harvesting.

The main subjects of WOIPFG’s 2019 investigation are the 178-tertiary level-A hospitals with the qualification to perform organ transplantation. The emphasis was on the hospitals, which are suspected of carrying out large volumes of live organ harvesting, as well as highly suspicious work units and the people in charge.

So far, in mainland China, organ transplants (primarily liver and kidney transplants) have been carried out in all provinces, autonomous administrative regions and central government-controlled municipalities, except the Tibet Autonomous Region. Beijing, Tianjin, Shanghai, Hangzhou, Guangzhou and Zhengzhou are still the cities with the largest organ transplant volumes, while the organ transplant business in Hainan Province, Shenzhen, Urumqi and Kunming are expanding rapidly.

The hospitals continue to use the organs from so-called “voluntary brain-dead organ donors” to perform a massive number of organ transplant operations. However, the process of organ procurement is completely opaque with black box operations. All hospitals have claimed in unison that no organs were from prisoners or the judicial systems; their sole organ sources were hospital-based voluntary brain-dead donors; and organ wait times ranged from a couple of days to a couple of weeks or several months. Also, if a patient demands to select an organ or to have an early surgery, he or she would be required to have a face-to-face meeting with the director of the organ transplant center by registering with the latter’s outpatient clinic.

The Red Cross Society’s organ donation witness procedure has been rendered useless and is only a formality. The Red Cross Society has essentially done nothing in supervising organ donations. Even worse, they may have joined hands with the hospitals’organ Procurement Organizations (OPO) in illegally obtaining organs.

A variety of evidence from WOIPFG’s 2019 investigation indicates that the Chinese Communist Party has never ceased harvesting organs from living Falun Gong practitioners.

This report presents 200 recorded phone investigation conversations from more than 100 hospitals and organ transplant centers. The people investigated include hospital presidents, communist party committee secretaries, organ transplant department directors, chief surgeons, professors and organ transplant ward nurses. They are all participants and witnesses of the organ transplants from living Falun Gong practitioners.

The audio recordings and Translations of the 200 telephone investigations are organized chronologically for the convenience of the readers.

In order to better facilitate information sharing, we strive to present the contents in a terse and concise manner. We’ve made summaries of the 200 telephone investigation recordings, which are classified into nine categories and organized chronologically according to the time of investigation

3. Organ sources

The origins of organs are unkown. Doctors and nurses became highly alert when they were asked about organ sources, and they all said that they didn’t know! Instead, they would ask you to go to the outpatient clinic to register to meet the director. The director’s reply to regarding organ sources: They are all from brain-dead donators, which were found by the hospital OPO. It is required to have a face to face meeting if you have any other questions.

Ancient Chinese tradition requires that the whole body be buried after death, and the official call for organ donations has been resisted by society. Therefore, voluntary donation from citizens exists in name only. “Most people are unwilling to donate now, and the number of people who are willing to donate become less and less,” said Li Guowei, a kidney transplant doctor at Xijing Hospital. This is the current circumstances of organ donation in China.

Regarding organ sources, we selected 12 cases from 200 telephone investigation calls. The translations of recordings are listed below:

Investigation Recording 2019-012

Date: March 7, 2019(+86-10-85231504)

Subject(s): A Doctor, Liver Transplant, Beijing Chao-Yang Hospital

Summary: You have done over one hundred liver transplants this year. It won’t take long.

Investigator: Beijing Red Cross Society does not provide you with any liver sources. So, where do you get your livers from?

Doctor: Oh yes, who said they were not from them?

Investigator: He said they don’t have any donations at all. So for your donors, do you acquire them by yourself? Do you get them from your own OPO? Or somewhere else?

Doctor: We get livers from them!

Subject(s): Huang Huaping, Director of Liver Transplant, Chinese People’s Liberation Army No. 303 Hospital

Summary: We have a dedicated OPO team acquiring organs from different channels. A person from our division is in charge of all these things. Currently, each individual unit or hospital is inclined to have more autonomy with organ allocation. They (the Red Cross) witness and go through the protocols with us thoroughly. All procedures comply with National Legal Regulations and Protocols. All procedures are included.

Investigation Recording 2019-114

Date: October 4, 2019 (+ 86-20-89168095)

Subject(s): Doctor Wang Xiao, Organ Transplant, Guangdong Second Provincial General Hospital

Summary:

Investigator: Which organization is in charge of their allocation?

Doctor Wang: Oh, that, that place cannot be reached, and that is done through our own hospital, oh, it’s within the division; the transplant group in every division will do that on its own...

Investigator: You need to find the organ sources yourselves, to acquire them, right? The doctors will search for the organs themselves, right?

Doctor Wang: They won’t search the organs by themselves. They have contact persons. If someone donates an organ, we will be contacted via these contacts.

Investigator: Ah, if a donor is available, you will be contacted directly, so you won’t need to contact the Red Cross Society, right?

Doctor Wang: No, it’s not like that. They must be involved in the process, and we all work together, because there is a unified allocation system, where all parties, including not only us, but also the Red Cross, are involved. Then on our side, whether at the division level or the hospital level… we all work together as parts of that one system, it is not like that you could contact any particular unit. So, once we get notified, we might coordinate this matter with everyone together, so all are involved, participating in it.

Date: October 17, 2019 (+86-089866809122)

Subject(s): Doctor Liu, Organ Transplant, the Second Affiliated Hospital, Hainan Medical University

Summary:

Investigator: In Guangzhou, there is a brain-death center. Do you also have such a center there?

Doctor Liu: Let’s not talk about those things over the phone, okay? Tonight, I’ve told you quite a lot, too much already!

Investigation Recording 2019-132

Date: October 18, 2019(+86-85186774319)

Subject(s): Doctor Chen, Liver Transplant, the Affiliated Hospital, Guizhou Medical University

Summary: We’ve performed more cases since last year. We acquire our organs, not through the Red Cross itself, but a separate organization managed by it—the OPO.

Investigation Recording 2019-141

Date: November 1, 2019 (+86-571-87236711)

Subject(s): Nurse, the Hemodialysis Unit, the First Affiliated Hospital, Zhejiang University School of Medicine

Summary: The investigator asked the nurse whether she could access the organ deployment coordination website.

Nurse: We cannot search up this information, either. This is only for the organ procurement coordinator of each hospital—only the authorized person or the special department—or several organ procurement coordinators in our hospital can get on the network. There is no way for us to search on the network.

Investigation Recording 2019-152

Date: November 19, 2019 (+ 86-1085231504)

Investigation Recording 2019-196

Date: December 26, 2019 (+ 86-15929931212)

Subjects: Li Guowei, Kidney Transplant Surgeon, Xijing Hospital Affiliated to the Air Force Medical University (aka the Fourth Military Medical University)

Summary: The majority of the people are unwilling to donate now, and fewer and fewer people are willing to donate. You have no other way to get kidney sources now. Although there are car accidents on the road every day, the problem is that not every day you have donations. It is useless for the donor to sign it himself. When the time comes, the donor’s family members must agree. If they don’t, the organs can’t be donated even if you have a written consent. The so-called allocation by the Red Cross Society are…the officials... it is totally just based on a sentence of the officials!

4. Organs from brain-dead donors

The Chinese medical community has not promulgated the "Regulation of Brain Death." After the CCP declared in 2015 that organs from death row prisoners would be suspended, voluntary donations after death became the only source of organ transplants. However, since then, all hospitals have publicly adopted their own "brain death standards" to obtain or even manufacture "brain-dead organs" for transplants.

For brain-dead organ donations, we selected 10 cases from 200 telephone investigation calls. Translations of investigation recordings are as follows:

Investigation Recording 2019-006

Date: February 22, 2019(+86-55 162922034)

Subject(s): Doctor, Kidney Transplant Inpatient Service, the First Affiliated Hospital, Anhui Medical University

Summary: We’ll try our best to keep his organ (kidney) in good condition.

Investigation Recording 2019-019

Date: March 13, 2019 (+86-22-23626857)

Subject (s): Doctor Li and Director Guo Qingjun, Liver Transplant, Tianjin First Central Hospital

Summary:

Investigator: Are there any young and healthy donors from the judicial system available?

Director Guo: No one uses those from the judicial system currently. They are all from voluntary donors.

Investigator: Oh?

Director Guo: How can I guarantee the quality for you? You sound like a layman by asking this. We must use those in good quality!

Investigation Recording 2019-026

Date: March 19, 2019 (+86-17733192929)

Subject(s): Gao Lianghui, Director of Hepatobiliary Surgery, the Second Affiliated Hospital, Hainan Medical University

Summary: There are definitely no longer such organs as those previously taken from executed prisoners–those were direct and healthy. Now all donors may have this or that issue, that, however, won’t affect the liver functions. So, on this thing, no hospital can guarantee you, or promise you a particular level of their quality.

Investigation Recording 2019-045

Date: April 22, 2019 (+86-7712870303)

Subject(s): Huang Huaping, Director of Liver Transplant, Chinese People's Liberation Army No. 303 Hospital

Summary: Starting from the very beginning when donors are identified, we get involved by proactively inspecting and maintaining (the organs) and keep everything about the organ sources under our control.

Investigator: The hospital president, He Xiaoshun from that hospital in Guangzhou, has developed a non-ischemic liver transplant procedure. Do you use that in performing the surgeries?

Director Huang Huaping: That’s what we do too! Ha-ha, but…

(Recording 045. Download: MP3; Translation Download: pdf 045)

Investigation Recording 2019-059

Date: June 24, 2019(+86-13911567814)

Subject(s): Doctor Zhang Zhen, Liver Transplant Center, Beijing YouAn Hospital, Capital Medical University

Summary:

1. Investigator: Are organs from younger donors of better quality?

Dr. Zhang: Not really. Those (organs) that become available right before the surgery with

relatively short (treatment) time are considered good.

2. Investigator: What do you mean by shorter?

Doctor Zhang: That’s referring to the treatment time before the previous operation (of

removing the organ from donors, like those of car accidents or acute cerebral hemorrhages. For example, those who had received treatments for more than a month later donated their organs, but such organs may have a certain degree of damage. Age is also a factor.

Investigation Recording 2019-112

Date: October 2, 2019(+86-20-82179622)

Subject(s): Doctor, Inpatient Service, Lingnan Division, the Third Affiliated Hospital, Sun Yat-sen University

Summary: It’s impossible that the organ has not got excised after his death, and it must be taken from him before his death.

Investigation Recording 2019-151

Date: November 13, 2019 (+86-28-87393738)

Subject(s): Guo Pu, Attending Physician, Kidney Transplant, Sichuan Provincial People's Hospital

Summary: Donated organs are definitely riskier than those from relatives. Organ donation from a brain-dead relies on the machine to keep the donor alive. If the machine is removed, he or she will die.

Investigation Recording 2019-167

Date: December 3, 2019 (+ 86-21-31162866)

Subject(s): Doctor, Liver Transplant, Changhai Hospital Affiliated to the Second Military Medical University

Summary: For quality issue, no one can guaneete that.  That stuff is donated by another person. Why does the person donate? He or she must be sick with some problems, then dies so the person’s organ gets donated.

(Recording 167. Download: MP3; Translation Download: pdf 167)

Investigation Recording 2019-196

Date: December 26, 2019 (+ 86-15929931212)

Subjects: Li Guowei, Kidney Transplant Surgeon, Xijing Hospital Affiliated to the Air Force Medical University (aka the Fourth Military Medical University)

Summary: Most of the people are unwilling to donate now, and fewer and fewer people are willing to donate. Although there are car accidents on the road every day, the problem is that not every day you have donationsYou have no other way to get kidney sources now. It is useless for the donor to sign it himself. When the time comes, the donor’s family members must agree. If they don’t, the organs can’t be donated even if you have a written consent. Wherever you have acquaintances, you can do the transplant there. This is because as family members of a patient, you have no right to know the information of the donor, and no one will tell you this information, either. To put it bluntly, whether (the organ) replacement is from a 50-year-old or a 60-year-old, whether it has stopped or not in the past and how is the quality of the kidney source. All of you won’t know. You get the (organ) without knowing anything about it.

5. Post-operation

Patients usually encounter rejections and various complications after liver and kidney transplants. “Surgery itself is risky. Not only the surgical risks, but also some later treatments are risky,” Dr. Zhu, Kidney Transplant, Xiangya Hospital said. In other words, organ transplants are not as successful and optimistic as the official boast. A kidney transplant surgeon at the Third Affiliated Hospital of Guangzhou Medical College (Guangzhou Medical Third Hospital) said: “After a kidney transplant, you must have follow-up visits for rest of the life.  You must pay the follow-up visit as long as you have the kidney. If the kidney fails, you have to have a second or third kidney transplant."

In response to the risk patients facing after surgery, we selected 10 cases out of 200 telephone investigation calls. Translations of recordings are as follows:

Investigation Recording 2019-008

Date: February 26, 2019(+86-371-67077358)

Subject(s): Doctor, Liver Transplant, People’s Hospital of Zhengzhou

Summary: Liver transplant surgeries, after all, are known to carry the highest risk among

all the surgeries we do, so he would run a pretty large risk himself, whether it’s preoperative or postoperative. For liver transplants, their success rate or recovery rate is far lower than that of kidney transplants. This is shown and supported by the big data analysis.

Investigation Recording 2019-019

Date: March 13, 2019 (+86-22-23626857)

Subject (s): Doctor Li and Director Guo Qingjun, Liver Transplant, Tianjin First Central Hospital

Summary: After being discharged from the hospital, a patient needs to pay the hospital a weekly follow-up visit. If all indicators are normal, the patient may have a follow-up visit once every two weeks, even once a month. The intervals would become longer gradually.

(Recording 019. Download: MP3; Translation Download: pdf 019)

Investigation Recording 2019-083

Date: August 23, 2019 (+86-53182166691)

Subject(s): Doctor Wang, Liver Transplant Inpatient Service, Qilu Hospital, Shandong University

Summary:

Investigator: Oh. At that director, or professor level, there is no problem with their skills, right?

Doctor Wang: Anyway, there are still certain risks with the operations. We can’t guarantee that they will definitely be successful.

Investigator: Oh…so, usually how soon a patient can be discharged after the liver transplant?

Doctor Wang: That’s hard to say. It depends on each person’s situation. Someone can be discharged from hospital very soon if the postoperative recovery is good. But if the patient’s physical condition is a bit worse, or not good, he may have to stay in the hospital for up to three months or more.

Investigation Recording 2019-104

Date: September 24, 2019 (+86-73189753702)

Subject(s): Two Doctors including Doctor Zhu, Kidney Transplant, Xiangya Hospital, Central South University

Summary: There are many risks in such surgeries. Not only the surgeries themselves, but also their postoperative treatments—they all carry risks.

Investigator: I want to find someone younger, and healthier?

Doctor Zhu: You can raise such a request. Just tell them when you register. That is no problem. All right.

Investigation Recording 2019-152

Date: November 19, 2019 (+ 86-1085231504)

Subject(s): Doctor on Duty, Liver Transplant, Beijing Chao-Yang Hospital

Summary: In every case, every liver transplant operation we do have the postoperative rejection issues. There is no way to avoid such risks. We would provide the corresponding anti-rejection treatments after the operation, and let your patient take the medicine for life and monitor this thing for life.

Investigation Recording 2019-154

Date: November 20, 2019 (+86-7715356528)

Subject(s) of Investigation: Nurse, First Inpatient Service Section, Hepatobiliary

Surgery, the First Affiliated Hospital, Guangxi Medical University

Summary:

Investigator: We are afraid that we spend a huge amount of money on the transplant but face a rejection. Then our loved one is gone, and our money is gone!

Nurse: That’s the common topic for everyone. But that’s hard to say, hard to predict. Among the patients we’re operating on, for example, even brain lesions occur.

Investigation Recording 2019-160

Date: November 27, 2019 (+ 86-9918563278)

Subject(s): Nurse, the Hepatobiliary Surgery Inpatient Service, the People's Hospital, Xinjiang Autonomous Region

Summary:

Investigator: Does your hospital do a lot? What about the surgeon’s techniques? My family members are quite concerned about those issues such as the postoperative complications or infections?

Nurse: In the two cases we performed previously, they need to come back for a follow-up visit once a while. They have been taking the prescribed anti-rejection drugs and so on and have to take them for life. They will have to keep up with their follow-up visits, and to keep getting prescription drugs.

Investigation Recording 2019-172

Date: December 10, 2019 (+86-13777816727)

Subject(s): Nurse, Referral Cooperation Office, Shulan (Hangzhou) Hospital

Summary: That’s why the cost varies a lot. Some patients have good physical conditions and recover quickly, and get discharged in just over a month, so they don’t spend much

money on their post-op care. But some other patients have to spend one to two months, or even longer just in the ICU, and after that, they have to spend yet a long time staying in hospital for their recoveries. So, the total cost may exceed 500,000 or 600,000 yuan.

Investigation Recording 2019-187

Date: December 22, 2019 (+86-20-81292162)

Subject(s): Doctor, Kidney Transplant, the Third Affiliated Hospital, Guangzhou Medical University

Summary: After his kidney transplant surgery, the patient needs to return and pay follow-up visits for life. For as long as his kidney is functioning, he needs to keep up with his follow-up visits. Even when his kidney becomes exhausted to the point of failure, he will have to come back for another kidney transplant and may have to do so twice or three times.

Investigation Recording 2019-194

Date: December 23, 2019(+86-25-83106666)

Subject(s): Doctor, Liver Transplant, Nanjing Drum Tower Hospital

Summary: Some patients here have had transplant surgeries done twice. With various postoperative complications, patients may need to stay in ICU. As ICU costs a lot daily, so the overall cost, or its upper limit, is really hard to tell. We had some patients whose overall costs went up over 2,000,000 yuan. If it’s liver cancer, it’s hard to predict when his relapse would occur.

6. Organs from Falun Gong practitioners

Organ harvesting from live Falun Gong practitioners is still undergoing. The hospital referred to Falun Gong donors as "previous donors". The following are common repeating answers to the question---are there any organs availabe from Falun Gong practitioners?

1. That's what happened before, and it's no longer available. We don't have those from judicial systems.

2. I do not have a say in this!

3. We can talk about this when we meet at the hospital tomorrow.

4. You just ask him to call my cell number, okay?

5. First agree to meet at the hospital, then deny it completely, and let out a string of expletives.

6. Say no first, then promise to meet.

7. When you asked the "previous donor", they were so shocked, and they spoke incoherently, then gagged and swore.

8. I don’t know the past, and I don’t care about it!

9. You must have a connection and a background and are well-connected. More wealthy people all want these organs.

For organs from Falun Gong practitioners, we selected 17 cases out of 200 telephone investigation calls. The translations of investigation recordings are as follows:

Investigation Recording 2019-012

Subject(s): A Doctor, Liver Transplant, Beijing Chao-Yang Hospital

Summary:

Investigator: Are there any livers from Falun Gong practitioners?

Doctor: Ah, no. That’s impossible. That time has long gone.

Investigator: So your hospital used livers from Falun Gong practitioners in the past? Doctor: How long ago was that? That was many years ago. I’m not sure. Back then, all…

Dr. Wu: Oh...

Investigator: Could you please find me a practitioner donor? Doctor Wu: I do not have a say on such a matter! We do not currently have those. They are all acquired via a unified allocation. Organ-related questions require a face-to-face meeting.

Investigation Recording 2019-026

Date: March 19, 2019 (+86-17733192929)

Subject(s): Gao Lianghui, Director of Hepatobiliary Surgery, the Second Affiliated Hospital, Hainan Medical University

Summary:

Investigator: How about the donors?

Director Gao Lianghui: It is all like that across the entire country. As for the quality of donors, about this thing, as you know, it is not like… anyway, there are definitely no longer such organs as those previously taken from executed prisoners–those were direct and healthy. We haven’t done that for three or four years. In our industry, we all know that no one does that (i.e. organ harvesting from Falun Gong Practitioners) anymore.

Now domestically, I don’t know if other (hospitals) are still doing that (i.e. organ harvesting from Falun Gong Practitioners). I don’t know. But I think that the majority of the hospitals are absolutely not doing that. For example, in your area, at the military (system’s) center in Tianjin, I guess they don’t dare to do that, either!

1. We have the things (liver sources) you need for sure. But you have to come over first!

2. Investigator: “Can the surgery be done within one week?”

Director Chen Litian: “For sure it can be done!”

3. Investigator: “Quality is the most important. But I’m willing to pay a bit more, that’s no problem.”

Director Chen Litian: “Ah, sure!”

4. Investigator: “My former classmate told me to ask for an organ from a Falun Gong practitioner, like the one he used previously. Is that available right now?”

Director Chen Litian: “You bring me your files and let me take a look first, alright? The thing you just said is nonsense! Who can use those of Falun Gong practitioners?  We only use state-sanctioned---normally donated organs.” … “(What your former classmate said is) impossible! I have never used that kind (of organs).” ... “We are a legitimate hospital and do not do those things!” ... “I have never heard of anyone donating Falun Gong people’s organs in this entire country. We do not have any livers from Falun Gong practitioners, and we do not have that kind of donors, so stop spouting nonsense! He was just making things up! Bullshit! Totally insane! None of us would use that kind of organs (from Falun Gong practitioners). Throughout the entire People’s Republican of China, the whole country, nationwide, nobody uses that kind of organs (from Falun Gong practitioners). He is totally nuts and out of his mind!”

Dr. Xu: All kinds are available. But I can’t tell you. Ah, we will talk later. Don’t talk too much, okay?

Investigator: So, are they young or what? I want a good one!

Dr. Xu: All kinds are available. But I can’t tell you. Ah, we will talk later. Don’t talk too much, okay?

Investigator: I see. My friend mentioned that his father got (an organ) from a sort of practitioner. He said that the organs from Falun Gong practitioners are of good quality. Do you have such organs?

Dr. Xu: No, no, no, no!

Investigator: I see. So, we’ll talk about that when I come, okay?

Dr. Xu: Yeah, yeah, yeah.

Investigation Recording 2019-114

Date: October 4, 2019 (+ 86-20-89168095)

Subject(s): Doctor Wang Xiao, Organ Transplant, Guangdong Second Provincial General Hospital

Summary:

Investigator: If I pay more money, I can find a doctor who is able to find a so-called qigong practitioner. Qigong practitioners are better, can we?

Doctor Wang: About that...about that...about that I am not quite sure. You can come and ask the doctors above us. Ah, because I never get involved in these things, I don’t have the power to be involved in them, either, okay?  Because we, as subordinate doctors, just take care of the patients—yes, we deal with such things as the postoperative issues or preoperative check-ups— we only take care of these things for the patients. As for things like the tissue typing for a kidney transplant and how to coordinate the organ allocation, they’re not our business, and beyond our responsibilities.

Investigation Recording 2019-149

Date: November 8, 2019(+86-20-62782501)

Subject(s): Zhousong, Director of Organ Transplant Center, Zhujiang Hospital, Southern Medical University

Summary: The kidney must have passed the evaluation, so we could say it was qualified, not because it was from a Falun Gong practitioner, but it passed the qualification process. I cannot promise you that, because it’s inconvenient for me to talk about these things over the phone. You can come consult with us, all right? You can do that with our manager.

Investigation Recording 2019-165

Date: November 30, 2019 (+86-2152887170)

Subject(s): Nurse, Liver Transplant Inpatient Service, Huashan Hospital Affiliated to Fudan University

Summary:

Investigator: Do you still have that kind of organs from Falun Gong practitioners now?

Nurse: I do not know. You can ask one of the doctors, okay? .... Do not ask that kind (of questions) anymore.

Investigator: I just want to get it done using that kind of organs from Falun Gong practitioners.

Nurse: You go ask the doctor. I cannot answer this question for you!

Investigation Recording 2019-167

Date: December 3, 2019 (+ 86-21-31162866)

Subject(s): Doctor, Liver Transplant, Changhai Hospital Affiliated to the Second Military Medical University

Summary:

Investigator: Oh. I see. But I just have another question. As my classmate said, we eventually need to talk with the doctor about the organ source, that is to say, if we can meet, we can ask you to help us find a good one... He said that his father’s liver source was good because it happened to be someone who practiced Falun Gong. do you still have such liver sources available?

Doctor: When did we ever have those practicing Falun Gong? I never knew those things existed!

Investigator: He said yes, he said yes. One of his relatives recommended it to him, and it was good, of very good quality according to him.

Doctor: Impossible! We don’t have those things at all. They are nonsense! Acquiring those organs from the judicial channel have been stopped since a long time ago. Okay! Then I don’t know if your classmate had it done or not? What he said was purely nonsense. You can scold him when you see him.

Investigator: But he actually had it and told me that the results have been very good, and then recommended it to me.

Doctor: If the results are good, that has nothing to do with what you just said. As I told you, that is, the success of an operation is not much dependent upon the liver itself, but very much so on the patient’s whole physical condition, okay?

Investigation Recording 2019-176

Date: December 11, 2019 (+86-5368675806)

Subject(s): Doctor Zhu, Kidney Transplant, Weifang People’s Hospital, Shandong Province

Summary:

Investigator: For those donors of Falun Gong type, as they practice qigong, aren’t they healthy?

Doctor: Regarding that stuff, you…you…you just stop talking about it!

Investigator: If you promise me that, I will surely come over. Yes!

Doctor: What can I promise you? I cannot promise you that!

Investigator: Ah, you cannot promise that?

Doctor: I cannot promise you that. I’ve already let you pull back once, right?

Investigator: Oh?

Doctor: This, who can assure you! Doing that is already changing your fate, what else can I do?

Investigation Recording 2019-179

Date: December 13, 2019 (+86-15012755716)

Subject(s): Doctor Zeng, Liver Transplant, Shenzhen Third People's Hospital

Summary:

Investigator: Is it possible to find those donor livers from Falun Gong?

Dr. Zeng: Now there are no such livers. About those livers that we used before, we are not sure, either. I am not sure, either. Because when I got started in this business, this has been banned in the country starting from 2010. Now since we started in 2015, everything has been from donations.

Investigator: Are there any donor organs from Falun Gong at all now?

Dr. Zeng: I don’t know if there were any or not in the past.  For the information from overseas, I can’t verify it. I’m not sure about how it made its way into the news, either.  But for the time being, we …

Investigator: Some acquaintance got a donor liver from Falun Gong in PLA No. 302 Hospital.

Dr. Zeng: That I don’t know.  We…I don’t care about those things in the past!

Date: December 24, 2019 (+86-2985323900)

Subject(s): Nurse, Inpatient Service, Liver Transplant, the First Affiliated Hospital, Xi'an Jiaotong University

Summary:

Investigator: We want those donors such as Falun Gong practitioners. Is that possible?

Nurse: Regarding such a request, I cannot…how can I tell you? As for all the liver sources…we have the personnel dedicated to that, regarding the organs.

Investigator: If I want the Falun Gong donors, I can discuss with the doctor. Is that so?

Nurse: Eh, when the time comes, you can discuss that with the doctor. Anyway, regarding the liver source, you’ll need to discuss with the doctor!

Investigation Recording 2019-196

Date: December 26, 2019 (+ 86-15929931212)

Subjects: Li Guowei, Kidney Transplant Surgeon, Xijing Hospital Affiliated to the Air Force Medical University (aka the Fourth Military Medical University)

Summary: So there was no such thing as Falun Gong practitioners like you said at all. There is no such thing right now. It seems that since 2013 or 2014, this thing has stopped. Unless you have strong connections, very strong connections. Richer people all want to use this kind (of donors). If you caught up with the batch before 2013, and the effects of these transplants were very good.

7. The costs

The prices of organs are clearly marked: kidneys start at 100,000 yuan, and livers start at 200,000 yuan. There is no upper limit for transplant costs and transplants can even cost millions in some cases. This clearly indicates that organs for transplants in China are not voluntarily donated by citizens, since donated organs can’t go on sale.

A doctor on duty for inpatient service of Lingnan Hospital of the Third Affiliated Hospital of Sun Yat-sen University (+86-20-82179622): The costs mainly depend on post-operative recovery. In the best scenario, transplant surgery costs 400,000 to 500,000 yuan. ... Because the patients need to take anti-rejection medicine, then infections follow! He may need to stay in the ICU for a long time after the surgery. It costs 10,000 yuan per day at ICU. After being discharged from the hospital, for example, the follow-up visit starts once a week, and gradually becomes once a month. How to predict the cost of life-long medication after a transplant surgery?

A doctor of Shulan (Hangzhou) Hospital: The reason for huge differences in costs is that some people are in good physical condition and recover quickly. Those who stay at the hospital slightly more than a month can be discharged. Then the costs are not that high. Some people must stay in the ICU for a month or two months or even longer, then finally get out of the ICU, and it takes a long time to recover. That might be more than 500,000 to 600,000 yuan.

Professor Wei Lai, director of liver transplant, Tongji Hospital affiliated to Huazhong University of Science and Technology, clearly stated: “The starting price is 600,000 yuan, you can think about the surgery if you have 600,000 yuan, but it doesn’t mean that 600,000 yuan is enough for everything! There is no upper limit! All other questions can be discussed in person.”

In response to the cost issue, we selected 24 cases from 200 telephone investigation calls. The translations or investigation recordings are as follows:

Date: February 22, 2019(+86-55162922034)

Subject(s): Doctor, Kidney Transplant Inpatient Service, the First Affiliated Hospital, Anhui Medical University

Summary:  If the patient recovers smoothly, the transplant cost is well over 100,000 yuan. But that doesn’t include the cost for the kidney, which is over 100,000 yuan as well. The money paid for a donated organ goes to the Red Cross Society. It involves preservation and transportation costs of the organ.

Investigation Recording 2019-105

Date: September 25, 2019(+86-737-4230527)

Subject(s): A Nurse & Doctor Zhang, Kidney Transplant, Yiyang Central Hospital, Hunan Province

Summary: The kidney procurement fee is 200,000 yuan, plus a hospitalization fee of 110,000 yuan. All of these are to be paid to the hospital and you will get a receipt. If the patient experiences postoperative rejection or infection, that prepaid hospitalization fee may not be enough.

Investigation Recording 2019-112

Date: October 2, 2019(+86-20-82179622)

Subject(s): Doctor, Inpatient Service, Lingnan Division, the Third Affiliated Hospital, Sun Yat-sen University

Summary: It all depends how things go, as many factors are unpredictable, and it really depends on the (patient’s) condition at that time.

A liver transplant surgery costs 400,000 to 500,000 yuan in the best scenario. But more than 200,000 yuan of that total amount is for the liver alone, and the rest is for the treatments if things go smoothly. Because complications may occur following the surgery—such as infections, because the patient must take immune-suppressants, so infections are inevitable. He might have to stay in ICU for a long time after the surgery. The ICU care costs 100,000 yuan per day.   The patient pays a follow-up visit after the discharge. It usually starts from once a week right, and gradually becomes once a month. Because he would have to take the medications for life, how could you make an estimate on the expenses for his life-long medications?

Summary:

Investigator: Are the wait time and liver quality negotiable? Since the family is running a business, the cost is not a problem.

Ning Na: Ah, I know what you mean! I understand what you mean. If there is a suitable liver source available, the situation like yours will be given priority in our consideration! (Recipient has money)

Investigator: Is it possible to arrange his surgery before the end of the month?

Ning Na: Listen, give me a minute, and let me call our hospital... (inaudible) to see if he... (inaudible)

Date: October 17, 2019 (+86-089866809122)

Subject(s): Doctor Liu, Organ Transplant, the Second Affiliated Hospital, Hainan Medical University

Summary:  For the time being, we do liver transplants for locals only. A kidney transplant costs 500,000 (yuan); for a liver transplant, one million (yuan) has to be prepared. If any infection happens, then the cost will be higher for sure. If you want to know more details, I suggest that you come here and learn about it face-to-face. Investigation Recording 2019-172

Date: December 10, 2019 (+86-13777816727)

Subject(s): Nurse, Referral Cooperation Office, Shulan (Hangzhou) Hospital

Summary: That’s why the cost varies a lot. Some patients have good physical conditions and recover quickly, and get discharged in just over a month, so they don’t spend much money on their post-op care. But some other patients have to spend one to two months, or even longer just in the ICU, and after that, they have to spend yet a long time staying in hospital for their recoveries. So, the total cost may exceed 500,000 or 600,000 yuan.

Investigation Recording 2019-181

Date: December 14, 2019 (+86-75561222333)

Subject(s): Nurse Cui, Inpatient Service Unit, Urology and Kidney Transplant, Shenzhen Third People’s Hospital

Summary: As for the cost, it seems like 300,000 to 400,000 yuan, as I saw the final bill for one of our patients last time. But I am only including the cost for our Inpatient Service, or possibly the fees incurred during hospitalization. I don’t know about other fees. Under normal situations, the cost could be 300,000 to 400,000 yuan. It can be done within 400,000 yuan. But for those specifics, I cannot…just cannot tell you in detail.

Investigation Recording 2019-193

Date: December 25, 2019 (+ 86-27-83665383)

Subject(s): Wei Lai, Professor and Director, Liver Transplant, Tongji Hospital, Tongji Medical College, Huazhong University of Science & Technology

Summary: The starting point is 600,000 yuan is. That’s the minimum for such a surgery, but it does not mean that would be enough to cover it all. It has no upper limit, starting from 600,000 yuan! All the questions must be discussed in person specifically!  I can’t give you my cell number. Come look for me in the surgery building, Building 23.

Investigation Recording 2019-196

Date: December 26, 2019 (+ 86-15929931212)

Subjects: Li Guowei, Kidney Transplant Surgeon, Xijing Hospital Affiliated to the Air Force Medical University (aka the Fourth Military Medical University)

Summary:

Investigator: When they did the tissue typing at Beijing No. 302 Hospital two years ago, it was 500,000 or 600,000 yuan for transplanting one kidney if things go well.

Li Guowei: Kidney resources in Shaanxi are the cheapest, because one costs 100,000 yuan, which is the cheapest. I know that it costs 350,000 yuan in Tianjin.

Investigation Recording 2019-197

Date: December 27, 2019(+86-0-25-68303180)

Subject(s): A Nurse and a doctor, Kidney Transplant, the First Affiliated Hospital, Nanjing Medical University

Summary: A transplant surgery is not a life-saving operation. If you only have 600,000 yuan, then we don’t recommend the surgery to you, unless the 600,000 yuan is just spare money at hand. But if you barely have 600,000 yuan and can only pay that much, then we don’t usually suggest you have the surgery, given that its purpose is to improve quality of life. But if you have to spend all your life savings on it, that’s not worth it!

Investigator: We’ve currently prepared 600,000 yuan to cover the expenses, if something unexpected happens, how much more do we need to pay?

Doctor: That surely happens! If a patient gets infected, the cost may go up to 1,000,000 yuan.

9. Has the Military and Armed Police hospital stopped doing transplants?

October 24, 2019, a nurse at the Kidney Transplant Inpatience Service, Shaanxi Armed Police General Hospital: Now the state stipulates that military hospitals are not allowed to do transplants, and it was stopped last year. On the same day, a nurse from the liver transplant inpatient service at Xijing Hospital affiliated to the Fourth Military Medical University: We do not do liver transplants now! Currently only serving soldiers.

The transplant business at the CCP Military and Armed Police Hospitals had been carrying out until the end of 2019, and many hospitals still accept patients in their outpatient clinics for liver and kidney transplants.

There is another noteworthy phenomenon: People’s Liberation Army Hospital No.303 Guangxi was transformed from a military to a civilian’s hospital. But right after that, a new transplant business was established at the Second Affiliated Hospital of Guangxi Medical University and about 300 to 400 kidney transplants have been performed there since last year. “my entire team originally came from People's Liberation Army Hospital No. 303. Every doctor can perform surgery. We were back in business last year, and the outpatient clinic is not running yet. Our director---his name (Sun Xuyong) is known by many hospitals across the country, as long as there is a transplant business."

Till October 10th, Dr. Li from the Organ Transplant at the hospital No.303 was still soliciting business: “We can do liver and kidney transplants. We have more than one hundred beds. We perform three to four hundred kidney transplants every year. Kidney sources are relatively abundant.”

In response to the suspension of transplants in Military and Armed Police Hospitals, we selected 13 cases from 200 telephone investigation calls. The translations of recordings are as follows:
