Investigative Report by the World Organization to Investigate the Persecution of the Falun Gong on the CCP’s New Round of Transnational Persecution of Falun Gong

According to the latest investigation by the World Organization to Investigate the Persecution of the Falun Gong (WOIPFG), beginning in 2024, the CCP initiated a new wave of systematic actions to suppress Falun Gong globally under the direct command of Xi Jinping. By consolidating resources from the Central Political and Legal Commission, the Ministry of Public Security, the Ministry of State Security, the United Front Work Department, and other agencies, the CCP has employed public opinion warfare, legal strategies, intelligence networks, and violent methods to undermine Falun Gong's international influence and conceal serious human rights abuses, such as organ harvesting in China. This report delivers a detailed analysis of the CCP's repressive tactics, organizational structure, and underlying motivations, urging the international community to acknowledge this threat and uphold justice and human rights.

Chapter 1: The CCP Adjusts Its Strategy and Organizational Structure for the Overseas Persecution of Falun Gong

Starting in 2024, the CCP launched a new round of transnational suppression against Falun Gong overseas. The campaign was personally initiated by Xi Jinping, with the Central Political and Legal Commission coordinating efforts among the Ministry of Public Security, the Ministry of State Security, the United Front Work Department, and the Ministry of Foreign Affairs. These agencies mobilized state resources to carry out systematic persecution aimed at weakening Falun Gong's international influence and obscuring human rights crimes in China.

The CCP implemented a multi-faceted strategy in this operation:

  1. Core goal: To dismantle overseas Falun Gong organizations and isolate their international support by slandering Falun Gong founders and attacking Shen Yun Performing Arts, established by Falun Gong practitioners and Epoch Times Media Group.
  2. Public opinion manipulation: Starting in 2024, Western media outlets such as the New York Times, online platforms, and disinformation were systematically used to smear Falun Gong and Shen Yun in an attempt to influence international public opinion.
  3. Legal tactics: Involve initiating legal actions to provoke confrontation between Falun Gong and American society while urging the United States to implement negative legal measures against Falun Gong, thus obscuring the CCP's domestic crimes, including live organ harvesting.

The CCP's long-term goal is to diminish Falun Gong's global influence and distract the international community from the CCP's human rights atrocities through "public opinion warfare" and "legal warfare." To effectively implement this strategy, the CCP has adjusted the organizational structure for overseas persecution:[1]

  1. [Fighting Fa Office]: The CCP has set up special agencies overseas, such as the [North American Office of Fighting Fa], which acts as an overseas extension of the "610 Office", a special persecution organization for Falun Gong, responsible for coordinating operations. These institutions rely on embassies and consulates abroad, Chinese associations, and student organizations to secretly monitor and sabotage Falun Gong activities.
  2. Intelligence and United Front Network: The Ministry of State Security uses 100,000 spies (more than 40,000 overseas) to gather intelligence through public identities (e.g., journalists, businessmen) and covert channels. The United Front Work Department used associations such as the Fujian Association and the Association for the Promotion of Unification to set up "overseas police stations" in the United States to participate in the crackdown directly.
  3. Interdepartmental Collaboration: The Political and Legal Affairs Commission of the Communist Party of China (CCP) has integrated resources from the Ministry of Public Security, the Ministry of State Security, the United Front Work Department, and the Ministry of Foreign Affairs to form an efficient persecution network that infiltrates Western media and society.

Examples from the United States show that the Chinese community under the control of the Chinese embassy and consulates has become a front line of persecution, and the US Justice Department has prosecuted some members for participating in transnational repression. At the same time, the CCP's attempts to exploit the influence of Western media have become increasingly apparent, such as the New York Times's successive reports attacking Shen Yun and the Falun Gong community.

This global attack on an unprecedented scale shows that the CCP is carrying out a comprehensive suppression of Falun Gong through strategic upgrading and organizational reshaping. Its ultimate goal is to cover up domestic crimes and weaken Falun Gong's international standing:

1. The CCP schemed to convict Falun Gong in the United States.

In January 2025, a CCP public security insider using the pseudonym Shen Liang revealed to The Epoch Times that the CCP's goal is to prosecute Falun Gong in the United States and gradually destroy its reputation from the individuals to the entire community. As long as one case is valid, it will trigger more chain reactions, and eventually, the United States will deny Falun Gong, so that the persecution of Falun Gong in China will be covered up forever. He said, "The Chinese Communists are most afraid that the United States will support Falun Gong and investigate its domestic crimes, which is the fatal weakness of the Chinese Communists."[2]

Starting in August 2024, the New York Times published more than 10 articles attacking Shen Yun over five months, echoing the CCP's plan for transnational repression. Shen Liang stated that this was driven by manipulation from the Ministry of State Security and the Ministry of Public Security, with materials collected by spies from within the target. Another CCP public security insider under the pseudonym Watson revealed to The Epoch Times in November 2024 that the new attack was a systematic plan launched by Minister of State Security Chen Yixin in the spring of 2024 in an attempt to destroy Falun Gong's "foreign forces" by the end of the year. Watson stated, "Chen Yixin is ambitious and wants to claim credit from Xi Jinping. The overseas spy is mostly perfunctory without high-level support, but his involvement made the operation troublesome." [3] Chen Yixin made it clear that if Falun Gong is not eradicated, the United States and Falun Gong will investigate jointly, and then the CCP will have nowhere to hide.

According to WOIPFG, on January 6, it received confidential internal information from the top levels of the Chinese Communist Party in Beijing. This information indicates that the Chinese Communist Party employed the strategy of unrestricted warfare to utilize the media and the judiciary for launching "public opinion warfare" and "legal warfare" in the United States against the Falun Gong religious group, which is based on the core values of faithfulness, compassion, and forbearance, as well as Shen Yun Performing Arts, the Epoch Times, and their key personnel. This is by no means limited to the Falun Gong issue, but is one of the strategic goals of the Chinese Communists to confront the United States and dominate the world.

Falun Gong practitioners in the United States have become a significant hidden threat to Xi Jinping's regime. During the 26 years since the CCP brutally persecuted Falun Gong practitioners, especially the organ harvesting of Falun Gong practitioners, the CCP has committed a crime that has never been seen in the history of humanity, which is the crime of national mass extermination and a crime against humanity. It is intolerable to society, and this is the biggest and deadliest crime committed by the CCP. If these crimes are verified and convicted by the United States and other international communities, the CCP will immediately face disintegration, and the leader of the CCP will face a historic trial. Moreover, there are many Falun Gong practitioners in the United States, and their influence is significant. There is also a global tour by Shen Yun Performing Arts, a world-class traditional art performance of pure goodness and beauty. Among them, there are also programs about the truth of the CCP's persecution of Falun Gong, which makes the CCP increasingly fearful.

The Deep Motivation Behind Overseas Attacks on Falun Gong: Concealing Crimes and Fear of Exposure.

Shen Liang revealed that the CCP's overseas attacks on Falun Gong and Shen Yun Performing Arts are more complex than they appear. Their core motive is to conceal the persecution of Falun Gong in China, particularly the truth regarding torture and live organ harvesting. Shen Liang learned from a department-level official within the 610 system that the CCP fears the US government formally investigating these crimes the most. If exposed, it could lead to the "collapse of the party and the country," and even Xi Jinping and other leaders may face trial by international tribunals.

Shen Liang stated: "The CCP's sudden large-scale attack on Falun Gong overseas is by no means just aimed at Shen Yun, and its conspiracy is far beyond the surface." He pointed out that Minister of National Security Chen Yixin suggested to Xi Jinping that all efforts must be made to eradicate Falun Gong so that it has no place in the world. If the United States designates Falun Gong as a "cult religion," no one will be held accountable for its crimes in China, which is the real reason why the CCP attacks Falun Gong.

A history of persecution and ongoing evil: In July 1999, Jiang Zemin, the former leader of the Communist Party of China, collectively launched a political crackdown on Falun Gong and called for the "elimination of Falun Gong," which started a cross-century human rights disaster. What is even more appalling is that the large-scale live organ harvesting of Falun Gong practitioners organized by the CCP has supported an enormous organ transplant industry chain in China, and it is still operating efficiently. Shen Liang said: "I have seen with my own eyes those live harvesting and torture, completely exterminating humanity. Once exposed, the whole world will destroy the CCP.”

2. Xi Jinping personally developed a new strategy to crack down on Falun Gong.

According to information obtained by WOIPFG, Xi Jinping, the leader of the Chinese Communist Party, believes that the CCP's previous suppression measures against Falun Gong have completely failed. Therefore, he has personally developed a new strategy.[4] According to a high-level classified Chinese Communist Party intelligence report released by WOIPFG in January 2024, the strategy has the United States as its primary target.

Since Xi Jinping consolidated power in 2018 after revising the constitution, he has made the realization of the "Chinese Dream" a central goal, while the United States has been seen as the main obstacle. His think tank believes that the strategy of "biding time in obscurity" is no longer applicable, and has been replaced by "great power diplomacy" against the United States. Intelligence shows that the focus of the CCP's various departments has shifted to the United States, and the conflict between China and the United States is seen as inevitable, particularly exacerbated by the uncompromising attitude towards China after Trump took office.

Falun Gong's influence in the United States and its interactions with practitioners in mainland China are viewed as significant hidden dangers by the Xi Jinping regime. As a result, the CCP is attempting to pressure the US government into cutting off its support for Falun Gong through public opinion warfare, with the ultimate goal of eradicating Falun Gong from the United States and, at the very least, severing its relationship with the US government.

Development and implementation of new strategies.

In October 2022, Xi instructed the Chinese Communist Party (CCP)’s Central Political and Legal Affairs Commission to coordinate with the Ministry of State Security, the Ministry of Public Security, the Ministry of Foreign Affairs, and the United Front Work Department to develop and implement a new international strategy regarding Falun Gong.

According to Yuan, Hongbing, a jurist in Australia, told The Epoch Times in December 2024 that the meeting was convened by the Central Political and Legal Commission. Participants included high-level officials such as the Minister of Public Security, the Minister of National Security, and the Secretary of the Central Political and Legal Committee. Xi Jinping personally attended and gave clear instructions.[5]

The specific measures are as follows:

1) Xi Jinping believes that the international crackdown on Falun Gong largely failed before the 18th National Congress of the Communist Party of China in 2012. In particular, the influence of the media established by Falun Gong practitioners continued to grow, positioning it as the primary opponent of the CCP in the warfare of international public opinion. Xi indicated that this failure stemmed from a lack of organization and coordination, outdated methods, wasted funds, and corruption. He emphasized the need to re-evaluate personnel and develop new forces. 

2) The Central Political and Legal Affairs Commission coordinates the overall strategy against Falun Gong. The Ministry of State Security leads international operations, while the United Front Work Department and the Ministry of Foreign Affairs work together to implement the strategy. Additionally, the Ministry of Public Security manages domestic affairs. 

3) The implementation strategy centers on attacking the founder of Falun Gong and his family, combining public opinion warfare with legal warfare. Public opinion warfare is conducted through unofficial channels and self-media platforms to mitigate the risk of official exposure of the CCP; the legal battle targets Falun Gong practitioners' Shen Yun Performing Arts, Fei Tian College, Fei Tian Academy of the Arts, and related media organizations.

The CCP’s focus on the United States.

WOIPFG’s investigations reveal that Xi's new strategy is clearly aimed at the United States. The CCP's use of unrestricted warfare tactics to launch "public opinion warfare" and "legal warfare" in the United States to attack the Falun Gong religious group, Shen Yun Art Performing Arts, the Epoch Times, and their key personnel with the core concept of belief in truthfulness, compassion, and forbearance is by no means limited to the Falun Gong issue, but one of the strategic goals of the CCP to confront the United States and dominate the world.

The Chinese Communist Party’s (CCP) newly launched round of transnational repression continues its quarter-century-long genocidal persecution of the Falun Gong religious group—this time extending overseas. By shifting the blame for this century-level crime to the United States, the CCP aims to drag America into becoming an accomplice in suppressing faith and human rights. Its ultimate goal is to undermine the foundation upon which the United States was built and subvert it from within. If the CCP succeeds in persecuting Falun Gong on U.S. soil, America will face moral blackmail; its credibility and international leadership will be eroded. As a result, no one will dare to hold the CCP accountable for its crimes, allowing it to replicate its persecution of Falun Gong globally, thereby achieving its ambition of bullying the world at will.

The CCP is actively engaging in the online space, developing public opinion personnel who are familiar with the topic of Falun Gong, generating false information, accusing Falun Gong of violating U.S. law or challenging government authority, and attempting to persuade the United States to withdraw its protection of the Falun Gong community. The ultimate goal is to diminish the influence of Falun Gong in American society during a politically sensitive time in the United States.

Wang Huning is the mastermind behind the anti-US strategy to crack down on Falun Gong.

Wang Huning, currently a member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference, is the highest think tank of the Communist Party of China, and has been heavily used by three generations of leaders: Jiang Zemin, Hu Jintao, and Xi Jinping. From 2023 onwards, he will be in charge of the United Front System and lead the suppression of overseas Falun Gong.[6]

At the end of the 1980s, Wang Huning, a professor at Fudan University, traveled to the United States for an inspection and published "The United States Against the United States" to analyze the social contradictions in the country. This book positioned him as a strategic thinker for the CCP, and his views have continued to circulate at the highest levels to this day, especially after 2008, when the theory of "American decline" became the foundation of the CCP's international strategy.[7]

In February 2023, U.S. Rep. Mike Gallagher pointed out during a congressional hearing that the book exposed the CCP's conspiracy to incite infighting in the United States and weaken its power, involving Wall Street and corporate allies to counter the nation.[8]

In December 2024, scholar Li Mianying revealed to The Epoch Times that Wang Huning was the core handicapper in the CCP's new round of suppression of Falun Gong. After he took over the United Front system, he integrated overseas intelligence forces and concentrated on cracking down on Falun Gong.

Li Mianying stated that Wang Huning utilized his international political expertise to systematize the crackdown, concentrating on Falun Gong and Shen Yun Performing Arts. Wang perceives the pro-democracy movement as ineffective, considering the Falun Gong group to be the main threat to the CCP due to its strong beliefs and solid organization.

Wang's tactics consist of:

1) Creating public opinion attacks: Utilizing Shen Yun's characteristics as a social literary and artistic group, fabricating negative information, creating humanized pseudo-problems, and initiating public opinion warfare.

2) Internal discord and disintegration: Internal contradictions and divisions within Falun Gong arise from co-optation and provocation.

Chapter 2: The Central Role of the Ministry of State Security in the Overseas Persecution of Falun Gong

As the core institution of the CCP's persecution of Falun Gong, the Ministry of State Security's role has remained consistent, from the earlier domestic crackdown to a new phase of overseas offensives in 2024. Since the CCP initiated large-scale persecution of Falun Gong in July 1999, the Ministry of State Security has acted as a significant secret service, playing a critical role in the persecution that has persisted for over two decades. From domestic surveillance and arrests to overseas intimidation and attacks, the Ministry of State Security is present everywhere.

The Ministry of State Security's persecution of Falun Gong is not confined to China but also extends overseas. By collaborating with the United Front Work Department, Chinese Communist Party embassies and consulates, and other institutions, the Ministry of State Security uses state resources to manipulate overseas Chinese communities, cultivate pro-communist forces, and carry out the task of suppressing Falun Gong. Under the guise of "serving overseas Chinese and Chinese communities", the CCP has planted proxies worldwide, conducted ideological infiltration, and attempted to influence the policies and public opinion of various countries.

In many countries, the CCP has established a vast network of control, forming a "county within a country" that not only serves the CCP's overall strategy but is also specifically ordered to combat Falun Gong. Agents of the Ministry of State Security continue to expand the scope of persecution by intimidating, harassing, and violently attacking overseas Falun Gong practitioners.

Since 2024, the new Minister of State Security, Chen Yixin, has actively promoted a new round of cross-border attacks on the Falun Gong community for his personal power ambitions, aiming to comprehensively smear and eliminate Falun Gong internationally through "legal warfare" and "public opinion warfare". In line with the CCP's overall plan, the CCP's secret service organizations deployed overseas by the State Security Department have provided so-called internal materials for "legal warfare" and "public opinion warfare" behind their backs, and some of them have even been directly involved in specific attacks.

In November 2024, a public security insider under the pseudonym "Watson" revealed to The Epoch Times that the CCP's recent attacks on Falun Gong and Shen Yun Performing Arts were a systematic and comprehensive plan, with every step being controlled by the Ministry of Public Security and the Ministry of State Security behind the scenes, and those ostensibly involved in the "legal warfare" and "public opinion warfare" were actually just pawns.[9]

Watson pointed out that the materials used in the attack were collected and filmed by national security agents who infiltrated the target organization before being released through others. "Otherwise, these attackers wouldn't have been able to suddenly have the material, and with their capabilities, they wouldn't have been able to do it."

He further revealed that the plan was initially led by the new Minister of National Security, Chen Yixin. Without the support of the CCP's top leaders, overseas spies are usually just running errands. "If it weren't for Chen Yixin's intervention, there would not have been these substantive attacks. In the past, these spies were symbolically doing superficial work, but in fact, they did not do much harm to Falun Gong. But once there is a direct intervention from the top, the problem is serious.”

Watson stressed that the operation was planned to begin in the spring of 2024, driven by the personal ambitions of the new Minister of State Security, Chen Yixin. Chen, Yixin was eager to consolidate power, however due to the secretive nature of the Ministry of State Security and the checks and balances imposed by Chen Wenqing (secretary of the Central Political and Legal Committee) and Wang, Xiaohong (minister of public security), he found it difficult to achieve effective political results domestically, and he was even frequently criticized, which led him to turn to Falun Gong overseas.

Watson pointed out: "Chen, Yixin plans to crack down on Falun Gong's 'foreign forces' by the end of 2024, in an attempt to completely dismantle the Falun Gong organization, so as to ask Xi Jinping for merit and reward." This is the root cause behind this series of attacks.”

The CCP has established a secret agency focused on cracking down on Falun Gong across the border, known as the "Office for the Crackdown on Falun Gong."

The CCP has secretly set up a special agency overseas to specifically target the Falun Gong community, the "Office for the Crackdown on Falun Gong " (hereinafter referred to as the "Anti-Falun Gong Task Office "). This organization is the overseas version of the "610 Office" of the Chinese Communist Party, which is dedicated to persecuting Falun Gong, and is specifically responsible for organizing and implementing persecution activities against the overseas Falun Gong religious group.

On June 29, 2021, WOIPFG obtained a letter of appointment jointly issued by the Ministry of Public Security of the Communist Party of China and the Ministry of State Security, which showed that Wu, Xiuhua, was appointed as the director of the "North American Task Office of Anti-Falun Gong". According to the documents, the Ministry of Public Security and the Ministry of State Security jointly set up a special organization focused on Falun Gong in North America, with the goal of "completely eradicating and eliminating Falun Gong on a global scale." (Figure 1)[10]

Widely distributed across major regions of the world, they are typically attached to the CCP's embassies and consulates in various countries and rely on organizations such as overseas Chinese communities, student unions, and hometown associations that have long been under CCP control to carry out clandestine activities. Behind many cases of persecution against the Falun Gong community, there are shadowy forces that are secretly planned and controlled by the organization.

According to the investigation by WOIPFG, a series of malicious attacks on Falun Gong overseas in the past year, including the New York Times' report on the CCP's cover-up of organ harvesting crimes, the distortion of facts related to Shen Yun Performing Arts, the slanders propagated by CCP internet celebrities, and the malicious lawsuits initiated by specific individuals are all part of the CCP's systematic overseas persecution of Falun Gong. These actions were planned by the Ministry of State Security and the Ministry of Public Security of the Communist Party of China and were executed through the "Anti-Falun Gong Task Office" established by the CCP in various regions worldwide.[11]

After Chen, Yixin took office, he began to carry out systematic intimidation, slander, and sabotage activities against Falun Gong and Shen Yun in 2024. For example, a group of CCP agents and individuals claiming to be "former Falun Gong practitioners" or "former Shen Yun actors" have attacked Falun Gong on American social media. The New York Times also published several adverse reports in a short time, echoing the CCP's actions.

According to the Falun Dafa Information Center, since Shen Yun’s founding, the CCP has continuously employed transnational repression to undermine the company. From 2006 to 2024, the FDIC recorded over 130 sabotage attempts on Shen Yun, including cyberattacks, slashed bus tires, and pressuring theaters to cancel performances through CCP consulates and embassies. But in just the past year, from 2024 to May 2025, a little over a year, the FDIC has tracked more than 110 new incidents globally—many in the U.S.— signaling an alarming escalation.[12]    

The CCP's ongoing crackdown on Falun Gong arises from its fear of the truth being exposed. Once the international community fully uncovers the torture crimes and live organ harvesting suffered by Falun Gong practitioners in China, the CCP regime will face extinction. The CCP's new strategy aims to undermine Falun Gong's international influence through smear campaigns and legal warfare, hide domestic human rights violations, and gain political capital for senior officials such as Chen Yixin.

More than 100,000 national security agents are deployed both domestically and internationally.

Due to the concealed nature of the national security secret services, it is generally estimated that the national security department has scattered at least 40,000 spies overseas, most of whom are journalists, scholars, businessmen, and political exiles.[13] In addition, the total number of special agents scattered on the Chinese mainland exceeds 50,000.[14]

The Ministry of State Security differs significantly from the intelligence units of the Chinese Communist military concerning military intelligence gathering tasks on the international stage. Typically, the spies dispatched by the Ministry of State Security do not have military backgrounds, and most lack a military service resume. This situation makes it even more challenging for these individuals, who lack a military temperament, to be perceived as alarming.

Now, the Department of National Security's intelligence-gathering capabilities have improved dramatically, relying not only on whispers at embassy dinners but also competing with the CIA’s. U.S. officials state that the MSS has deployed an artificial intelligence (AI) system in Beijing that tracks U.S. spies and individuals, using AI-generated files to screen targets, analyze networks, and identify weaknesses. According to the report, the interest of the CCP's intelligence agencies in AI technology reflects its enormous ambitions. In recent years, the department has expanded through extensive recruitment, which includes U.S citizens.[15]

The WOIPFG has published a comprehensive investigation report regarding the involvement of the Ministry of State Security of the Communist Party of China in the persecution of Falun Gong. This report will not go into details about this.

Chapter 3: A Systematic Analysis of the Ministry of Public Security's Overseas Attack on Falun Gong

According to the high-level confidential information obtained by the CCP from the tracing of international information, starting in 2024, the Ministry of Public Security of the Communist Party of China, under the leadership of Minister Wang Xiaohong, launched a new round of offensive against Falun Gong overseas, in line with the overall strategy of CCP leader Xi Jinping. The operation was coordinated by the Political and Legal Affairs Commission of the CPC Central Committee, with close cooperation among the Ministry of Public Security, the Ministry of State Security, the United Front Work Department, and the diplomatic system, to implement the plan to eradicate Falun Gong from the United States and other countries through intelligence infiltration, public opinion manipulation, and legal warfare.[16]

High-level deployment and core objectives of the Ministry of Public Security.

In 2024, the Ministry of Public Security of the Communist Party of China will hold several video conferences, chaired by Wang Xiaohong himself, to issue instructions to provincial and department-level units. Intelligence indicates that the plan has received support from the highest levels of the Chinese Communist Party, particularly the proposal from Minister of State Security Chen Yixin. The six core tasks for Falun Gong include:

1) Intelligence spies on the Trump administration

Activate the special agents (the CCP's internal name for spies) and intelligence informants deployed in the United States. Do everything possible to get close to the core of Trump's team, find out Trump's true attitude towards the CCP and possible sanctions, and provide intelligence support for follow-up operations.

2) Intensifying the Anti-Falun Gong Public Opinion Campaign

Various ministries and commissions have provided pictures, videos, and other materials to finance anti-Falun Gong personnel through "donations," and have used "public opinion personnel" (commonly known as Wumao) who are familiar with Falun Gong to fabricate their "crimes" in violation of U.S. law. These materials were processed to hide traces of the CCP's plots, aiming to create public opinion pressure to compel the U.S. government and related agencies to cut off support for Falun Gong, and ultimately achieve the goal of banning Falun Gong from the United States.

3) Smearing Shen Yun, The Epoch Times, and Key Figures

Mobilize special intelligence personnel and external propaganda resources to increase attacks and smears against Shen Yun, Epoch Times, and Falun Gong "key figures" and disrupt the internal relations of overseas Falun Gong groups. Local agents can operate flexibly, but they need to avoid contradictions that could tear apart their organizational structure.

4) Promote the "De-Wheel Program"

To activate latent personnel and induce Falun Gong members to give up their cultivation (de-wheeling) by setting up a relief fund or providing financial subsidies from a third party through the Chinese Chamber of Commerce. The detached were then used to expose the so-called "shady scenes" in order to weaken the credibility and cohesion of Falun Gong.

5) Attracting High-Level Personnel to the Opposition

Mobilization of high-level special intelligence personnel to carry out "offensive operations" against Falun Gong and the Epoch Times, through attacks and co-optation, to transform one or two key figures, turn to opposition at a critical moment, and deal a "fatal blow" to Falun Gong and the U.S. officials who support it.

6) Undermining Falun Gong's Relationship with the U.S.

Before Trump took office, every effort should have been made to undermine Falun Gong's relationship with the U.S. government. The highest goal is to eradicate Falun Gong from the United States, and the lowest goal is to block Trump's potential cooperation with Falun Gong.

Intelligence shows that the CCP's top leaders will ultimately target the founder of Falun Gong in order to completely eliminate the so-called threat. The CCP's top leader believes that Falun Gong has evidence of its crimes (such as organ harvesting while alive), and if the United States launches an investigation, it will trigger international accountability and threaten the survival of the CCP regime. This is the core motivation of the CCP's plan to destroy Falun Gong internationally.

The 2024 Political and Legal System Meeting and Domestic Stability Maintenance Measures.

At the beginning of 2024, the national political and legal system conducted several meetings to establish its annual goals. In May, it was convened by the Political and Legal Committee, which Chen Wenqing attended, and implemented by the Ministry of Public Security in June, chaired by Chen Siyuan. Both conducted video conferences with the participation of local political and legal systems. The meeting stressed "strengthening domestic stability and eliminating destabilizing factors," focusing on Falun Gong and foreign "anti-China forces."[17]

Specific measures for the May meeting of the Political and Legal Committee.

1) Monitor Trends on Sensitive Dates

Pay close attention to Falun Gong's "truth-telling" plan on important dates such as May 13 (World Falun   Dafa Day), June 4 (Tiananmen Square Anniversary), and July 20 (the anniversary of the start of persecution). Public security agencies at all levels must develop countermeasures.

2) Infiltrate internal planning

Gather Falun Gong's future development plans (cultural, economic, talent, etc.) through intelligence channels and assign special intelligence personnel to infiltrate its top leaders abroad.

3) Monitor Western Cooperation

Focus on Falun Gong's interactions with both parties and Western politicians in the U.S., particularly regarding the U.S. attitude and actions during the election and its new policy toward China.

4) Terminate the sanctions program

End the efforts of Falun Gong to work with Western politicians to impose sanctions on the CCP's top officials at any cost.

5) Separate the anti-China forces

Through special intelligence, grasp the movements of overseas Chinese people's movement groups and related organizations, collect their tainted deeds and misconduct, provide external propaganda countermeasures, sabotage Falun Gong's cooperation with democracy movement groups, and create contradictions so that they have no time to interfere in the CCP's domestic affairs.

The Ministry of Public Security's June meeting further requested.

1) Supporting Social Media Attacks

Provincial and regional departments have allocated resources to support Chinese-language YouTubers in attacking Shen Yun and Falun Gong on social media, providing them with internal public security materials, and activating sleeper agents to create internal contradictions when necessary, expanding their influence, capturing the attention of American society, and compelling the U.S. government to take action to eradicate Falun Gong.

2) Cut off domestic and foreign ties

Ensure stability in the domestic suppression of Falun Gong, prevent new conflicts, and supply materials for foreign media. We will make every effort to cut off the communication channels between Falun Gong in China and overseas, block the outflow of persecution information (such as live harvesting), break the chain of exchange for international sympathy, and cooperate with domestic strategies to eradicate Falun Gong globally.

Deep motivation and structural adjustments.

Intelligence shows that the crackdown on Epoch Times and Shen Yun is only part of the plan. The ultimate goal is to break up the Falun Gong community and clear the way for the CCP to recover Taiwan and make other major decisions. The CCP believes that Falun Gong is a major hidden danger to maintaining domestic stability and must be eliminated at its root. Extreme measures may be used in the future, especially against important figures in the Epoch Times, to be carried out by the Overseas Special Operations Group.

Following the Third Plenum of the CCP Central Committee in 2024, prefectural and municipal governments consolidated the lower-level institutions under their control, including the 610 Public Security Bureau, the State Security System, and the Anti-Cult Education Department, into a single entity known as the "Internal Political Security Bureau." This consolidation upgraded its powers to enable unified command, indicating an intensification of the suppression of Falun Gong. The CCP's original strategy of "natural extinction" against Falun Gong (awaiting the death of elderly practitioners and the withdrawal of young people from joining) had to transition to a more proactive approach due to shifts in the international landscape.[18]

Public opinion manipulation and internal separatist strategies.

The CCP spreads rumors through various channels, inciting Falun Gong to confront the U.S. government, and employs professionals to design copywriting (such as "Students should go out to protest as in the 1999 Tiananmen Square incident"), which is disseminated by CCP agent accounts responsible for foreign countries. If Falun Gong practitioners protest, the scene will get out of control, which will play into the hands of the Chinese Communist Party. Intelligence shows that some CCP spies are lurking inside Falun Gong, and it is difficult to guard against them once they cooperate with the action, showing that the CCP has rich experience in this kind of conspiracy.[19]

The Fourth Bureau of the Ministry of Public Security has actively operated a systematic plan for overseas spy networks to attack Falun Gong.

The Fourth Bureau of the Ministry of Public Security of the Communist Party of China (Anti-Cult Bureau, formerly the core department of "610") has long actively operated overseas spy networks and conducted transnational attacks against Falun Gong. According to information provided to The Epoch Times by a public security insider under the pseudonym Watson, along with the testimony of Hao Fengyun, a former Tianjin "610" official, the Fourth Bureau of the Ministry of Public Security has played a crucial role in intelligence gathering, spy management, and public opinion manipulation. Meanwhile, an August 2024 report by the Falun Dafa Information Center indicates that the CCP is expanding its offensive through social media and online armies in an effort to eradicate Falun Gong globally.[20]

(Note: Hao Fengyun, a former police superintendent of the State Security Bureau and Office 610 of the Tianjin Municipal Public Security Bureau in China, fled to Australia as a tourist in February 2005. He did this because he did not want to continue participating in the CCP's persecution of Falun Gong and other religious groups, and subsequently sought political asylum. Hao Fengyun carried a large number of classified documents with him.)

The following provides a detailed analysis of the operational modes and resource support of the fourth bureaus of the Ministry of Public Security, as well as their coordinated actions with the Ministry of State Security and the eleventh bureau of the Ministry of Public Security:

1. Overseas Spy Network of the Fourth Bureau of the Ministry of Public Security.

The Fourth Bureau of the Ministry of Public Security is officially known as an "anti-Cult bureau," but in reality, it performs the functions of the original "610 Office" and is responsible for operating special agents targeting Falun Gong both domestically and internationally. Watson revealed that the Ministry of State Security and the Ministry of Public Security of the Communist Party of China manage foreign personnel, who fall into three categories: spies, informants, and external propaganda, with the Fourth Bureau playing a significant role in Falun Gong-related activities operations.[21]

1) Mode of Operation:

The Fourth Bureau manages domestic and international spies and informants, and infiltrates overseas Chinese associations through organizations such as hometown associations (such as the New York Fujian Association).[22] For example, Sang Linyu, the former director of the Fourth Bureau, collaborated with the president of the Fujian Association to demonstrate his significant influence. The New York Fujian Association is led by its new leader, Chen Heng. In 2023, he was recommended by the Chinese Consulate General to participate in the Chinese Federation of Returned Overseas Chinese and many meetings in Fujian, highlighting the control of the Chinese Consulate over the association.

2) Intelligence Gathering:

Hao Fengjun disclosed that the Fourth Bureau sent spies from the mainland and bribed local Chinese and even foreigners to act as spies. The information was reported to the Fourth Bureau by the local 610, then passed on to the Ministry of Foreign Affairs and fed back to the Chinese Consulate. The four bureaus send instructions via encrypted transmissions, avoiding leaving official documents and ensuring their concealment.

3) Execution Efficiency:

The agents of the Four Bureaus adopt a single-line contact model, report directly to the state security department, operate independently to avoid horizontal contact, and are far more efficient and concealed than the traditional joint system. Hao, Fengjun said: "Whoever leads him, he will report to whomever he should."

2. The resources and authority granted to the Fourth Bureau.

The Fourth Bureau depends on the persecution of Falun Gong to create a vast system, with resources and authority that greatly surpass those of regular departments.

1) Source of Funding:

Hao Fengjun revealed that the 610 organization applies for hundreds of millions of yuan from the financial department every year for advanced equipment (such as office equipment, cars) and project tasks. Using Tianjin as an example, there are over 50 personnel in the 610 Municipal Bureau and more than 200 full-time staff citywide. The funds come from local finances and four bureaus, covering salaries, bonuses, and activity funds.

2) Intelligence Rewards:

The value of overseas intelligence is exceptionally high, ranging from 3,000 yuan to hundreds of thousands of yuan for a single piece of information. Tianjin submits thousands of reports to the four bureaus each year, covering the United States, Canada, Australia, and other areas. For example, the intelligence value of Australian student Li was 10,000 yuan, and after it was adopted, the funds were allocated in layers, ultimately distributed to overseas special intelligence personnel as "year-end condolence money."

3) Scope of Power:

610 can be transferred to the same or higher-ranking police offices (such as the household registration office or the public security department), and their leaders receive preferential treatment. As the core of 610, the Fourth Bureau holds the funds and authority to maintain its dominant position in overseas operations.

3. The coordination of the Fourth Bureau with Chen Yixin and Wang, Xiaohong.

Minister of State Security Chen Yixin's plan to attack Falun Gong overseas is tied to his personal ambitions and close connections with the CCP's top leadership. However, the Fourth Bureau leads the actual implementation, with the intervention of Minister of Public Security Wang Xiaohong further strengthening the action. Watson stated that the Fourth Bureau maintains the existing operational mode of "610," complements the special service network of the Ministry of State Security, and makes the intelligence collection and suppression of Falun Gong more systematic.

4. The collaboration between cybersecurity teams and the manipulation of public opinion.

The 11th Bureau (Cyber Security Bureau) of the Ministry of Public Security is in charge of special cyber investigations and works with the Fourth Bureau to manipulate global public opinion.[23]

1) Special Battle:

“China Digital Times” disclosed in May 2023 that the 11th Bureau issued a notice on March 24, 2023, approved by Vice Minister Chen Siyuan, organizing more than 40 cyber police to conduct a ‘special campaign for the investigation of foreign cyber armies’ from March 27 to April 27 in Beijing. The organizer was the 24th Division of the 11th Bureau, with Hu Fengming as the organizer, and a list of 32 participants whose identities have been verified through cross-verification.

 2) Competition for Public Opinion:

The 11th Bureau manages the nation's cyber police, which is in charge of cybercrime cases. This campaign aims to compete with public opinion outside the country and provide support for the Fourth Bureau's overseas operations.

3) Weaponize Social Media:

The Falun Dafa Information Center reported in August 2024 that the CCP used the Ministry of Public Security's resources to instruct internet celebrities (such as two Chinese-speaking YouTubers) to attack Falun Gong and Shen Yun, spread false information, and manipulate search engine results. The CCP viewed social media as an ideal platform for disrupting public opinion because of its strong communication capability and diverse audience.[24]

 5. Specific Strategies Against Falun Gong.

The investigation shows the CCP plans to escalate the persecution of Falun Gong globally (especially in the U.S.),[25] with tactics including:

1) Internal Division:

The Fourth Bureau initiated an espionage network to infiltrate Falun Gong, inciting practitioners to distrust the U.S. government and even to protest publicly. Sources said that the CCP “professionals” designed rumors, such as “U.S. agencies are being used by the CCP to suppress Falun Gong,” which were then spread by the 50-cent party to stir up trouble and compel the U.S. to suppress Falun Gong.

2) Legal Battle Inducement:

They used internet celebrities to spread rumors that could have legal consequences in the United States (such as calling Falun Gong a “Cult” or fabricating negative information about Shen Yun) to induce the authorities to investigate Shen Yun and its organizations. Although rumors are easy to debunk, their purpose is to create confusion.

 3) Resource Support:

The Ministry of Public Security requests that provincial departments provide YouTubers with anti-Falun  Gong content, including internal materials held by the Fourth Bureau. Additionally, they are to mobilize overseas agents and undercover agents to assist and amplify the impact of the attack.

The Fourth Bureau of the Ministry of Public Security, with its abundant funding and power, actively operates an overseas spy network and carries out transnational attack plans against Falun Gong. From intelligence gathering to public opinion manipulation, the Fourth Bureau works in tandem with the 11th Bureau and the Ministry of State Security to form a systematic offensive against Falun Gong under the leadership of Chen, Yixin and Wang, Xiaohong.

Chapter 4: The United Front Work Department’s Suppression Mechanism and Its Infiltration Effects on Falun Gong Overseas

The United Front Work Department uses overseas Chinese communities to carry out the task of persecuting Falun Gong.

The United Front Work Department (UFWD) of the CCP is one of the primary agencies promoting the policy of persecuting Falun Gong, both domestically and internationally. In collaboration with several CCP departments, it employs overseas Chinese and Chinese students as tools to execute systematic attacks on targeted Chinese groups abroad. Additionally, the United Front Work Department is not confined to the Chinese community; it also actively seeks out agents within mainstream societies and political figures across various countries. Its goal is to establish a small network of interests aligned with the CCP’s agenda through subtle influence, thereby fulfilling the CCP's strategic ambition of “the CCP's global united front.”[26]

1. Guiding Policies of CCP Leaders Regarding United Front Work:

On July 1, 2021, CCP leader Xi Jinping clearly pointed out in his speech on the centennial of the Party’s founding that “the patriotic united front is an important magic weapon of the CCP to unite all Chinese people at home and abroad to realize the great rejuvenation of the Chinese nation.” He encouraged Chinese people worldwide to unite and spread positive messages about the CCP's rule through various forms, aiming to strengthen the CCP's international image.[27]`[28]

On October 21, 2023, CCP leader Xi Jinping sent a congratulatory letter for the 110th anniversary of the Western Returned Scholars Association (WRSA), saying that the WRSA was a “united front” organization and demanding that it strengthen its political nature (see Figure 2).

As early as 2001, Qian Qichen, a member of the Political Bureau of the CCP Central Committee and Vice Premier of the State Council, emphasized at the Third Plenary Session of the Sixth Session of the Overseas Chinese Federation of China that “At present, when we carry out overseas fellowship, we must combine the overseas Chinese affairs in Taiwan with the combat against Falun Gong cult organization overseas.” This speech explicitly made anti-Falun Gong one of the priorities of overseas Chinese affairs. [29]

2. The United Front’s Role of the “China Council for the Promotion of Peaceful National Reunification” (CCPPNR):

The China Council for the Promotion of Peaceful Reunification (CCPPNR) claims to be a non-governmental organization dedicated to the peaceful reunification of Taiwan. However, it is actually a united front tool operating directly under the United Front Work Department of the CCP. Its branches are spread worldwide and registered as local non-governmental organizations (NGOs) to obscure their official background. Nevertheless, they merely receive directives from Beijing to implement the CCP's policies and further its agenda of interests.[30]

The Investigation Report on “the CCP's United Front Offensive Led by the CCPPNR” thoroughly exposes the CCPPNR's true nature, pointing out how it has essentially become an important pawn through its ostensible civil status for the CCP's expansion of influence overseas.

Wang Huning, a current member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, the chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and the Secretary of the Party Leadership Group, also serves as the chairman of the CCPPR. This high-level leader's direct involvement illustrates the CCPPNR’s core position within the CCP's united front system.

3. Systematic brainwashing and manipulation of overseas Chinese and students:

The CCP's United Front Work Department, primarily through the Overseas Chinese Affairs Office of the State Council (OCAO) of the People's Republic of China and in close collaboration with the Consular Department of the Ministry of Foreign Affairs and other departments, studies and formulates political strategies aimed at overseas Chinese. These strategies include the systematic and long-term indoctrination of overseas Chinese with CCP ideology and the conflation of the concepts of “China” and “CCP” through deceptive propaganda.[31]

By exploiting the Chinese people's inherent attachment to their homeland, the CCP bundles patriotic sentiments with loyalty to itself, attempting to make overseas Chinese identify with the CCP regime and serve it.

The Overseas Chinese Affairs Office of the State Council (OCAO) forms a joint mechanism with the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Public Security, the People's Liberation Army, the Ministry of State Security and other ministries to influence and control overseas Chinese through a full range of means. The OCAO has provincial and municipal branches within local governments, and every CCP embassy or consulate abroad has staff specializing in overseas Chinese affairs.

In March 2018, the Central Committee of the CCP decided to merge the OCAO into the United Front Work Department (UFWD) while keeping the OCAO name for external use. This restructuring further strengthens the UFWD's leading role in overseas activities to more effectively influence overseas Chinese communities.

4. The focus of United Front work shifted after 1999:

Since the CCP began its full-scale crackdown on Falun Gong in 1999, the focus of its overseas united front work has progressively shifted to supporting this policy. The United Front Work Department operates overseas through multiple systems, including pro-Communist diaspora groups, overseas student organizations, chambers of commerce, CCP-funded media, and the Chinese Overseas Friendship Association.

According to a conservative estimate from 2005, there were over 10,000 overseas Chinese organizations worldwide. Many of these were either directly or indirectly influenced by the CCP and have become its extended arm for carrying out its united front work.[32]

5. The Role and Control of the Chinese Students and Scholars Association (CSSA):

The Chinese Students and Scholars Association (CSSA) is an organization of mainland Chinese students and scholars studying or working at universities worldwide. As early as 2000, CSSA already had branches in at least 12 countries, with at least 109 in the United States alone.[33]

Many CSSAs explicitly state in their bylaws or on their websites that they accept the leadership of the CCP embassy or consulate in the country. Educational counselors and consuls from CCP consulates directly manipulate CSSAs by serving as advisors and utilizing state resources to transform these student organizations into tools for implementing the CCP's global strategy.

6. Specific actions and cases:

On May 17, 2008, the CCP launched the “5.17 Flushing Incident in New York”, organizing Chinese people who were unaware of the truth to attack Falun Gong practitioners.[34]

In July 2014, the CCP instructed some Chinese to wear “red vests” and distribute anti-Falun Gong materials near the Flushing subway station in New York to incite hatred.

In Taiwan, the United Front Work Department-controlled “Patriot Alliance Association” has repeatedly and violently attacked Falun Gong practitioners. In Hong Kong, the Hong Kong Youth Care Association (HKYCA), an offshoot of the “610 Office,” has frequently harassed Falun Gong truth clarification sites.[35]

When senior CCP officials visit abroad, members of the “welcoming delegation” organized by the United Front Work Department or Chinese Consulate officials personally participate in beating Falun Gong practitioners. These incidents are typical examples of the CCP's persecution policy carried out by the United Front Work Department.

7. U.S. Official Investigation and Report:

On August 24, 2018, the U.S.-China Economic and Security Review Commission (USCC) under the U.S. Congress released a report titled "China's Overseas United Front Work." The report pointed out that the United Front Work Department is playing an increasingly important role in the CCP's foreign policy, using united front tactics to win over and eliminate forces opposing the CCP.[36]

According to the report, the CCP has added approximately 40,000 United Front cadres in recent years, and nearly all CCP embassies employ staff who collaborate with the United Front Work Department. In recent years, the United Front Work Department has enhanced its collaboration with the Ministry of National Security, bolstering its overseas operations by developing informants and gathering intelligence. 

The Financial Times revealed the United Front Work Department's teaching manual, which shows that the CCP is increasingly focusing on United Front work aimed at overseas Chinese, attempting to influence their behavior and opinions.[37]

8. Deep involvement of the Ministry of State Security (MSS):

China's Ministry of State Security plays a crucial role in united front work and influence operations. The United Front Work Department establishes a network with international figures who are friendly to the Chinese Communist Party, while the Ministry of State Security leverages this as an advantageous situation for recruiting agents and developing an intelligence network.[38]

For example, the National Committee of the Chinese People's Political Consultative Conference (CPPCC) holds an annual meeting in Beijing and invites about 30 foreigners to attend. The Ministry of State Security secretly held welcome meetings and united front forums in an attempt to use the foreign visitors for political influence operations, spreading lies, shaping their understanding of the CCP, and changing their positions on key issues.

The CCP uses public identities (such as foreign affairs, journalism, economics and trade, finance, and other foreign-related occupations) as a cover to collect intelligence through covert channels, analyze and summarize intelligence from public materials, and form a systematic intelligence network.

The CCP uses United Front organizations such as the Western Returned Scholars Association to attack Falun Gong and Shen Yun. Through United Front organizations like the Western Returned Scholars Association, the CCP manipulates Chinese journalists affiliated with it and utilizes international media platforms to disseminate negative propaganda against Falun Gong and related groups (such as Shen Yun Performing Arts) in an effort to undermine its international influence.

The New York Times published several articles attacking Falun Gong and Shen Yun that were alleged to be linked to the CCP's United Front system. The lead reporter, Nicole Hong, is a Chinese-American journalist whose father, Hong Chaohui, has long been involved in the CCP's United Front activities.[39]`[40]

Hong Chaohui is a member of the North American branch of the Western Returned Scholars Association and an overseas honorary director of the Chinese Western Returned Scholars Association (see Figure 3). This organization receives instructions from successive CCP leaders, including Deng Xiaoping, Jiang Zemin, Hu Jintao, and Xi Jinping, as well as financial assistance from intelligence services.

According to a CCP police insider who goes by the pseudonym "Watson," the overseas attack on Falun Gong is part of the power ambition of the new Minister of State Security, Chen Yixin, who provides so-called "inside material" behind the scenes to support these reports.[41]

The background and operation of the United Front Work of the Western Returned Scholars Association

The Western Returned Scholars Association (Overseas-educated Scholars Association) is an organization of overseas students led by the Secretariat of the Central Committee of the CCP and managed by the United Front Work Department of the Communist Party of China. In 2003, the name " Overseas-educated Scholars Association " was added to strengthen its united front function.[42]

On October 21, 2013, Xi Jinping attended the 100th anniversary of the establishment of the Western Returned Scholars Association and delivered a speech. On May 12, 2016, the General Office of the Central Committee of the Communist Party of China issued the "Opinions on Strengthening the Construction of Western Returned Scholars Association." On October 21, 2023, Xi Jinping sent a congratulatory letter for its 110th anniversary, emphasizing its "united front character" and calling for greater political character.

From 2014 to 2015, the then President Chen Zhu promoted the establishment of overseas liaison workstations in seven countries, including Japan, Singapore and Sweden, to strengthen contacts with overseas scholars and embassies and consulates through symposiums, overseas visits, receptions, etc., and to grasp overseas trends. 

In 2021, Ding Zhongli was elected as the eighth president, and he formed a deep relationship with the Ministry of State Security led by Chen Yixin to jointly carry out secret spy activities. 

When overseas media exposed Hong Qianqian's relationship with Hong Chaohui, the CCP's domestic media quickly deleted the relevant reports. This coordinated action is viewed as necessitating the intervention of the Propaganda Department of the CPC Central Committee or the Cyberspace Administration of the State Council, illustrating the effectiveness of the CCP's control over public opinion.

Overseas Chinese organizations accept the leadership of the Chinese consulate and are effectively spy agencies. By controlling overseas Chinese associations and transforming them into instruments for united front work and espionage activities, these associations seemingly serve overseas Chinese compatriots, but in reality, they serve the interests of the CCP.[43]

1) Development and control of the New York Federation of Chinese Organizations:

The organization was established in New York in September 1990 and consists of 18 Chinese associations, commonly known as the "Eighteen Overseas Chinese Groups." In 1999, Liang Guanguan became the chairman. Later, the organization changed its name to the Federation of Chinese Associations in the East of the United States, which now claims to have 215 groups. 

Its main activities are entertaining delegations from the mainland and assisting those who return to China for business or investment. However, it lacks a service function for local overseas Chinese and has become a tool under the control of the Chinese Consulate. 

Liang Guanguan also serves as the vice president of the China Overseas Friendship Association, the executive director of the China Council for the Promotion of Peaceful Reunification, and the chairman of the National Alliance to Oppose Independence and Promote Reunification, highlighting his significant role in the CCP's united front network.

2) Direct control of the Chinese Consulate:

Former chairman Liang Bowen (who has been the chairman of the New York Association for Promoting the Peaceful Reunification of China for ten years since 1983) has revealed that the chairman of the federation is hand-picked by the Chinese consulate, and the ostensible election is only a formality. The federation has become a resource that the CCP can mobilize to crack down on dissent and create "public opinion." 

The Overseas Friendship Association of China operates directly under the United Front Work Department, and its chairman serves as the head of this department. As the first foreign vice president, Liang Guanguan emphasizes his unique role even further.

3) Hoover Institution's warning:

In November 2018, the Hoover Institution released a report titled "China's Influence and U.S. Interests," pointing out that the CCP has fully infiltrated the overseas Chinese community in the United States and recommended that United Front organizations and their derivative groups, including the Council for the Promotion of Unification and Overseas Exchange Association, register as foreign agents.[44] 

The report named Liang Guanguan, Zheng Shigan, chairman of the Fujian Office, and Chen Qingquan, adviser to the All-China Federation of Returned Overseas Chinese, indicating that their activities have attracted the attention of the United States.

4) The Fujian Association Case:

In March 2023, Chen Heng was elected as the 81st chairman of the Fujian Association of the United States. In September of the same year, he participated in the "Overseas Chinese Banquet" in Beijing, where he met with national dignitaries, demonstrating the support of the Chinese Consulate. Chen Heng stated that the Fujian Association has received support from the CCP at the highest level and ranks first among the world's hometown associations. Its secretary-general, Chen Wu, also emphasized the close ties with the Federation of Returned Overseas Chinese.[45]

The CCP's overseas police station’s "anti-Falun Gong" activities have been prosecuted by the U.S.

The United States judicial department has issued an indictment for the establishment of secret "police stations" overseas by the CCP to conduct transnational persecution against Falun Gong practitioners and other dissidents.[46] 

In April 2023, the U.S. Department of Justice indicted 44 CCP agents for establishing a secret police station in Manhattan's Chinatown, New York, due to their involvement in the persecution of Falun Gong practitioners and other dissidents. 

Lu Jianwang, chairman of the Fujian Association, and Chen Jinping, secretary general of the Changle Association, were arrested, and arrest warrants were issued for 34 mainland police officers (members of the "912 Special Project Working Group").

Located at 107 East Broadway in Manhattan, under the banner of serving the diaspora, the Changle Association is, in fact, an overseas police station supported by the Chinese Communist Party. It performs the tasks of the United Front Work Department, the Ministry of State Security, and the "610" office. 

Lu Jianwang admitted to contacting the director of the "610" bureau of the Ministry of Public Security and being repeatedly instructed by him to interfere with Falun Gong activities, collect intelligence, and receive payments. Before Xi Jinping's visit to the United States in 2015, the Chinese consulate directed him to organize anti-Falun Gong protests. 

The Spanish human rights organization "Safeguard Defenders" revealed that similar secret police stations exist in numerous cities across the United States, including New York and Los Angeles, though the specific addresses remain undisclosed.

Taking advantage of the so-called "Chinese Anti-cult" organizations by overseas Chinese. The CCP funds "anti-cult" organizations disguised as non-governmental organizations in an attempt to suppress Falun Gong and influence overseas public opinion through unofficial entities.[47]

1) Internal CCP documents disclose operational strategies:

In 2011, Hunan Provincial official Chai Lijun wrote a report stating that official political and legal methods could not effectively counter Falun Gong, and suggested supporting overseas Chinese in establishing non-governmental "anti-cult" organizations. 

According to the report, this strategy can take advantage of the relaxed environment for managing non-governmental organizations overseas to achieve the goal of the United Front. Its advantages include the ease of registration, the ability to use political power to meet requirements, and the right to speak. 

It is proposed that this be elevated to a national strategy to develop such organizations globally through new formations, acquisitions, alliances, etc.

2) Source of funding:

The funds come from "domestic support forces" and are channeled through indirect channels such as state-owned enterprises or the China Anti-Cult Education Association to avoid disputes caused by direct government funding. Such organizations often face legal action for alleged rights violations in the United States.

3) Specific case:

The " Chinese Anti-Cult World Alliance " was founded by the China Anti-Cult Association with funding from the Tianjin Political and Legal Committee. Its chairman, Li Huahong, has long slandered and violently attacked Falun Gong practitioners in Flushing, and has been arrested by New York police several times and faces prosecution. 

In collaboration with the Ministry of Foreign Affairs, the Overseas Chinese Affairs Office, the Ministry of Public Security, the Ministry of State Security, and other multinational organizations, the United Front Work Department of the Communist Party of China (CCP) has systematically persecuted Falun Gong and expanded its global influence by using overseas Chinese groups, student organizations, media, and disguised non-governmental organizations. Its tactics include intelligence gathering, ideological indoctrination, violent suppression, public opinion control, and the use of state resources to support covert operations, creating a vast cross-departmental mechanism.

Chapter 5: Red Capital and International Institutions as Tools for the CCP in Waging a Global Public Opinion War

As the core representative of the CCP's "red capital," CITIC Group, with its deep political background and global economic network, serves not only as a crucial pillar of the CCP's political and economic power but also assists the CCP in systematically suppressing Falun Gong and other groups overseas through institutions such as the CITIC Reform and Development Foundation. 

An internal document leaked in July 2024 reveals the CITIC Foundation's specific tactics, including using the media, think tanks, and international resources to disseminate defamatory information and manipulate global public opinion. At the same time, the CCP has expanded its domestic pattern of human rights persecution overseas through the coordinated operation of state-owned enterprises (SOEs), think tanks such as the Center for China and Globalization (CCG), and intelligence networks, demonstrating an escalation of transnational repression against Falun Gong. [48]

The following will systematically explore CITIC Group's key position in the CCP's global strategic layout, analyze its institutional ties with the CCP's top leadership and the functional positioning of the " Center for China and Globalization " in external narrative output, and reveal how the CCP employs economic tools and soft power to disguise its political schemes.

History and power structure of CITIC Group and the CITIC Foundation for Reform and Development.

According to a leaked internal report in July 2024, the CITIC Foundation for Reform and Development, a state-run think tank of the Chinese Communist Party, was involved in the CCP's efforts to export red ideas to the international community. The foundation was established in August 2014, approved by the State Council, registered by the Ministry of Civil Affairs, and supervised by CITIC Group.[49]

CITIC Group, formerly known as China International Trust and Investment Corporation, was approved by Deng Xiaoping and founded by Rong Yiren in 1979. It was a landmark enterprise during the early days of the CCP's "reform and opening up.” In 2002, it was renamed CITIC Group Corporation, restructured as a wholly state-owned company in 2011, and listed in Hong Kong in 2014 to enhance its international influence.[50]

CITIC has a close relationship with the "princelings,” and Wang Jun, the son of Wang Zhen, a veteran of the Communist Party of China, has served as both general manager and chairman. In the early '80s, Deng Xiaoping, Ye Jianying, Wang Zhen, and other CCP giants invited Rong Yiren to establish a trust business. CITIC was initially involved in arms exports and later contributed to the creation of two major military enterprises: Poly (controlled by Wang Zhen and Deng Xiaoping's family) and Kelly (led by Ye Xuanning, the son of Ye Jianying). The outside world has also pointed out that it involved Liu Yunshan and Zeng Qinghong's family forces.[51]

CITIC Group is one of the three major ministerial-level central enterprises of the Communist Party of China, and is known as one of the "four major consortia" alongside China Merchants, China Resources and Poly. According to the 2024 Fortune Global 500, CITIC ranks 71st with revenue of US$131.242 billion and profit of US$4.125 billion, with total assets of RMB11.33 trillion, which is nearly equivalent to the combined GDP of Beijing, Shanghai and Shenzhen (12.56 trillion yuan).[52]

The CCP utilizes businesses and NGOs to exert influence abroad. In 2011, Chai Lijun, an official of the Hunan Provincial Public Security Department and a member of the Anti-Cult Association, wrote a report revealing that the CCP used state-owned enterprises and NGOs to exert influence overseas to suppress the Falun Gong community. The report points out that the domestic model of "direct government money to anti-Cult organizations" does not apply overseas, as it may arouse international skepticism and criticism.[53]

As a result, the CCP has turned to large state-owned enterprises (SOEs) for this task. These companies possess the economic power and political motivation to not only safeguard the CCP's overseas interests but also to indirectly promote the CCP's ideology by funding overseas Chinese anti-Cult-religion organizations. The report recommends that domestic government support should be channeled through "non-governmental" forms or corporations such as the China Anti-Cult Association to disguise the official context. For instance, state-owned enterprises like CITIC Group are viewed as ideal executors because of their substantial resources and international presence pipeline.[54]

The International Department of the Central Committee of the Communist Party of China (IDCPC) is one of the core departments managing the CCP's external affairs. Its website states that its work focuses on communist parties, left-wing parties, ethnic and democratic parties in developing countries, as well as socialist, labor, and conservative parties in developed nations.[55] 

Since the 18th National Congress of the Communist Party of China (CPC) in 2012, the IDCPC has implemented Xi Jinping's thinking on external work and established contacts with over 600 political parties and organizations in more than 160 countries and regions. Through high-level visits, forum dialogues, working visits, and other means, the IDCPC promotes a "new type of inter-party exchanges," aiming to "tell China's story well and convey China's voice" while shaping the international image of the CCP. As an important part of the country's diplomacy, the IDCPC coordinates with state-owned enterprises and think tanks to support the CCP's global strategy, including spreading slanderous and offensive rhetoric against the Falun Gong internationally.[56]

The CCP is expanding its intelligence network abroad. The Liaison Department of the General Political Department (GPD Liaison Department) under the General Political Department of the CCP is the primary organ for intelligence and counterintelligence. Formerly known as the Department for Enemy Operations, it included subordinate bureaus such as the Liaison Bureau and the Investigation Bureau, focusing on intelligence operations related to Taiwan. The late princeling leader Ye Xuanning served as the deputy director and minister of the GPD Liaison Department while heading his company, Kelly. Although the company is presented as an enterprise, it actually raises funds for the General Political Liaison Department. Along with the Intelligence Department of the General Staff and the Ministry of State Security, it is referred to as “the CCP's three major spy systems.[57]

During his tenure as the head of the GPD Liaison Department from 1990 to 1997, Ye Xuanning launched an unprecedented program to send thousands of red descendants of the CCP to study abroad. This operation spanned numerous countries and lasted nearly a decade, being referred to as the most significant "espionage case" in the history of the CCP's military intelligence.[58]

The GPD Liaison Department was later merged with the International Liaison Department of the CPC Central Committee (IDCPC). Some intelligence officers were reassigned to the Strategic Support Force, while others transitioned to civilian roles. For the first time, Germany's counterintelligence department identified the IDCPC as an intelligence agency, cautioning that it gathers sensitive information and seeks to win over friendly forces through connections with German political circles. The IDCPC frequently invites German parliamentarians to visit China to promote "CCP values," aiming to build a network of support for the CCP.

The CITIC Foundation's specific strategy regarding Falun Gong. An internal document from the CITIC Foundation shows that it was involved in a systematic campaign against Falun Gong. This document calls for the mobilization of the central media, university think tanks, and other units to disseminate information slandering Falun Gong overseas. The specific forms include news reports, academic papers, short videos, and micro-short dramas to adapt to the "fragmented" communication characteristics of overseas social media and expand coverage and influence.[59]

This multi-pronged information manipulation seeks to enhance credibility through the "echo chamber" effect, obscure sources, deceive global Internet users, and reverse public opinion against Falun Gong and Shen Yun. The explicit goal of the document is to "arouse the sustained attention of the whole American society and force the US government to attack on all fronts to eliminate the Falun Gong forces", which shows that the CCP intends to achieve its political goal of eliminating Falun Gong through international pressure.

The potential role of the "Center for China and Globalization (CCG)" in the overseas crackdown on Falun Gong. Think tanks are often used as "soft power" tools in the CCP's global strategy to combat Falun Gong. They cover up political intentions in the form of academic discussions and policy recommendations, provide a platform for superficial neutrality, and indirectly support the CCP's political intentions overseas.[60]`[61]`[62]`[63]

Founded in 2008 and headquartered in Beijing, the Center for China and Globalization (CCG) is the only Chinese think tank with special consultative status at the United Nations. The organization employs nearly 100 full-time researchers and has several branches and representative offices, both domestically and internationally. CCG collaborates with the Belt and Road Think Tank Alliance of the IDCPC. Its chairman, Wang Huiyao, is a former counselor of the State Council, and its honorary chairs include Chen Deming, the former minister of the Ministry of Commerce, along with other high-ranking CCP officials. According to the 2020 Global Think Tank Report of the University of Pennsylvania, CCG ranked 64th among the top 100 think tanks in the world. As Senior Vice Chairman, Zhang Yichen further connects the influence of CITIC and CCG to provide soft power support for the CCP's internationalization agenda. 

Chapter 6: The CCP Sets up a New Spy Agency to Frame Falun Gong in an Attempt to Destroy Falun Gong’s International Reputation

In 2024, the Beijing Municipal Committee of the Communist Party of China, with the assistance of the State Security Bureau and the Cyberspace Administration of China, established a "Fa Axis Gong" network organization in line with the internal "Guiding Opinions on the Establishment of 'Fa Axis Gong' in Overseas Online Public Opinion Warfare" (hereinafter referred to as the "Guiding Opinions"). They mobilized overseas influencers and cyber trolls to publish reports framing Falun Gong in the New York Times and other media. This strategy represents CCP leader Xi Jinping's new approach to persecute Falun Gong in an effort to eradicate it globally or, at the very least, to damage Falun Gong's reputation.

1. The CCP has established a new spy agency to frame Falun Gong on a global scale.

The Beijing Municipal Committee of the Communist Party of China, under the leadership of the National Security Bureau and the Cyberspace Administration of China, established a new special spy agency to attack Falun Gong in accordance with the "Guiding Opinions". This action aims to weaken Falun Gong's overseas influence through international media, online trolls, and bribed dissidents. (See Figures 4 and 5)[64]

The Guiding Opinions clearly proposed establishing a network spy organization named "Fa-Axis-Gong" (a deliberate metaphor for "Falun Gong"), which would use "religious beliefs" as a disguise to launch an overseas crackdown on public opinion against Falun Gong. The document begins by stating, "Falun Gong's international influence is a hidden danger that we must eliminate."

Organizational structure and division of labor:

Top leader: The director of the Beijing Municipal Bureau of National Security is responsible for the overall strategy.

Core Implementation: The Beijing Municipal Party Committee's Cyberspace Administration leads the daily scheduling and coordinates technical and publicity resources.

Propaganda support: The Beijing Municipal Party Committee's propaganda department deploys media forces to guide public opinion.

The composition of the new CCP spy agency:

The organization's core members will be "reliable personnel" who have undergone strict screening by the CCP, while the peripheral members can be "our (CCP) personnel lurking inside Falun Gong or other former Falun Gong members who are dissatisfied with Falun Gong."

CCP’s Conspiracy layout:

The CCP's established combat strategy against "Falun Gong" can be summarized as "unite, fight, cooperate, encircle."

Unite: Reach out to individuals with differing views within Falun Gong (the CCP refers to them as "Falun Gong dissidents"), focusing on uncovering and gathering "internal contradictions within Falun Gong."

Fight: Precisely strike key figures within Falun Gong to create chaos;

Cooperate: Unite and buy off mainstream Western international media to create a united front of public opinion;

Encircle: Surround and undermine the positive image of Falun Gong until its international reputation collapses.

The long-term goal is to transform the CCP’s newly established spy organization, “Fa-Axis-Gong,” into a permanent “cyber force” to help the CCP combat religious groups around the world. The ambition is far more than just targeting the Falun Gong religious group; the scope of the attack will be extended to all religious groups.

2. Behind the New York Times' Attack on Shen Yun.

The "Guiding Opinions" instructed: "Use the credibility of the international mainstream media (such as the New York Times) to weaken the foundation of Falun Gong's public opinion."

Using the alias “Hua Sheng,” an insider from the CCP’s Ministry of Public Security told The Epoch Times in November 2024 that the recent wave of attacks against Falun Gong and Shen Yun Performing Arts is part of a systematic and comprehensive plan. According to him, every step of the operation is being controlled and orchestrated by the Ministry of Public Security and the Ministry of State Security from behind the scenes. The individuals who take overt actions are merely pawns. “The materials they have exposed were also collected and filmed by State Security agents within the targeted groups, then distributed through these individuals. Otherwise, how could they suddenly have access to such materials? With only their own capabilities, it would be impossible for them to do this.”[65]

Since 2024, the New York Times has published a series of negative reports on Shen Yun and Falun Gong, many of which feature sensationalist headlines. Some reports cite so-called "former members' revelations" and accuse Shen Yun of "oppression and brainwashing."

The New York Times reports were questioned. According to the Falun Dafa Information Center's investigation, the New York Times had the following problems in reporting on Shen Yun and Falun Gong:[66]`[67]

1) Ignoring feedback and evidence: Overlooking information provided by Shen Yun and other parties that contradicted its report.

2) Source issues: U problematic sources and small-scale samples to build a specific narrative.

3) Ignoring expert opinions: Failure to refer to the views of experts in multiple fields.

4) Withholding key information: Failure to disclose material background to readers.

5) Perpetuating prejudice: The CCP's distorted reporting model regarding Falun Gong beliefs has long been upheld.

The New York Times has strong connections to the CCP. Publicly available information indicates that Joseph Kahn, the current executive editor of The New York Times, has strong connections to the Chinese Communist regime. Kahn worked as a correspondent in China and later as the Beijing bureau chief for The New York Times, a role he held for 14 years. Kahn’s wife’s real estate business operates in both Beijing and New York. He personally contributed to writing an obituary that depicted Jiang Zemin in a favorable light. His father, Leo Kahn, co-founded Staples, which is the largest office supply retailer in the U.S., and became an exclusive supplier for the Beijing Olympics.[68]

New York Times reporter Nicole Hong is the primary writer of several articles attacking Shen Yun and Falun Gong. She is a journalist of Chinese descent whose father, Hung Chaohui, has close ties to the United Front Work Department of the Chinese Communist Party. Hong Chaohui is a member of the North American Chapter of the Western Returned Scholars Association and an overseas honorary director of the Chinese Western Returned Scholars Association.[69]

The Western Returned Scholars Association is one of the eight institutions directly under the United Front Work Department of the Communist Party of China, tasked with overseas infiltration and intelligence gathering. It has long received support from successive Communist Party leaders, such as Deng Xiaoping, Jiang Zemin, Hu Jintao, and Xi Jinping, as well as funding from the intelligence department. In 2023, Xi Jinping wrote a congratulatory letter for the 110th anniversary of the Western Returned Scholars Association's founding.

When overseas media exposed Hong Qianqian's relationship with Hong Chaohui, Chinese domestic media quickly deleted the relevant reports. Such a highly coordinated action would have been nearly impossible without the intervention of the Propaganda Department of the CPC Central Committee or the Cyberspace Administration of the State Council.

The New York Times interviewee's connection to the Beijing Dance Academy. The Beijing Dance Academy (BDA), a state-run institution of the Chinese Communist Party, is used as a tool against Shen Yun and is a major global competitor to Shen Yun and its affiliated schools.[70]

At least three of the six former Shen Yun performers cited by The New York Times in its report attacking Shen Yun had undisclosed ties to the Beijing Dance Academy. All three have traveled to China to work with the Beijing Dance Academy. One of them, who runs a Taiwanese dance studio in partnership with the Beijing Dance Academy, has a public Facebook page that lists her as a "teacher in the classical dance department of the Beijing Dance Academy." Another interviewee maintained a positive relationship with Shen Yun for over a year after leaving and even attempted to return. However, after establishing connections with the Beijing Dance Academy, her attitude shifted, and she began making contradictory statements. The New York Times did not address these connections in its report, and there was an apparent hidden conflict of interest.

Cited by the New York Times as "Chun-Ko Chang Lawsuit."

1) The whole story:

On November 25, 2024, former Feitian student Chun-Ko Chang filed a lawsuit in the United States, accusing Shen Yun of "coercion and abuse" by eight entities, including Shen Yun Performing Arts and Fei Tian College. In her complaint, she claimed that she had been forced to undergo "faith brainwashing." However, three years earlier, Chun-Ko Chang voluntarily applied for a graduate degree at Fei Tian College and publicly expressed gratitude to the school for its training many times.[71]

2) Attitude reversal:

At the beginning of 2024, Chun-Ko Chang and her husband visited the Beijing Dance Academy and Shanghai for an inspection. After returning to the United States, she gave an interview to the media, questioning the authenticity of "Falun Gong practitioners being harvested alive" – a crime that has been confirmed by congressional testimony and human rights reports. Chun-Ko Chang's transformation is puzzling.

3) Media amplification and clarification:

The New York Times quoted Chang twice, but his statement contained numerous loopholes. The associated counterparty, Zhang Tianliang, posted a lengthy rebuttal on platform X, including Chun-Ko Chang's previous communication records and interview videos. Feitian teacher Xianyuan recorded a video and systematically refuted his false accusations one by one. Mr. Zhang did not respond.

Based on the above and the information provided by the Falun Dafa Information Center, many of the reports published by The New York Times since 2024 about Falun Gong, Shen Yun, or Feitian University and Feitian Art Academy mislead readers with quotes taken out of context. Despite repeated clarifications from Shen Yun, The New York Times persists in repeating the same narrative. Deutsche Welle, the Associated Press, the Washington Post, U.S. News & World Report, ABC News, and others have also published reports attacking Shen Yun.

This wave of intense media attacks aligns with the "Guiding Opinions" above, which states, "actively establishing cooperation with internationally renowned media outlets (such as the New York Times) to promote their publication of negative reports on Falun Gong."

3. Deploy cyber trolls and KOLs to attack Shen Yun and Falun Gong.

The Guiding Opinions, issued by the Beijing Municipal Committee of the Communist Party of China and the municipal government, and led by the State Security Bureau and the Cyberspace Administration of China, clearly state that cyber trolls and key opinion leaders (KOLs) should be organized around the world to systematically publish content attacking Falun Gong on major social platforms.

The leaked CCP documents revealed by the Falun Dafa Information Center explicitly mention that the CCP Ministry of Public Security "fully supports" a Chinese YouTuber who has attacked Falun Gong on social media platforms and issued violent threats against Shen Yun performances. Currently, the YouTuber faces federal charges in the U.S. for illegal possession of weapons, and U.S. law enforcement agencies have warned him of a security threat to Shen Yun's New York Training Center.[72]

On August 18, 2024, shortly after the New York Times article attacking Shen Yun was published, the YouTuber publicly stated on Platform X (formerly Twitter): "I was the one who introduced people to The New York Times, especially the original interviewee." At least three of The New York Times' six core interviewees have appeared on the YouTuber's channel.

Communications records indicate that the YouTuber assisted the New York Times in reaching out to other former Shen Yun dancers, some of whom contributed content to its channel and served as interview subjects for articles published by the New York Times. As early as January 2024, he had already mentioned his communication with the New York Times on the channel and hinted at the report's content through at least 14 social media posts prior to the article's publication, claiming that Falun Gong and Shen Yun would be "finished." In several posts, he also thanked the unnamed New York Times reporter, implying that he possessed undisclosed insider information.

On August 4, 2024, the YouTuber shared a lengthy post outlining the "three strategic areas" to dismantle Shen Yun: the legal system, mainstream media (such as the New York Times), and Chinese-language online communities. This goal closely aligns with the strategy found in the CCP's leaked documents: to discredit Falun Gong and silence its voice in the international community by fostering negative public opinion and conducting law enforcement investigations.

The CCP has systematically supported overseas KOLs and cyber trolls. The Propaganda Department of the Central Committee of the Communist Party of China (hereinafter referred to as the "Central Propaganda Department") is the primary department of the Central Committee of the Communist Party of China responsible for national propaganda, as well as for guiding ideology and public opinion. Its vice minister, Zhuang Rongwen, also serves as the director of the Cyberspace Administration of China. As early as 2014, Ren Xianliang, the deputy director of the Cyberspace Administration of China, pointed out in a speech that "we must support our own influencers and discourse leaders," with the aim of "firmly grasping the initiative of public opinion and occupying the high ground of public opinion."[73]

This strategy involves cultivating "storytelling" communication experts, forming a comprehensive media network propaganda team, and promoting the "main theme" of the CCP's perspective on a global scale.

China Central Radio and Television (CCTV) is an international online platform that disseminates information about the Communist Party of China in 61 languages, reaching audiences in over 180 countries and regions worldwide. This makes it the largest multilingual media cluster in the world, featuring the widest variety of languages and the broadest coverage. The platform also collaborated with the Cyberspace Administration of China to organize online publicity activities such as "Pictures in China, the Most Beautiful Landmark" to recruit overseas internet celebrities to participate in the image outflow of the CCP.[74]

Huawei's Xi'an Research Institute is directly involved in the CCP's transnational intimidation of Shen Yun. During Shen Yun's 2025 tour in Taiwan, a series of highly organized and technical email intimidation incidents occurred one after another, including shootings and bombings that directly targeted Shen Yun and its venues, intending to use violent means to force the cancellation of the performance. After an investigation by the Taiwanese police, the upstream network source of the threatening letters was finally identified as the "Huawei Xi'an Research Institute" in Xi'an, Shaanxi Province, China.[75]

Huawei has long been deeply involved in the CCP's military technology projects. The findings of this tracing investigation further reveal that the CCP has used the corporate shell as a cover to launch a transnational information war, and has incorporated the suppression of Falun Gong and other faith groups into the national level action system. This pattern not only exposes the nature of its systematic political persecution but also poses a severe and persistent security threat to the international community.

During Shen Yun's performances in Taiwan, theaters and government offices in Taipei, Taichung, Tainan, Keelung, and other cities received threatening emails, some containing images of explosives, and others threatening to shoot or explode if the show was not canceled. On March 30, the Zhongshan Hall in Taichung City received 27 bomb threat messages within two minutes, many of which were sent at the same time, suspected to be the work of automated programs. So far, a total of 42 theaters in Taiwan have received similar emails.

4. On April 29, 2025, Falun Gong practitioners were violently attacked at a Truth Telling Location on the street.

On Tuesday, April 29, 2025, at 10:33 AM, Falun Gong practitioners were present on Main St. in Flushing. A booth at the Truth Telling Location, situated at the entrance of the Line 7 subway, was violently attacked by a tall young Chinese man who identified himself as Fan Yang. The man kicked the stall’s tent and insulted the Falun Gong practitioners at the booth for speaking the truth. Attempts to damage the truth-telling location of Falun Gong were promptly thwarted by Falun Gong practitioners.

At that time, a tall Chinese man wearing green clothing and sunglasses approached the Falun Gong Truth-telling Location at the subway entrance. He suddenly kicked the tent's stand, knocking the table askew and causing damage. He insulted the Falun Gong practitioners at the Truth-telling Location. When the practitioners tried to stop him, he deliberately fell to the ground, attempting to perform "breaking the porcelain," but then stood up in shame.

The record of the letter regarding the terrorist attack is as follows:

1) On April 20, 2025, a letter containing terrorist threats, including bombs, was received in the messaging area of the official website of the Global Service Center for Quitting the Chinese Communist Party. 

The terrorist threat letter claimed that on "April 25 (to be in Flushing), Kissena Boulevard, a car could ram the Falun Gong procession and shoot at all the people wearing Falun Gong clothing, throw a homemade bomb with mixed ammonium nitrate powder! At the same time, another team would shoot and kill the security personnel at Longquan Temple, break into Longquan Temple and shoot everyone, and set fire!"

At the same time, on the evening of April 20, 2025, the Flushing Public Library in New York also received a bomb threat letter.

On the evening of Sunday, April 20, the Queens Public Library, the Flushing Branch of the Queens Public Library in New York, and the 196th Street branch in Bayside received bomb-threatening emails stating that the Falun Gong march would not be allowed, or the bomb would be detonated.

The IP address of the threat letter is traced to China. 

The IP address 162.158.178.123 is owned by Cloudflare, Inc. and is located in Hong Kong, China. 

The IP address belongs to Cloudflare's 162.158.178.0/24 network segment. According to the information provided by the IP geolocation service, the geographic location of the IP address is in Hong Kong, China.

It's important to note that Cloudflare is a company that provides content delivery networks (CDNs) and network security services through multiple server nodes around the world. Therefore, while the IP address appears to be in Hong Kong, actual users may be accessing it from other regions via Cloudflare's network.

2) At 8:20 a.m. on April 23, 2025, in the message area of the official website of the Global Service Center for Quitting the Chinese Communist Party, a bomb threat and a tremendous amount of money extortion letter were received for the second time.

The full text of the terrorist letter is as follows: The threat letter is translated into English as follows:

40-46 Main Street, Suite 201, Flushing, NY 11354 Place a lot of explosives around! Don’t want the explosives to detonate, prepare 10 million US dollars before the day after tomorrow!

3) On April 3, 2025, at 10:59 AM, a bomb threat was received in the message area of the official website of the Global Service Center for Quitting the CCP for the third time.[76]

The full text of the letter is as follows: A large amount of explosives has been placed on the hills around Longquan Temple, and I swear to God that I will detonate them in the afternoon to attract the guards, and then break into Longquan Temple and open fire and throw bombs!

The IP address of the terror letter is located in Los Angeles, USA.

On the morning of April 25, 2025, the Flushing Public Library in New York also received another bomb terror letter.

4) April 27, 2025, 7:47 AM: For the fourth time, a bomb threat and a huge money extortion letter were received in the message area of the official website of the Global Service Center for Quitting the CCP.

The full text of the letter is as follows:

All Falun Gong members and supporters in Taiwan, including political leaders and celebrities who support Falun Gong, as well as their family members, will be in danger in the near future! Shootings! Kidnapping! Car accidents! Fires in the residence! Vehicle explosions! I swear to Jesus, I'm not kidding you!!

5) April 27, 2025, 7:30 PM: For the fifth time, a bomb threat and a huge ransom letter were received in the message area of the official website of the Global Withdrawal Service Center for Quitting the CCP.

The summary of the letter is as follows:

"Kill you all stupid people like twisted squash and inferior dates. Everyone will applaud me, your grandpapa, taking out all your locations in the US and Taiwan. Kill Falun Gong, Ming Jing Party, 101 garbage, Jia Yongjie.

6) On April 28, 2025, at 7 AM, in the message area of the official website of the Global Service Center for Quitting the CCP, a bomb threat and a huge ransom letter were received for the sixth time

The full text of the letter is as follows:

All Flushing demonstrators, as well as their family members, will be slashed and killed! Their children’s broken body pieces will be found in the heart of Washington!! The female members of their family will be gang-raped and thrown into the center of New York! Male members will get into a car accident and then be run over back and forth!! I swear to Mazu, Jesus, God, Avalokiteshvara! This! Inevitably! will happen in the near future!

The nature of the incident was very bad. Moreover, the IP address of the second terror letter was located in Los Angeles, USA. This is a blatant and continuous terrorist attack by the Chinese Communist Party against public service institutions and religious belief groups in the United States. The nature of these actions by the CCP characterizes it as a terrorist organization. The terrorist attacks targeted the Falun Gong religious community, aiming to prevent Falun Gong practitioners from revealing the truth and attempting to conceal the CCP's 26-year persecution of Falun Gong for crimes against humanity. These tactics align perfectly with the characteristics of the CCP's transnational escalation of persecution against Falun Gong in recent years. Moreover, similar incidents frequently occur in many foreign countries and regions. At the same time, the CCP exploited the social conditions of free speech and judicial independence in the United States to wage a "public opinion war" and "legal war" against Falun Gong, Shen Yun Performing Arts, Epoch Times, Longquan Temple, etc.

At the same time, Longquan Temple in New York, where Shen Yun is headquartered, has received almost daily death threats, targeting individuals and organizations related to Falun Gong.

According to a Bloomberg report on June 28, 2019, Huawei has long maintained close cooperation with the Chinese Communist military and has jointly conducted at least 10 technical research projects with various units of the Chinese People's Liberation Army over the years, covering key areas such as artificial intelligence and wireless communications. This includes assisting the Investigation Department of the Central Military Commission of the Communist Party of China in identifying and analyzing emotional trends in online video messages, and collaborating with the National University of Defense Technology to study methods for collecting and analyzing satellite imagery and geographic coordinates.[77]

Founded in 2000, Huawei's Xi'an R&D Center covers an area of 426 acres and currently employs more than 16,000 people, covering four core businesses: fixed network (FBB), mobile network (MBB), cloud computing, and terminals.[78]

In addition, on the eve of the screening of the documentary "State-Owned Organs", which exposed the live organ harvesting of Falun Gong practitioners by the Chinese Communist Party, it also received threatening emails, and its IP was also traced to Xi'an, China, which is consistent with the source of this case. (See Chapter 7 for details)

The frequent incidents of intimidation during Shen Yun's performances are not isolated occurrences; rather, they exemplify the CCP's state-level information warfare and cross-border suppression of overseas faith groups with assistance from military technology companies.

Chapter 7: The Lawsuit Against Former Epoch Times CFO Bill Guan, Suspected of Involvement in CCP Covert Operations and Participation in Its Legal Warfare

According to investigative leads obtained by WOIPFG investigators in Beijing, which revealed intelligence from high-level CCP insiders, the CCP’s current plan to attack The Epoch Times is part of a larger strategy to compete with the United States for world dominance. In recent years, the CCP has been attacking and discrediting The Epoch Times through The New York Times. On December 31, 2024, The New York Times published an article entitled “Shen Yun Needed Publicity. The Epoch Times Wrote 17,000 Articles," authored by Nicole Hong and Michael Rothfeld, which specifically mentions the case of Bill Guan, the former CFO of The Epoch Times, thereby linking The Epoch Times to Shen Yun and Falun Gong.

According to a special report released by WOIPFG on January 8, 2025, an informer with a conscience inside the CCP’s top leadership stated that Falun Gong’s situation would not improve significantly because the CCP’s forces in the United States cannot be easily eliminated. The American people cannot imagine the evil of the CCP, whose crimes are ones that people in normal American society have never experienced or witnessed.

The CCP leadership consistently emphasizes the need to gather intelligence on the United States in all its directives, and this has become a routine practice in recent years. The significant influence of the English edition of The Epoch Times in the United States is the contextual reason why The Epoch Times and its key personnel have become primary targets of the CCP’s attacks.

According to the whistleblower, there are also CCP agents embedded within Falun Gong communities to sabotage them from within by specifically gathering information on key individuals associated with Falun Gong, The Epoch Times, and Shen Yun. The agents may also fabricate damaging materials and stories involving alleged crimes. The CCP’s national security system operates through overseas institutions that collaborate in such actions. Once targeted and disrupted by CCP agents, it becomes nearly impossible for anyone to clarify matters from both inside and outside. These are the ruthless tactics that the CCP excels at using to manipulate and undermine individuals and groups.

The CCP has consistently collected intelligence and information on key figures associated with The Epoch Times. This effort particularly emphasizes the gathering of comprehensive data and work-related details about the founder Tang Zhong, the first editor-in-chief Guo Jun, and former CFO Bill Guan, among other senior personnel. For years, the CCP has prepared materials and intelligence regarding these essential employees. The CCP has implemented a strategy involving agents who utilize malicious reporting, defamation, and other tactics typical of unrestricted warfare to launch a series of legal actions. The aim is to destroy these key individuals and imprison them, ultimately undermining The Epoch Times.

Currently, various self-media accounts operated by CCP agents online are fabricating rumors. They are using Guan’s case to create a large number of falsehoods aimed at attacking Falun Gong, Shen Yun, and the founder of Falun Dafa.

The Chinese Communist Party (CCP) has consistently employed various malicious tactics to extensively gather intelligence, internally discredit, and spread rumors within overseas Falun Gong media and projects. The aim is to create incidents in the international community to suppress Falun Gong.

According to information obtained from the World Organization to Investigate the Persecution of Falun Gong (WOIPFG), the CCP has long identified key individuals within Falun Gong for conversion efforts. The CCP uses inducement and coercion on these converted or subverted individuals to assist in so-called "internal reporting." 

This is one of the CCP's so-called "invincible" unrestricted warfare tactics. Agents controlled by the CCP, or individuals who have been turned, typically use their knowledge of some superficial aspects of media operations to fabricate incidents targeting specific individuals (usually media leaders or key figures). These fabricated incidents may contain some surface-level facts, but the true circumstances and operations are entirely different from the "cases" concocted by these agents through false reports or internal smearing. The CCP strives to create these fabricated incidents or rumors to sow discord within Falun Gong, The Epoch Times media, and Falun Gong practitioners' projects.

Currently, the Chinese Communist Party (CCP) has activated agents embedded within Falun Gong, utilizing so-called "internal reports" from Falun Gong or its associated media, malicious lawsuits, and other methods to discredit Falun Gong, Shen Yun, and The Epoch Times in the international community. Simultaneously, they aim to create divisions within Falun Gong and The Epoch Times to undermine the influence of Shen Yun and The Epoch Times.

Some of these subverted agents have been coerced by the CCP through various means. This includes arresting Falun Gong practitioners returning to China from overseas, intimidating those who have been persecuted in prisons, and compelling practitioners in Southeast Asian countries where the CCP has significant influence to participate in subversion efforts. The CCP leverages its local reach in Southeast Asia to arrest local Falun Gong practitioners, coercing and subverting them to act at "critical moments" by conducting so-called "internal reports" and "situation briefings."

The CCP is waging a legal and public opinion war against The Epoch Times and Shen Yun Performing Arts in the United States. The CCP is inciting “insiders” from Falun Gong, The Epoch Times, and Shen Yun Performing Arts to carry out a series of malicious lawsuits and frivolous legal actions. This morally bankrupt set of unrestricted warfare tactics by the CCP is currently taking place in the United States.

Chapter 8: The CCP's Transnational Pursuit of Live Organ Harvesting Survivors

The rare living evidence has unveiled the bloody black curtain of the CCP's live organ harvesting.Cheng Peiming, a Falun Gong practitioner from Heilongjiang, China, was forcibly removed from a Chinese Communist Party prison in 2004 and later escaped as the world's first confirmed survivor of live organ harvesting. Since his public testimony in 2024, the CCP has launched a full-scale public opinion counterattack, framed it as fraud, and conspired to exterminate him across borders, and even interfered with the global screening of the disclosure documentary "State-Owned Organs."[79]

The CCP even published framed articles through platforms such as the "China Anti-cult Education Network" and "China Daily," hosted by the official website, falsifying Cheng Peiming's medical records and denying the crime, but inadvertently supporting the fact of live organ harvesting. After Cheng Peiming publicly exposed the crime of live harvesting, the Ministry of Public Security and the Ministry of State Security of the Communist Party of China planned to execute a transnational extermination operation.

1. From a Falun Gong practitioner to a victim of live organ harvesting.

Cheng Peiming was born in August 1955 in an ordinary family near Harbin, Heilongjiang Province, China, and he was a former coal miner. In 1998, he began practicing Falun Gong and following the principle of "truthfulness, compassion, and forbearance" to become a good person. However, in July 1999, Chinese Communist Party leader Jiang Zemin ordered the suppression of Falun Gong. In December 2001, Cheng Peiming was arrested by the Harbin police and sentenced to eight years in prison for distributing leaflets that exposed the truth about the persecution. In Harbin prison, he was violently tortured with electric batons, and his weight plummeted to less than 50 kilograms. In July 2004, he was transferred to Daqing Prison, and his fate changed.[80]

The horrifying moment of the live harvesting operation. On November 16, 2004, Cheng Peiming was abruptly escorted by prison guards to the No. 4 Hospital of Daqing City, where six police officers restrained him and forcibly administered anesthetics. In the operating room, he saw Dr. White Coat whispering to the "610" office officer. "They asked me to sign a consent form, and when I refused, six prison guards jumped up and held me down and gave me a shot, and I fainted," he recalled. The surgery lasted several hours. Three days later, Cheng woke up to find himself handcuffed to a hospital bed with a drain located between the sixth and seventh ribs on the left side of his chest. He experienced intense pain and weakness, but no one explained the reason for the operation. A 35-centimeter scar remains on the left side of his chest.[81]`[82]

In 2020, Cheng Peiming underwent nine medical examinations (including three CT scans, three ultrasounds, two X-rays, and one MRI) in the United States. The results indicated that the second and third segments of his liver and half of the lower lobe of his left lung were removed. Cheng Peiming later learned that Falun Gong practitioners often "disappeared" after being taken away from prison, and he might be the only survivor.

Escape and testimony. On March 3, 2006, prison guards took Cheng Peiming to the hospital again, claiming that he was going to have "another operation." He realized that this was a premeditated plan for a second live harvesting, and took advantage of the night guard shift to escape from the fire ladder on the third floor of the hospital, and escaped from the search and arrest despite numerous difficulties. After that, he went into hiding here and there under a national arrest warrant. In 2015, he fled to Thailand through underground channels, where the United Nations granted him refugee status. In July 2020, Robert Durst, a U.S. State Department official, helped him arrive in the United States.

On August 9, 2024, Cheng Peiming took off his shirt at a press conference in Washington, D.C., revealing his scars and becoming emotional: “I survived for the sake of those fellow practitioners who were killed.” His testimony made headlines in more than 70 English-language media outlets, including The Guardian and News.com.au, and was hailed as “Irrefutable Evidence of live organ harvesting by the Chinese Communist Party.”

2. The collapse of the CCP’s lies: the truth of the crime under the framing and cover-up is exposed

Survivor Cheng Peiming's exposure of the crime of live organ harvesting has alarmed the CCP. On July 22, 2024, the "China Anti-cult Education Network" (managed by the X Education Bureau of the Ministry of Public Security and hosted by the former "610" Office) and the Tianjin "610" website published articles denying the accusations of live extraction. On October 8, the CCP published a lengthy report, titled "Investigation of Cheng Peiming, the First Survivor of Live Organ Harvesting," in which the CCP       falsified medical records and claimed that the 2004 operation was for removing "swallowed nails and blades." The article has been widely reprinted by China Court Network, the official website of the Tianjin Public Security Bureau, Sina, The Paper and other platforms. "China Daily" published an article at the same time, accusing Cheng Peiming of "mental abnormality" and trying to discredit his credibility.[83]

These articles are directly controlled by the CCP's "610" office and are designed to confuse facts and calm international public opinion. The CCP also fabricated Cheng Peiming's sister's so-called "testimony," saying that she believed the official version but did not provide any audio, video, or written evidence.

The CCP self-revealed the evidence of the live organ harvesting crime

Despite the CCP's vehemently denials, the framed article inadvertently confirms the key facts:

1) Cheng Peiming's status as a Falun Gong practitioner and 8 years of illegal imprisonment;

2) Forced surgery was performed at Daqing No. 4 Hospital in November 2004 without the consent of the individual or their family;

3) A detailed description of the surgical incision for the chest and diaphragm.

However, the CCP stated that the operation was triggered by "swallowing nails" and was full of loopholes. Generally, endoscopy, rather than a 35-centimeter thoracotomy, is typically used to remove a foreign object, and the loss of the liver or lung remains unexplained. Cheng Peiming's prison medical records have long been destroyed by "610," and the CCP's sophistry has become evidence of the crime. These lies are not only untenable but also confirm the existence of live harvesting.

3. Transnational Extermination: From Intimidation to Assassination

On October 31, 2024, an anonymous Chinese internet researcher leaked the minutes of a meeting between the Ministry of Public Security and Heilongjiang public security officials to the Falun Dafa Information Center. According to the records, the CCP's top brass regarded Cheng Peiming as a "major threat to national security" and ordered the Heilongjiang provincial security department to formulate a "three-step extermination plan":[84]

1) Trapping and returning to China: The CCP pressured Cheng Peiming through relatives and friends in Harbin, falsely claiming that "he can be pardoned when he returns to China."

2) Forced withdrawal: The CCP plans to coerce Cheng Peiming's relatives and friends in China to come to the United States to exert pressure in person, threatening the safety of Cheng Peiming's family in China to force Cheng Peiming to withdraw his testimony regarding live organ harvesting.

3) Assassination: If the first two options fail, the CCP plans to assassinate Cheng Peiming in the United States, making it appear as though it were a suicide or a car accident afterward. According to the source, the CCP states that, if necessary, it would "directly kill him (Cheng Peiming) to make him look like he committed suicide." 

After Cheng Peiming exposed the CCP's live harvesting crime as a live organ harvesting survivor, his life was immediately in danger. In the early morning of November 2, 2024, there was a sudden knock at his home door. The inspection revealed that the garage door had been pried open, the front door was ajar, and two tire tracks were left on the grass in the backyard. Even more suspicious is that the camera in the home was offline from 1:12 to 6:18, and the police investigation confirmed that this was a deliberate intrusion.[85]

For months, his life was enveloped in terror:

On October 15, his car was scratched 30 centimeters long.

On October 28, the right front tire burst while driving, and the mechanic discovered two rusty nails. U.S. police are involved in the investigation, but the suspect is still at large.

4. The CCP's sabotage of the live organ harvesting documentary "State-owned Organs" will be released globally.

Since October 2024, the documentary "State-owned Organs", which exposes the CCP's systematic live organ harvesting crimes, has been released in many cities around the world. At the screening, survivor Cheng Peiming shared his personal experience of live organ harvesting.[86]

After the release of "State-owned Organs," it caused an international shock. However, this revelation also led to retaliation, with the organizers receiving dozens of threatening letters stating they would "detonate theaters if the screening of 'State-Owned Organs' is not canceled."

Bomb threats. In Taiwan alone, 28 threatening letters have been received in just two months since the release of "State-Owned Organs" in October 2024, threatening to detonate bombs if the broadcast is not canceled.

Zhang Yuanbin, the deputy director of the National Security Bureau of the Republic of China, pointed out that threatening emails have been sent to the Ministry of Culture, the Kaohsiung City Council and the Nangang store of the Joy Times Cinema in Taipei City since October 2024, stating that "multiple remote-controlled bombs have been planted" and demanding that the film screening be canceled.

As of November 22, 2024, statistics from the National Security Bureau indicate that 28 cases of threatening emails were received by units covering cinemas, government agencies, councils, schools, and the media. Kaohsiung City has the highest number of cases at 7, followed by Taipei City, New Taipei City, Yilan County, and the Criminal Bureau, each with 3 cases.

An investigation by the Criminal Bureau found that the threatening emails were sent through VPNs (virtual private networks), with IP addresses originating from several countries. Eight cases were in Paris, France; six in Poland; five in the United States and China; and two in Germany, Hong Kong, and the United Kingdom. According to the police's analysis, this was deliberately concealed using an overseas springboard. Additionally, patrols and security measures around cinemas in various locations have been enhanced.

The National Security Bureau of the Republic of China further pointed out that the series of intimidation acts is suspected to be part of the CCP's "long-arm jurisdiction" strategy. This strategy intends to interfere in Taiwan's internal affairs and exert pressure on Taiwan through political, economic, social, cultural, and military means, with the ultimate goal of cross-strait reunification.

The documentary "State-owned Organs", which exposes the truth about the CCP's live organ harvesting, and Cheng Peiming, who narrowly escaped from prison, have become the most direct and shocking evidence of the CCP's atrocities of live organ harvesting.

Epilogue:

WOIPFG’s investigative report reveals a new wave of systematic transnational repression of Falun Gong initiated by the CCP on a global scale beginning in 2024. From the fresh strategy personally deployed by Xi Jinping to the coordinated efforts of the Political and Legal Affairs Commission of the Communist Party of China, the Ministry of Public Security, the Ministry of State Security, the United Front Work Department, and other agencies, the CCP has sought to completely eradicate Falun Gong's international influence and conceal its horrifying human rights abuses, such as organ harvesting in China, through public opinion warfare, legal warfare, intelligence infiltration, and violent intimidation. The testimony of survivor Cheng Peiming and the scars on his body serve as irrefutable evidence of the CCP's atrocities.

The CCP's transnational persecution not only threatens the survival of the Falun Gong community but also seriously undermines the values of justice, freedom, and human rights in the international community. The CCP has established a vast global network of repression utilizing red capital, overseas Chinese communities, international media, and online trolls, illustrating its extreme fear of exposing the truth. Given this unprecedented scale of persecution, the international community must remain vigilant and take measures to prevent the CCP's infiltration and sabotage, hold it accountable for its crimes, and defend human rights and the rule of law.
