Investigation of Falun Gong Practitioner Lu Xiufang's Death by Jinan Women's Prison

According to the materials reported to the World Organization to Investigate the Persecution of Falun Gong (WOIPFLG), Falun Gong practitioner Liu Xiufang from Jimo City, Shandong Province was tortured to death in July 2003 by Jinan Women's Prison of Shandong Province. WOIPFLG has opened a case of this and started the investigation from October 29, 2003.

Evidence has been obtained from Jinan Women's Prison, Huashan Police Station of Jimo City Police Department, and villagers of Longhe Village, Huashan Town, Jimo City. The following facts have been verified: 56-year old Falun Gong practitioner Ms. Lu Xiufang was a villager of Longhe Village, Huashan Town, Jimo. She was arrested in 2001 for distributing Falun Gong materials, sentenced for four years and detained in Jinan Women's Prison. On July 21, 2003, she was sent back home by the prison police and local government officials. At that time, her whole body was swollen and bruises were everywhere; she was unable to sit or stand, and died within two hours after being sent home.

On October 30, 2003, witness A from Huashan Police Station of Jimo City Police Department confirmed that Lu Xiufang had been detained in the Jinan Women's Prison, and had died thereafter.

On October 30, 2003, witness C, a villager of Longhe Village, Huashan Town, Jimo, confirmed that Lu Xiufang was a Falun Gong practitioner, and died on the same day when she was sent back home back by the police.

When the investigation was being carried on October 31, 2003, police officer Z indicated that information could not been given over the phone. However, police Z admitted that there were indeed many practitioners in this jail who were on hunger strikes, and further admitted that the guards in the prison had administered forced-feeding* Falun Gong practitioners. While being queried by the investigator, police officer B initially admitted that the number being called was the Jinan Women's Prison. However, as soon as the investigator told B that the purpose of the phone call was to investigate the detail of Lu Xiufang's death, B requested the investigator to present a reference letter. When B realized that it was World Organization to Investigate the Persecution of Falun Gong that was investigating this case, B immediately changed the words, claiming it was a home number, instead of the Women's Prison.
