Since the persecution of Falun Gong began in1999, Chen Zhiwei has done his utmost to implement the persecution in order to gain political capital. He was promoted from an ordinary clerk to his current position step by step. Chen is responsible for at least 13 Falun Gong practitioners being persecuted to death or disabled in Shantou.

During his time as the Director of the Public Security Bureau and deputy mayor, Peng Kang led the Public Security Bureau and National Security Bureau, sent local policemen to kidnap Falun Gong practitioners, illegally confiscated possessions, and illegally detained and persecuted Falun Gong practitioners. He was responsible for 11 Falun Gong practitioners being illegally sentenced to jail and death of several Falun Gong practitioners.

As the Deputy Secretary of the PLAC and the director of the “610 Office” in Shanghai, Li Hong personally meted out the systematic persecution of Falun Gong practitioners in Shanghai, such as kidnapping, ransacking, detention, sentencing for imprisonment, and brainwashing. She actively promoted the CCP policies of persecution.

During his ten-year tenure, Cao Bin actively participated in the persecution of Falun Gong practitioners by manipulating the local public security bureau, procuratorate, court, judicial, street neighborhood committee, etc. Cao Bin also personally directed, arrested, and threatened Falun Gong practitioners and their families.

Jiang Qiqiong has done her utmost to participate in the persecution of Falun Gong practitioners and became both a tormentor and a facilitator. She spent a lot of time researching the countermeasures and means for persecuting Falun Gong practitioners. Nearly every persecution and torture method suffered by the hundreds of Falun Gong practitioners in the brainwashing centers was formulated by Jiang Qiqiong herself.

Zhao Shiju was Deputy Party Secretary of Hebei Province from October 1998 to January 2004. He closely followed Jiang Zemin’s orders to persecute Falun Gong and directly participated in torturing Falun Gong practitioners. Zhao also delivered many speeches on suppressing Falun Gong and “brainwashing” of Falun Gong practitioners at the Provincial meetings.

Under the roles of “reporter” and “editor” for CCTV's “Focus Report,” Li Yuqiang participated in making many programs defaming Falun Gong. Many times, she was the writer, “live” reporter, and editor for these programs. The programs fabricated lies with falsified “evidence,” which misled audiences and spread hatred toward Falun Gong.

During his tenure, Lv Feng was the main planner, controller, commander, and promoter of the persecution of Falun Gong in Siping City and Changchun City. Lv commanded the public security officers to use police ambush tactics, tracking, stalking, mobile phone monitoring, network monitoring, illegal search and seizure, face recognition software, and other means to kidnap, imprison, sentence, persecute, and kill Falun Gong practitioners.

For over 11 years as Deputy Secretary and then Secretary of the Political and Legal Affairs Committee of Miyun County, Wang Yujiang used his rank and position to establish village and town level “610 Offices.” to carry out the persecution of Falun Gong. Wang Yuijiang also coordinated with the Public Security Bureau, procuratorates, and the courts to carry out criminal activities including abductions, illegal detentions, ransacking private properties, and persecution through forced labor, resulting in victims becoming severely disabled or even death.

According to Minghui’s report in early 2004, Li Jirong persecuted nearly 2,000 Falun Gong practitioners, physically and/or mentally. In the labor camp, in addition to her participation in the torture, she directed, instigated and sheltered inmates and guards who beat and tortured Falun Gong practitioners. She was especially known for her brainwashing. Her cruel transformation methods caused many Falun Gong practitioners to develop mental disorders. Li has a reputation for her brutality and numerous crimes.
