As the director of the “610 Office” of Hunan Province (the “610 Office” is an extralegal CCP security agency created in 1999 to lead the anti-Falun Gong campaign[2]), Chen is culpable for staining Falun Gong’s reputation and persecuting, torturing, killing, and maiming its practitioners. Though his term of office lasted only three years, in that time, tens of Falun Gong Practitioners were persecuted to death.

From August 2010 to March 2017, Wang Xiankui and his subordinates illegally arrested hundreds of Falun Gong practitioners, resulting in at least 62 deaths. Under Wang Xiankui, Heilongjiang Province became one of the most active regions of the persecution against Falun Gong in China.

At least 7 Falun Gong practitioners were persecuted and tortured to death in detention centers, prisons, and other places in Hebei during Wang's office time.

Through his position, he actively implemented Jiang Zemin’s persecution policy against Falun Gong. During his tenure, he planned and organized a large number of arrests and persecuted Falun Gong practitioners in Tangshan.

Over 260 Falun Gong practitioners were sent to forced labor camps, the highest among county-level cities in China. Thousands were abducted, detained, and tortured.
