Preface

The No. 923 Hospital of the Chinese People's Liberation Army Joint Security Force (formerly the No. 303 Hospital of the People's Liberation Army) is a key organ transplantation research base for the entire military, capable of doing various organ transplants in large quantities, with living organs provided by the state on a regular basis. In order to circumvent the ban on organ transplantation in military and police hospitals, the main transplantation team of the No. 303 Hospital led by Sun Hsu-yong, the vice president and director of the transplantation center has moved to the Second Affiliated Hospital of Guangxi Medical University to continues to do transplants. At present the team is able to do three to four hundred kidney transplants per year; thirty to forty liver transplants per month. Given the general background of the Chinese Communist Party's state crime of live organ harvesting, the hospital is suspected of participating in the crime of live organ harvesting from Falun Gong practitioners and other groups.

I. Hospital Overview.

The No. 923 Hospital of the PLA Joint Services and Security Forces (formerly the No. 303 Hospital of the PLA) was established in 1945, and is now a modern comprehensive tertiary hospital integrating medical treatment, scientific research and teaching, and is the teaching hospital of the Third Military Medical University, Southern Medical University (formerly the First Military Medical University), Guangxi Medical University and other universities, with complete medical equipment. Organ transplantation is an advantageous department among the 56 clinical and medical technology departments in the hospital. The hospital has more than 1,200 professional and technical personnel, including 112 senior title personnel, 208 post-doctoral, doctoral, master and other highly educated talents.[1]

II. The transplantation center is a major organ transplantation research base in the military, and "we pick the ones with good quality first" in organ allocation.

In 2004, the hospital completed the first liver transplant and established its independent transplantation system. In 2005, it performed the first combined liver and kidney transplant. In 2006, the organ transplant building was opened. In 2009, the first heart transplant was performed. In 2010, the Institute of Transplantation Medicine and the regional key laboratory of transplantation medicine were founded.[2] The transplant center is a member of the scientific registry system of liver transplantation of the Ministry of Health, a member of the Management Committee of the Scientific Registry System of Kidney Transplantation of the Ministry of Health of Guangzhou Military Region and It is the only member of the Scientific Registry of Kidney Transplantation (CSRKT) of the Ministry of Health in Guangzhou Military Region and Guangx Zhuang Autonomous Region, and is a research institute of transplantation medicine integrating clinical, teaching and scientific research.[3]

The transplantation team has "more than 20 scientific researchers with high titles, 3 post-docs, more than 30 with doctorate degree, and more than 80% of the scientific research team with master's or above degrees". [4]

III Telephone Investigation

Summary:

Regarding the allocation of organs, "we first select good quality organs for our own use." The transplant team is very strong. The wait time is one or two days to one or two weeks. Abundant donors are always available. Many donated livers are assigned elsewhere. Three to four hundred kidney transplants are performed every year.

On May 30, 2017,  Liao Jixiang, a liver transplant surgeon and organ coordinator at No. 303 Hospital, said that the transplant department is actually the "Institute of Transplant Medicine" and is a fairly large transplant center that does kidney, liver, heart, lung and pancreas transplants. The center has an ICU and anesthesia section. There is Ackerma which is famous in the country. Organ allocation starts at No. 303 Hospital, and we pick the good quality ones. Our advantages: first, the quality of the donor liver is definitely better than others, and second, it is definitely faster.[5]

On June 11, 2017, Liao Jixiang said: the source of organs is not the Red Cross, it is allocated by the state. The national organ allocation system network has access passwords, and its data are managed by designated personnel.[6]

2.The transplant team is very strong.

Summary: Any type of transplant operation can be done. For each transplant operation, one person must die.

1) So far this year, we have done almost 100 cases, and it's only May now! We usually have 15 to 20 donors per month.

2) We do almost 300 kidney transplants per year. We are among the top three in the number of kidney transplants done in the country.

3) Of 100 donor livers obtained, our center may keep 20,  and the rest of 60, 70, or 80 are allocated out. (There are no enough recipients, so the donor organs can't be all used)

4) "Because if you want to have a surgery, one person will have to be gone." (harvesting organ from living donor)

5) Liver transplant for O blood type can be done within a month.

6) The state does not allow you to know donor's information.

7) I guarantee to you that the quality of the donor organ, for sure, is very good. Because for so many years...that, that, that is to say, in the past there were such...we used to have a lot, we used teenagers or people 20 plus years old, or kid.

8) The quality of organs from the judiciary is not necessarily better than the quality of those from brain-dead donor. The organs from the judicary at least have to be holstered and have to be in cardiac arrest for a few minutes, twenty minutes. And with brain-dead donation, that part of the time is now gone.

9) we now do transplants using organs from brain-dead donors, according to the state policy, and for the time being we have more than enough than we need.

10) Dong Jianhui is now in charge of this donation, and he is also leading a team.

11) The president of the hospital himself does the transplant.

3. Waiting time is one or two days, or one or two weeks; the donor is available at any time, many liver donors are channeled out

5. “The patient may make special request and come to the hospital for consultation”

6. The transplantation scale has been expanded, with a team of good surgeons sent to the Second Affiliated Hospital of Guangxi Medical University to open a transplantation center

In order to escape culpability and clear the name of the military and police hospitals, the Central Military Commission of the Communist Party of China last year placed another ban on the liver and kidney transplant business in military and police hospitals. In fact, the military and police hospitals continue their transplant business as usual; or they circumvent the ban by finding another way – transforming from military to civilian. The vice president of No. 303 Hospital in Nanning and director of the transplant center, Sun Xuyong in recent years led the main transplant team to the Second Affiliated Hospital of Guangxi Medical University to carry out transplants. They are now doing three to four hundred cases per year and thirty to forty cases per month.[20]

IV. Medical papers show that the Hospital harvested organs from 76 children, and it is suspected of live organ harvesting.

A medical paper published in the 2016 No. 8 issue of "Chinese Journal of Hepatobiliary Surgery" showed that from August 2007 to December 2015, the Hospital performed combined abdominal organ resection on 76 children with the warm ischemia time as short as 3 minutes. [22]  These operations were suspected of live organ harvesting. A zero or ultra-short warm ischemia time means heartbeat and blood supply exist when an organ is removed, which equals harvesting organs from living people. Generally, this is only possible when harvesting organs from brain-dead or living people. The warm ischemia time of the cases described in the paper was only a few minutes, proving that the liver and kidney harvesting process was the process of live organ harvesting.

He enjoys the allowance of excellent scientific and technological talents of the army; in 2008, he won the second prize of medical treatment in the army; he was awarded the third-class merit three times; he was honored as the excellent scientific and technological cadres of Guangzhou military region in the "Tenth Five-Year Plan"; in 2010, he was appointed as the expert panelist of "Guangxi scientific innovation team major projects". In 2013, he became a medical and health emergency specialist in Guangxi.

The program led by Sun Xuyong is currently the only key discipline and specialist center of transplantation medicine in Guangzhou Military Region, a member of the registration system for liver transplantation of the State Ministry of Health, and the only member of the management committee of the registration system for kidney transplantation (CSRKT) of the State Ministry of Health in Guangzhou Military Region and Guangxi Zhuang Autonomous Region, a transplantation medicine research institute that integrates clinical, teaching and scientific research in one.[24]
