The Chinese Communist Party's Ongoing State Crime of Genocide: Live Organ Harvesting from Falun Gong Practitioners

On the occasion of the 77th anniversary of the entry into force of the Convention on the Prevention and Punishment of the Crime of Genocide, I am here today to report to you a major crime that is still ongoing and that shocks the conscience of humanity—the Chinese Communist Party's (CCP) state crime of genocide that has continued for 26 years: the live organ harvesting from Falun Gong practitioners.
My name is Wang Zhiyuan, and I am the Chairman of the World Organization to Investigate the Persecution of Falun Gong (WOIPFG). I am a former Chinese military officer with 25 years of service who once lived and worked in China. Since January 20, 2003, my team and I have been persistently investigating the CCP's persecution of Falun Gong through telephone investigations and investigators inside mainland China.
I. The Origins and Systematic Nature of This Crime
At the end of 1999, former CCP leader Jiang Zemin ordered a comprehensive crackdown on Falun Gong. Subsequently, through the Political and Legal Affairs Commission and the "610 Office," the CCP manipulated the entire state apparatus—including the Party, government, military, police, judiciary, and medical systems—to systematically carry out the crime against humanity of forcibly harvesting organs from living Falun Gong practitioners across China.[1]
This is not the action of individual hospitals or rogue actors, but a deliberate, organized, and CCP-led campaign of state genocide. The crime continues to this day.
After more than 20 years of systematic investigation, as of September 20, 2024, WOIPFG has publicly released 413 investigation reports on the CCP's live organ harvesting from Falun Gong practitioners on our websites (zhuichaguoji.org and upholdjustice.org), along with 866 audio recordings and over 4,000 pieces of documentary evidence. Among these, 66 audio recordings directly confirm or acknowledge the existence of live organ harvesting from Falun Gong practitioners. These recordings come directly from senior CCP officials, military medical personnel, hospital presidents, directors, and chief surgeons.
II. Concrete Cases with Irrefutable Evidence
The following examples offer a clearer and more tangible understanding of the reality of this crime:
1. The Zhang Gaoli Case:
On June 24, 2015, as an investigator from WOIPFG (myself), I posed as Jiang Zemin's secretary and spoke on the phone with Zhang Gaoli, then-member of the CCP Politburo Standing Committee. I requested him to block the effort to hold Jiang Zemin accountable for ordering the live organ harvesting of millions of Falun Gong practitioners at the Politburo meeting. Zhang did not deny it. Instead, he responded that he would "definitely" block any attempts to hold Jiang accountable during Politburo discussions.[2]
This effectively amounts to an indirect admission that the issue was already known and tacitly approved within high-level CCP circles.
2. The Gao Yixi Case:
Zhu Jiabin, a section chief at the "610 Office" in Mudanjiang City, Heilongjiang Province, directly admitted over the phone that Falun Gong practitioner Gao Yixi's organs had been harvested, stating bluntly: "His organs were sold."[3]
3. The Zhang Xiuqin Case in Harbin:
In 2019, Falun Gong practitioner Zhang Xiuqin in Harbin was killed through live organ harvesting at the CCP military's Hospital 211. Before dying, she revealed that she had been tortured and had her organs harvested while still alive.[4]
4. The Li Guowei Case at Xijing Hospital:
From December 2019 to January 2020, WOIPFG investigators (including myself) conducted telephone investigations on Dr. Li Guowei from the Transplant Department of Xijing Hospital, affiliated with the Air Force Medical University. During the investigation, Li openly admitted: "We can provide Falun Gong practitioners' organs," and even said, "You can see the person for yourself—in his twenties."[5]
All of these are original audio recordings obtained through investigation and are publicly verifiable.
III. Live Organ Harvesting Has Not Stopped: It Continued During the COVID-19 Pandemic
Shockingly, even during the peak of the COVID-19 pandemic in 2020, organ transplant surgeries continued as usual in hospitals across multiple regions in China.[6]
For example:
1. During the Wuhan lockdown, the Affiliated Hospital of Chongqing Medical University "continued to perform kidney transplants as usual in February";
2. The CCP's state-level genocidal crime of harvesting organs from living Falun Gong practitioners continues. A doctor from the First Affiliated Hospital of Anhui Medical University openly admitted: "We don't care whether there's a pandemic or not—liver transplants here have not stopped."
3. Even more chillingly, many hospital nurses mentioned in phone calls that organs are "in our inventory" or "available at home," implying the existence of live organ donor banks throughout China. (Recording 043 download: MP3, Transcript download: pdf043)
This is not a donation system, but an "organ bank of death," where people are held captive as living sources for organs to be harvested at any time.
IV. Latest 2023 Investigation: Live Organ Harvesting Continues, Donor Banks Still Exist
From February 2 to March 21, 2023, WOIPFG conducted a new round of telephone investigations targeting hospitals suspected of participating in live organ harvesting from Falun Gong practitioners. The investigation focused on hospital presidents, directors, and chief surgeons at several major state-owned Grade-A tertiary hospitals, covering 32 hospitals across 23 provinces and municipalities. A total of 36 audio recordings were publicly released.[7]
1. Key Findings:
1) The CCP's forced organ harvesting continues, and live organ donor banks still exist;
2) Multiple doctors directly admitted they had "various liver donors readily available";
3) Organ wait times were extremely short—in some cases, only 1 to 3 days before a transplant could be arranged.
2. Examples from the Recordings:
1) Dr. Zhang Zhen of Beijing You'an Hospital stated that the donor "can read books every day and sleep until past 3 p.m."—indicating that the donor was a captive, living person, not someone who was brain-dead. (Recording 11 download: MP3; Transcript download: pdf11)
2) Director Wang Xin of the Affiliated Hospital of Qingdao University stated: "There are currently several Type O and Type A donors," indicating that organ donors have been kept in long-term reserve. (Recording 21 download: MP3; Transcript download: pdf21)
3) Dr. Fu of the Affiliated Hospital of Guiyang Medical College said: "The organ ages range from teens to forties or fifties, and you can choose." (Recording 17 download: MP3; Transcript download: pdf17)
4) Deputy Director Qiu Wei of the First Hospital of Jilin University clearly stated: "All liver sources are from within Jilin Province; our hospital goes to retrieve them." (Recording 29 download: MP3; Transcript download: pdf29)
5) Director Dong Nianguo of the Cardiac Transplant Department at Wuhan Union Hospital replied: "The surgery can be scheduled within 3 to 5 days." (Recording 2 download: MP3; Transcript download: pdf2)
These recordings prove that an organized living organ donor bank and a continuously operating transplant industry chain still exist within the CCP's medical system.
As of October 2023, WOIPFG had released 866 audio recordings as evidence, among which 66 recordings directly confirm or acknowledge the harvesting of organs from living Falun Gong practitioners, proving that the crime continues to this day.
V. The Extension of the Crime: A Surge in Child and Infant Organ Transplants
In recent years, the CCP has further expanded this crime into a socialized and industrialized system. In particular, the sharp increase in child and infant organ transplants has exposed a new black-market industry chain.[8]
1. Renji Hospital in Shanghai publicly claimed to have completed 3,000 pediatric liver transplants, stating that its "annual volume ranks first in the world";
2. The First Hospital of Jilin University even launched a "Free Pediatric Liver Transplant Campaign";
3. Wuhan Union Hospital and Tongji Hospital have reported using "premature newborns only hours after birth" as organ donors.
Even more horrifying, whistleblowers have revealed that military hospitals under the CCP are detaining women, using artificial insemination, forcing pregnancies, and even deliberately inducing premature births so that the newborns can be used directly as organ sources.[9]
This amounts to a systematized human organ farm. Medical research has been distorted into a method of slaughter, and children have become raw materials for so-called "life extension projects."
VI. The Lie of the Organ Donation System
The CCP claims that since 2015, it has "fully switched to voluntary organ donation by citizens." However, WOIPFG's investigations into Red Cross branches and Organ Procurement Organizations (OPOs) across China reveal:
Most provinces and cities do not have a genuinely functioning organ donation system. Even the Red Cross Society in Beijing, the capital, had not carried out any organ donation work for years and was still "in preparation."[10]
Yet Beijing ranks first nationwide in organ transplant volume.[11] This clearly indicates that the so-called "citizen donation" is merely a façade to cover up ongoing live organ harvesting.
VII. A Call for International Action
Distinguished delegates, this is not a distant internal matter of China—it is a challenge to the very foundation of human civilization. In the past, when humanity faced the atrocities of Nazi concentration camps, what was most regrettable was not the crimes themselves, but the silence of the world. We must not allow that silence to repeat itself.
WOIPFG calls for:
1. The United Nations and governments across Europe to immediately initiate an independent international investigation;
2. The establishment of a transnational ethical review and accountability mechanism for organ transplantation;
3. The inclusion of medical institutions and personnel involved in the crime on international criminal investigation and sanctions lists, to be investigated for crimes against humanity;
4. A prohibition on any insurance or public funding from covering organ transplant surgeries with unclear organ sources;
5. Protection for whistleblowers and the families of victims;
6. A call on the medical community to establish a global ethical firewall—to refuse collaboration or joint research publications with Chinese hospitals involved in the crime.
VIII. Conclusion
Dear friends, this is a war targeting moral conscience. The CCP is not only killing the innocent—it is destroying humanity's moral bottom line regarding "medicine," "life," and "human nature." WOIPFG will continue to investigate, document, and expose these crimes. And the judgment of human history will surely come.
IX. Questions and Answers
1. Based on the CCP's actions, how should we characterize these behaviors?
Answer: The CCP's persecution of Falun Gong, particularly the mass slaughter through live organ harvesting from Falun Gong practitioners, constitutes state-level genocide and crimes against humanity. Moreover, the CCP has launched transnational persecution of Falun Gong. In the international community, it has employed various unrestricted warfare tactics of intimidation and terror attacks against the Falun Gong religious group, including Shen Yun Performing Arts. For example, the Global Service Center for Quitting the CCP, located in Flushing, New York, received 8 bomb threat letters in just 20 days between April 20 and May 10 of this year. Therefore, the characterization of the CCP's behavior should be: The Chinese Communist Party is a state terrorist organization, and the CCP-led government is a criminal regime.
2. How should the international community treat those suspected of participating in live organ harvesting?
Answer: Countries around the world should place those suspected of participating in live organ harvesting on criminal investigation lists and pursue them for crimes against humanity, ready to arrest and prosecute them at any time. Those who have cooperated with, supported, or hosted suspected perpetrators should be regarded as accomplices.
